AsyoPc Agenda Item #11.13
Meeting Date: February 18, 2025
TITLE:
Public Hearing to Review and Adopt Final Funding Recommendations on the County of San Luis Obispo 2025 Action Plan, including Community Development Block Grant Funds
RECOMMENDATION:
Adopt a Resolution making final recommendations to the County of San Luis Obispo for Urban County's 2025 Action Plan for Community Development Block Grant funds.
DISCUSSION:
Staff recommends Council conduct a public hearing to take public comment and review and adopt a Resolution approving final funding recommendations for the 2025 Action Plan for Community Development Block Grant (CDBG) funding. The 2025 Action Plan is a component of the Urban County of San Luis Obispo 2025-2029 Consolidated Plan (Plan).
The draft Plan may be downloaded from the County of San Luis Obispo Community Development Department webpage.1
To comply with federal Department of Housing and Urban Development (HUD) requirements, the County prepares the Plan, which identifies funding policies and objectives for the annual allocations of HUD grant programs, including the CDBG program.
On December 3, 2024, the City Council adopted Resolution R-2024-073 making its draft recommendation to the Board of Supervisors for the use of the City's 2025 CDBG funds, estimated at $28,873. These funds include $3,753 for County administrative costs, for a net amount available estimated to be $25,120 (including the City's administrative costs of $2,021). This number must be considered an estimate because HUD has not released the final 2025 allocation amounts. The County will make the appropriate adjustments once the final amount is received. The Council's recommendation consisted of $4,331 being allocated to the 5 Cities Homeless Coalition (5CHC) for the Homeless Prevention, Rapid Re-Housing, and Subsistence Payments program and $18,768 to the Community Action Partnership of San Luis Obispo County (CAPSLO) for the Minor Home Repair program. The City will also provide the allocated administrative funds in the amount of $2,021 to CAPSLO, bringing their total funding to $20,789.
More information regarding each of the programs proposed for funding can be reviewed in the December 3, 2024 staff report, which is available from the Access Pismo public records portal at: pismobeach.org/accesspismo 2

Conclusion and Recommendation
In accordance with the City's commitment to participating in the Urban Counties Program, staff recommends that the City Council conduct a public hearing to take public comment on the Plan and the 2025 Action Plan, and then adopt a resolution (Attachment 1) approving final funding recommendations for the Community Development Block Grant program.
FISCAL IMPACT:
There is no fiscal impact associated with staff's recommendation. CDBG funding is not received by or expended by the City, therefore it has no effect on the City's budget. The total estimated amount of CDBG funding is estimated to be $28,873 and includes $3,753 for County administrative costs and $2,021 for City administrative costs. The funding recommendation includes the City awarding its administrative costs to CAPSLO for the Minor Home Repair program.
