PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #09.J
Meeting Date: August 5, 2025
TITLE:
Acceptance of Funding Award from the California Highway Patrol (CHP) Cannabis Tax Fund Grant Program
RECOMMENDATION:
Adopt a Resolution accepting grant funds in the amount of $302,805.22 from the California Highway Patrol through the Cannabis Tax Fund Grant Program, and appropriating related budget adjustments in Fiscal Year 2026.
DISCUSSION:
The California Highway Patrol (CHP) is a state agency charged with appropriating grant money associated with the Cannabis Tax Fund Grant Program (CTFGP). The CHP works closely with state and local agencies and other traffic safety stakeholders to actively address impaired driving. The CHP has considered a variety of factors in determining specific needs for each grant cycle, including opportunities and projects best suited to prevent loss of life, injuries, and property damage caused by driving under the influence of alcohol and/or drugs.
The purpose of the Cannabis Tax Fund Grant Program is to provide alternative funding sources to augment, but not supplant, current activities and programs. The CHP has allocated funds for the City of Pismo Beach in accordance with Title 13 California Code of Regulations (CCR) Sections 1890.05 through 1890.07, as determined by the CHP. The funding provided is appropriated by the California State Controller’s Office, and all grants are awarded on a competitive basis.
For the second time, the Police Department applied for grant funding from the CHP through CTFGP to participate in this program. On June 13, 2025, the Police Department received notification of the approval of $302,805.22 in grant funding. The grant award will financially compensate overtime hours used by the Police Department to enforce impaired driving (DUI Saturation Patrols), Standardized Field Sobriety Test (SFST) Training, SFST Instructor Training, Advanced Roadside Impaired Driving Enforcement (ARIDE) Training, ARIDE Instructor Training, Drug Recognition Expert (DRE) Training, recertification training when applicable, staffing backfills for the various trainings, and a fully outfitted patrol vehicle.
Conclusion and Recommendation
Staff recommends that the Council adopt a Resolution (Attachment 1) authorizing the acceptance of grant funds in the amount of $302,805.22 from the California Highway Patrol Cannabis Tax Fund Grant Program, and appropriates related budget adjustments in Fiscal Year 2026. The award letter is provided as Attachment 2.
FISCAL IMPACT:
The fiscal impact of approving the attached Resolution is an additional $302,805.22 of
9.J-1Council Agenda 8-5-2025
grant revenues and $302,805.22 of expenditures in the Fiscal Year (FY) 2026 budget for a net $0 fiscal impact. This grant does not have a matching funds stipulation, nor are there any recurring costs.
If approved, staff recommends that the Council appropriate the amounts shown in Table 1 in the FY 2026 General Fund Police Department Budget and the Motor Vehicle Replacement Fund Budget in the FY 2026 CHP CTFGP grant:
