City Council,
May I suggest the drone ordinance be amended to state that drone operators who have city business licenses be exempted from the added fee, and that drone operators who have city business licenses be permitted to launch from city parks, parking lots, beaches and the pier. In the licensing process, you can condition their licenses on certain safety criteria, violation of which may result in revocation of the license.
Your concern for public safety and privacy is understood; however, should be balanced with the benefit to the community of the fabulous photography these licensed professionals share with the community.
We really are richer for the experience of local drone photography.
