I agree with Mark. With cost of labor, materials and inflation at high rates, this is no time to increase impact fees if the city wants to encourage good development.

Dear Mr. Mayor&Members of the City Council,
I am vehemently posed to any increase in development/impact fees. Instead, I suggest reducing them to encourage redevelopment of the blighted sites along Shell Beach Road and downtown. (The cost of developing anything these days is already incredibly high).

Speaking of which, of the five vacant and deteriorating sites on Shell Beach (Del's, Alex's, Seaside, Bavarian Auto Haus, and Speedy Gourmet), that the city has been trying for years to get the owners to clean up and rebuild, the only one that has been truing diligently to comply, is me, and my partner, Mike Frey, at 1717 (the old Bavarian Auto Haus site). We have been working on this project for over three years now.

Our application to build a mixed-use project consisting of commercial space and affordable apartments was submitted in August 2023, a year and a half ago. We have met with four planners, three Community Development Directors, and two City Managers over three years, all of whom have different ideas about what can and cannot be done. This process has been frustrating and, at times, downright aggravating. To make matters even more frustrating, the city approached me some years ago on this very concept, bought the land, and moved forward in good faith.

The good people at SBIG are 100%behind this concept. We presented the project to them at one of their meetings a couple of years ago.

We met with Cindy Jacnith a couple of weeks ago and finally agreed on a plan that, while not what we started with, is an acceptable alternative.

And now you want to raise our impact fees???
Given that our application was submitted a year and a half ago and mired in bureaucracy for all that time and, quite frankly, for a year and a half before applying, so we are three years in, would our fees be at the old rate, or will we be subject to the increase? Mark Burnes CCIM -ALC
