• The Insurance Services Office ( ISO) rates communities on a scale of 1 - 10, with 1 being the best. • A rating of 3 means that a community has a relatively good fire capability, indicating a well-equipped fire department with readily accessible water supply,
placing it within the top tier of fire protection . • This rating helps a community achieve lower insurance costs.

G\T Y OF
A,s' 0 Be

P i S Beach I !i Rating :4 cont . )
• ISO conducts their scoring through athird-party independent review.
• With the Heights Project the City went from an ISO rating of 5 to a 3.
• The only way to improve the score is to purchase a ladder truck and/or increase fire staffing.
• The water score is maximized and there is no ability to . o improve that score.

zi Pismo Water Master Plan
• The Water Master Plan is usually updated every five yea rs.
• The most recent update was in 2020.
• The Plan is a " health check-up" on the City's water system, covering all aspects of our system and sources. • It develops/updates a hydraulic model and conducts test runs on the model .
• Recommends improvements when necessary.

• 58 miles of water mains that distribute water all throughout the City.
• 9 water reservoirs (tanks) that store 5 . 33 million gallons of water.
• 2 groundwater wells that pump groundwater into water reservoirs (tanks) .

• Water operations are divided into nine operational zones.
• All City of Pismo Beach water zones meet reliability requirements for current demands .
• All booster pumps meet distribution system's current demands .
• All pipelines meet velocity requirements.
• All zones meet minimum pressure requirements. s

Storage
w hmmm
• Total storage requirements include operational, fire and emergency storage .
• The system meets total storage requirements in all zones except for the Main Zone.
• Water can be moved from an adjacent zone to offset the storage deficit.
• The Charles Street Reservoir (tank) replacement will add 380,000 gallons, eliminating the deficit.

Water Syster apabilitie Fire Flow
MML =A 6 1 a =Am
According to the "City of Pismo Beach 2020 Water Master Plan" the following are Pismo's fire flow requirements in gallons per minute (gpm ) :
• Residential Areas : 1,500 gpm for 2 hours. • Each Fire Engine ( pumper truck) can move 1,500 to 2,000 gpm .
• Commercial Areas : 2,500 gpm for 3 hours.
• Downtown Area : 4,500 gpm for 4 hours.

G\T Y OF
A,s' 0 Be

Water System Capabilities — ire Flow ( cont . ) The following is the testing protocol for the worst-case scenario :
• All sources of water are shut off.
• Pumping stations are off.
• Water storage reservoirs (tanks) are all half-full . • The system is run at full fire flow until it dips below 20 psi.
• The test is zone-specific (no additional water from adjacent zones) .
.ro
QSMO sEPt

Water System Capabilities — Fire Flow ( cont . ) The results of this testing show that :
• In the area around Five Cities Drive, the system could deliver 2,400 gpm instead of 2,500 gpm .
• In the Downtown area, the system could deliver 3,500 gpm instead of 4,500 gpm .
• This testing scenario is extremely conservative .

G\T Y
OF
A,s' O Be

Water System Capabilities — ire Flow ( cont . ) • Under normal operating conditions, and even with some of our system down, the water system can deliver enough water that CAL FIRE needs to fight fires. • All reservoirs (tanks) are usually kept between 2/3 full and 100 percent full .
• Even without electricity or generators, we receive State Water via gravity flow.
• There are multiple generators to provide power when lost.

QSMO sEPt

Water System Capabilities — Fire Flow ( cont . ) =j
• The City has adequate water and pressure . It can also isolate some water lines and divert water to other areas if needed .
• Each fire engine is a " mobile" pumping station and can add velocity to the system to enhance fire flow, delivering between 1, 500 and 2,000 gpm at maximum output.
• There is a fire hydrant within 150 feet of any structure .
