PISMO BEACH CITY COUNCIL STAFF REPORT
.os'yo Bt Agenda Item #12.0
Meeting Date: March 4, 2025
TITLE:
Capital Improvement Program Semi-Annual Report
RECOMMENDATION:
No action recommended; for information only.
DISCUSSION:
The Ten-Year Capital Improvement Plan (CIP) is one of the most important planning documents for the City of Pismo Beach. This plan not only identifies the immediate needs but also seeks to capture the long-term capital requirements of the City. Capital projects are typically projects that lead to the acquisition and/or, construction of new assets or the improvement or extension of the useful life of existing capital assets. Capital assets include but are not limited to land, facilities, buildings, parks, playground equipment, streets and sidewalks, bridges, water, wastewater and storm drain infrastructure, technology systems and equipment, traffic control devices and many other items that deliver public benefit for a prolonged period of time. This report will provide an update on CIP projects currently in progress.
Every two years, the City Council meets to establish goals to guide the City during the next budget cycle. The most recent goal-setting meeting was held on January 24, 2025, to establish new goals to guide capital improvements, investments, and initiatives for the City for the next two years. The Fiscal Year (FY) 2026 and FY 2027 Council goals are:
• Quality of Life
• Streets and Infrastructure
• Public Safety
• Water Resources
• Parking and Circulation
• Development and Housing Access
Due to the duration of certain projects, some current projects reflect direction from the City Council's FY 2024 & FY 2025 goals, which are very similar to the new goals. The FY 2024 & FY 2025 goals were:
• Maintain a Focus on Public Safety
• Water Supply, Conservation and Central Coast Blue
• Community Character, Beautification and Quality of Life for Residents • Traffic, Circulation, and Parking
• Housing and Homelessness
