TITLE:
Authorization of Purchase Order with Southpaw Sign Company, Inc. for Purchase of Park Signs
RECOMMENDATION:
Adopt a Resolution authorizing the City Manager to execute a purchase order with Southpaw Sign Company, Inc. for purchase and installation of park signs in the amount of $116,010.89.
DISCUSSION:
The City of Pismo Beach maintains thirteen different parks for the enjoyment of residents and visitors. In February of 2021 staff began working to redesign and install park signs at eleven of the parks, as well as at the sports courts on Shell Beach Road and the sports complex on Frady Lane. Dinosaur Caves Park and Price Historical Park were not included in the project as those parks have their own Master Plans, which specify the entrance signs be specific to the character of the park.
Samples of park signs were presented to the Parks, Recreation and Beautification Committee (PRBC). The PRBC formed an ad-hoc committee which approved artistic designs; additionally, it was determined the park signs should follow the approved City Style Guide. Staff was able to contract with Southpaw Sign Company, Inc. (Southpaw) to create a park sign that aligns with both the City Style Guide and the PRBC recommendations, and includes addresses for emergency responders. The design was incorporated into a large version of the sign for placement at parks where there is space, and a small version for smaller parks and where maintaining views was a priority. In addition, a sign for the top of select beach access stairs was developed.
The revised sign designs were presented to City Council at the special goals workshop on February 16, 2024. At that meeting, Council directed staff to move forward with the installation of signs at two parks (Memory Park and Chumash Park) as a pilot project so that the size, material and look of the signs could be evaluated in person. In July of 2024, the large version of the park sign was installed at Chumash Park and the small version of the park sign and the beach access stairs sign were installed at Memory Park. These signs are shown in Figures 1-3 on the following page.
Staff has worked with Southpaw to develop a sign plan for the remaining nine parks, as well as the sports courts on Shell Beach Road and sports complex on Frady Lane. The location and type of sign for each location is provided in Attachment 2. If approved, Southpaw will move forward with the fabrication of the signs as well as delivery and installation at each location.

Conclusion and Recommendation
Staff recommends the Council adopt a Resolution (Attachment 1) authorizing a purchase order with Southpaw Sign Company, Inc. in the amount of 116,010.89 for the purchase and installation of park signs at thirteen locations to complete the project.
FISCAL IMPACT:
The fiscal impact of the attached resolution is $116,010.89 in expenditures from the Capital Projects Fund, supported by the General Fund. The FY 2025 Capital Projects Fund budget includes $116,012.44 already budgeted for the Park Sign Updates project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,

WHEREAS, the City has been working to redesign and install park signs at eleven of the parks, as well as at the sports courts on Shell Beach Road and the sports complex on Frady Lane; and
WHEREAS, staff has worked with Southpaw Sign Company, Inc. (Southpaw) to create a park sign that aligned with both the City Style Guide, PRBC recommendations, and includes addresses for emergency responders; and
