TITLE:
El Portal Drive and Shell Beach Road Red Curb
RECOMMENDATION:
Adopt a Resolution authorizing the installation of red curb on El Portal Drive at Shell Beach Road.
DISCUSSION:
At the December 12, 2024 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from the Police Department to install red curb on both sides of the intersection of El Portal Drive and Shell Beach Road. Due to the proximity of the nearby Ontario Ridge trail, El Portal Drive is frequently used for cars to park for trail access. The TSC reviewed the request and due to sight distance issues created by parked cars at the intersection, the committee's recommendation was that the Public Works Department bring a recommendation to the City Council to install red curb at this location. The City Engineer has reviewed the location and is recommending 40 feet of red curb be installed on the north side and 42 feet of red curb be installed on the south side of the intersection starting at the tangent of the curb return on Shell Beach Road and El Portal Drive, as shown in Attachment 1.A. If approved, the Public Works Department will install the red curb as described.
Conclusion and Recommendation
Staff recommends the City Council adopt a Resolution (Attachment 1) authorizing the painting of red curb on El Portal Drive at Shell Beach Road as shown in Attachment 1.A.
FISCAL IMPACT:
There is no fiscal impact associated with this report.

RESOLUTION NO. R-2025-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE INSTALLATION OF RED CURB ON EL PORTAL
DRIVE AT SHELL BEACH ROAD
WHEREAS, the intersection of El Portal Drive and Shell Beach Road is frequently used to park cars due to the proximity of the nearby Ontario Ridge trail; and WHEREAS, at the December 12, 2024 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from the Police Department to add red curb on both sides of the intersection of El Portal and Shell Beach Road; and WHEREAS, the TSC recommended the Public Works Department bring a recommendation to the City Council to install red curb to address sight distance issues created by parked cars at the intersection in accordance with Pismo Beach Municipal Code Section 10.08.010; and
WHEREAS, the City Engineer has reviewed the location and is recommending 40 feet of red curb be installed on the north side and 42 feet of red curb be installed on the south side of the intersection starting at the tangent of the curb return on Shell Beach Road and El Portal Drive.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the installation of red curb on El Portal Drive at Shell Beach Road as depicted in Exhibit A.
