On November 19, 2024, the City Council approved the Public Works Operational Review and Assessment (Assessment). The Assessment outlined the department’s organizational and operational practices, that included structure, staffing levels, workflow processes, and technology systems used.
The next recommendation to implement from the Assessment is to add four Supervisory positions in the Facilities and Utilities Divisions.
Those positions include:

Streets Maintenance Supervisor,
Wastewater Systems Supervisor, and
Water Systems Supervisor.
It is important to note that the remaining recommendations in the Assessment will continue to be prioritized and calendared for completion based on the City Council’s goals and objectives, staff’s availability to accomplish the recommendations, the financial impact of the recommendation, required changes in the operational procedures, and/or regulatory changes that may impact the initiation or completion of each recommendation.
Conclusion and Recommendation
Staff recommends that the City Council adopt a resolution (Attachment 1), which will create the Park Maintenance Supervisor Job Specification (Attachment 2); Street Maintenance Supervisor Job Specification (Attachment 3); Wastewater Systems Council Agenda 8-5-2025 9.D-1
Supervisor Job Specification (Attachment 4); Water Systems Supervisor Job Specification (Attachment 5); and adopt a revised combined Salary Schedule (Attachment 6).
FISCAL IMPACT:
There is no direct fiscal impact from adopting the attached resolution, job specifications, and revised combined salary schedule because sufficient funding was already appropriated during the FY 2026 and 2027 biennial budget approval process.
