PISMO BEACH CITY COUNCIL STAFF REPORT
AsyoBt Agenda Item #12.13
Meeting Date: March 18, 2025
TITLE:

Final Public Art Selection for James Way Beautification Project RECOMMENDATION:

Approve the Parks, Recreation and Beautification Commission's recommendation for six public art painted benches along James Way Corridor to fulfill the public art requirement for the James Way Beautification Project.

DISCUSSION:

The James Way Beautification Project consisted of removal of the concrete from between the fence line and back of sidewalk on the south side (ocean side) of James Way, and installation of new landscaping as well as removal of the raised masonry planters on the north side of the street and installation of new trees. Construction of the project concluded in early 2025, and the final stage consists of installation of public art.

On October 1, 2024, the City Council considered public art options for the project and directed staff to move forward with the concrete bench public art concept and initiate a Call for Artists. The Parks, Recreation and Beautification Commission (PRBC) ad-hoc committee reviewed the submitted designs and presented the top candidates to the PRBC on January 30, 2025. During this meeting, the PRBC selected the final artwork and made a recommendation that the City Council approve the selected artists. This approval will allow the completion of the painted benches for the James Way Beautification Project.

Conclusion and Recommendation
Staff recommends the City Council approve the selected artists for the painted benches along James Way corridor, bringing the James Way Beautification Project to completion.

If approved, staff will then prepare the artist agreements and proceed with the installation.

FISCAL IMPACT:

The is no additional fiscal impact associated with this report. The estimated cost for six benches plus the artwork is approximately $33,000, which is budgeted in the James Way Beautification project budget in the Capital Projects Fund, supported by the General Fund.

Erick Davison - Espirito Cynthia
Erik Davison-James Way Beautification Project
Description of art
The proposed public art bench, titled'Espirito Cynthia'is inspired by my mother,Cynthia, and the hummingbirds that frequent her home just off of James Way in Pismo. The design features a central, lifelike hummingbird in fight, against a glowing yellow orb that evokes the warmth of the sun, symbolizing Cynthia's enduring energy and grace.Surrounding the bud are lush California poppies, their vibrant orange and yellow hues reflecting the warmth of her spirit, while silhouettes of additional hummingbirds add harmony and motion.Set against a cheerful sky-blue background, the bench celebrates nature's beauty and serves as a heartfelt tribute to the love, resilience, and cherished memories.inviting visitors to reflect and connect with the fleeting yet profound wonders of life.

Chris Pedersen - Sunburst
Chris Pedersen - "Sunburst"
Sunburst is a combination of air, land and sea. It's a surreal take on our local coastline. I decided to use a wide range of unique colors in this painting. The sky has dark clouds, but also bright beams of sunlight representing hope and positivity. The reds and oranges of the hills and trees give you a fresh perspective on a common sight. The waves peeling in represent the flow of time and the constant changes in nature.

Chris Pedersen - Peak Experience
Chris Pedersen-"Peak Experience"
This painting is inspired by my experiences of being a lifelong surfer. There are so many sensations that you feel while Out in the water. You can be excited, but also a bit intimidated. You can feel at peace, but also in moments of chaos. You'll see amazing vibrant sunsets. but also threatening dark stormy skies. All of these experiences have certainly inspired me on my creative journey.
