TITLE:
Notice of Completion for the 2022 Paving Project
RECOMMENDATION:
1. Accept the 2022 Paving Project as complete;
2. Authorize the City Manager to sign, and the City Clerk to record, a Notice of Completion for the project.
DISCUSSION:
On April 19, 2022 the City Council awarded a contract to CalPortland Construction (CalPortland) for the 2022 Paving Project. The project was the largest paving project the City has undertaken, with approximately 13 centerline miles of roads being paved, which is equal to 33% of the streets in Pismo Beach. The project also included curb ramp upgrades, construction of a sidewalk on Spyglass Drive under Highway 101, ADA upgrades and paving of the City Hall parking lot and the Bluffs Trail.
Conclusion and Recommendation
CalPortland has completed the contracted services, and the 2022 Paving Project has been completed in accordance with the plans, specifications and contract documents.
Staff recommends that the City Council accept the project as complete and authorize the Notice of Completion (Attachment 1) to be recorded at the County Clerk’s office.
FISCAL IMPACT:
There is no direct fiscal impact associated with this report.

NOTICE OF COMPLETION AND ACCEPTANCE
FOR 2022 PAVING PROJECT
NOTICE IS HEREBY GIVEN by the City of Pismo Beach in the County of San Luis Obispo, State of California, as follows:
1.That on the 5th of August 2025, the project hereunder described was considered completed and accepted by the City Council of the City of Pismo Beach.
2.That the description of said project is the construction of 2022 Paving Project, for the City of Pismo Beach.
3.That the name of the political subdivision controlling said project, and the owner of the land upon which the project was constructed, is the City of Pismo Beach, in the County of San Luis Obispo, State of California, whose address is 760 Mattie Road, Pismo Beach, CA 93449.
4.That the name of the owner/contractor on said project is CalPortland Construction, 1625 East Donovan Road, Santa Maria, CA 93454.
5.The name of the Surety on the project is The Continental Insurance Company, 151 N. Franklin Street, Chicago, IL 60606.
