PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #12.A
Meeting Date: August 5, 2025
TITLE:
Mid-Cycle Budget Adjustments for Fiscal Years 2025 through 2027 RECOMMENDATION:
Adopt a Resolution approving and appropriating budget adjustments for Fiscal Years 2025 through 2027, and accepting various grant awards.
DISCUSSION:
The City of Pismo Beach operates on a two-year budget cycle, which allows for long-term planning, coordination of multi-year capital projects, and efficiency of staff time as budget preparation only occurs every other year. In order to maintain accuracy of the budget and update the City’s financial plan, it is important to review and revise it periodically (e.g., every six months) to ensure the budget reflects current revenues received and operating costs and trends. The purpose of this agenda item is to provide an opportunity for the City Council to review, approve, and/or make changes to staff’s recommended mid-year budget adjustments for Fiscal Years (FY) 2025 through 2027, via adoption of a Resolution provided as Attachment 1.
The proposed mid-year budget adjustments reflect updates to: project adjustments, grant funding, operating costs, aligning budget to actuals, fund allocation, technical corrections, and carryforward of vehicle budgets. The net fiscal impact of approving all these changes across all funds is net expenditure savings of $1,817,713.27 in FY 2025, net additional cost of $257,771.40 in FY 2026, and net expenditure savings of $409,254.60 in FY 2027.
Table 1 below illustrates the net fiscal impact for each category and fiscal year, where negative amounts reflect additional costs or reduced revenues, and positive amounts reflect reduced costs or additional revenues.

Table 2: Proposed Budget Adjustments for Project Adjustments (continued) •Asset Management System – cost savings: The FY 2026 and FY 2027 budgets include $200,000 for one-time costs and $50,000 for ongoing maintenance costs for a new asset management system. Staff conducted a competitive Request for Proposals process and is currently selecting a system. Based on the selected software, staff anticipates cost savings of $101,072 and ongoing savings of $12,200 in FY 2027. Staff recommends that Council de-appropriate $101,072 in FY 2026 and $12,200 in FY 2027, which is allocated across various funds and transfers between funds to reflect this cost savings.
•AT&T 911 system extended maintenance SETNA funds: The City incurred costs of $81,031.51 for the City’s Police 911 system extended maintenance program. The California State Emergency Telephone Number Account (SETNA) funds support this cost in full. Staff recommends that the Council appropriate $81,031.51 in revenues and expenditures for this program.
•Facility Condition Assessment: The Public Works Department is implementing a facility condition assessment in the amount of $90,000. This is supported primarily by the General Fund, with $1,800 supported by the Water Enterprise Fund and $16,200 by the Wastewater Enterprise Fund, based on the allocation of facilities. Staff recommends that the Council appropriate $90,000 for the Facility Condition Assessment project in the General Fund in FY 2025.

As this project nears completion, staff recommends that the Council appropriate $200,000 from the Gas Tax Fund to support the project, and de- appropriate $200,000 General Fund support, including adjusting budget transfers between funds.
•Projects completed, de-appropriate remaining budgets: The following projects are completed and staff recommends that Council de-appropriate the remaining budgets:
o Police Parking Annex: $72,807
o Security Camera System: $28,193
o Trestle Rehab: $6,208
o Transient Occupancy Tax (TOT) and Lodging Business Improvement District (LBID) Audits: $80,000
Grant Funding
The following proposed budget adjustments reflect additional grant funding for the City.
The net fiscal impact is net additional revenues of $268,500 in FY 2026 and $0 in FY 2027. Table 3 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the major changes Table 3: Proposed Budget Adjustments for Grant Funding

•Local Coastal Plan Update: The City was awarded $900,000 by the California Coastal Commission for the Local Assistance Grant to fund sea level rise resilience updates to portions of the City’s Land Use Plan/General Plan including the Safety Element, the Parks, Recreation, and Access Element, and the Implementation Plan. Staff recommends that this grant be allocated $450,000 in FY 2026 and $450,000 in FY 2027 and that the Council appropriate this amount in grant revenues and expenditures.
•Junior Lifeguard OHV grant: The City was awarded $18,500 for an Off-Highway Vehicle grant to help support the Junior Lifeguard Polaris-type vehicle. This will offset the General Fund’s support of the vehicle in FY 2026. •Ocean Boulevard grant: The City was awarded $250,449 from the Federal Highway Administration (FHWA) program to support the Ocean Boulevard Improvements project. Staff recommends that this be budgeted the Capital Projects Fund in FY 2026.
•COPS Grant: Staff recommends that the Council allocate $140,000 of available COPS grant funds to support new technology (RGB Spectrum) in the Public Safety Facility.
In addition to these budget adjustments, the resolution includes acceptance of the following grants:
•Department of Transportation Federal Highway Administration grant for Cliff & Ocean Storm Drain project: $3,364,140 – already budgeted •California Coastal Commission Local Coastal Program Local Assistance Grant:
$900,000
•Department of Transportation Federal Highway Administration grant for Ocean Boulevard Improvements project: $250,449
•Off-Highway Vehicle Grant for Junior Lifeguard vehicle: $18,500 Operating Costs
The subsequent proposed budget adjustments reflect various operating cost adjustments to reflect current operations based on existing agreements. The net fiscal impact is a net increase in costs across all funds compared to budget of $67,415.40 in FY 2026 and $47,047.40 in FY 2027. Table 4 illustrates the net fiscal impact of the proposed budget adjustments by fund, followed by a brief description of the major changes.

Table 4: Proposed Budget Adjustments for Operating Costs •Purchase of generator and insurance reimbursement: The City is purchasing a generator in the amount of $65,375, to replace one that was previously stolen. The California Joint Powers Insurance Authority (CJPIA) will provide reimbursement of $55,375 for the generator.
•Council-related health insurance updates: Recent labor agreements increased the amount of health benefits to employees. As all employees, including members of the City Council, receive the same health benefits, staff recommends that the Council appropriate an additional $18,437 per year in FY 2026 and FY 2027 in the General Fund Council budget to reflect this change.

Staff recommends that the Council appropriate $15,000 in FY 2026 and $15,750 in FY 2027 to support this cost, which is allocated across all funds reflected as part of the IT allocation. •IT Allocation: IT allocation reflects the allocation of various technology costs and licenses that are budgeted in the Technology Services Fund and allocated to various funds based on the user benefit.
Align Budget to Actuals
The following proposed budget adjustments reflect aligning budget to actuals for FY 2025 and related adjustments for FY 2026 and FY 2027. These adjustments include:
•de-appropriating and allocating the FY 2026 and FY 2027 General Fund Next Level Funds to support contract services for FY 2025 through FY 2027 •de-appropriating $565,000 from savings from the Cal Fire contract in FY 2025, and •appropriating an additional $1,076,414.40 in bond proceeds interest earnings that were not budgeted and other debt related transactions that were not budgeted.
The net fiscal impact is net expenditure savings, compared to budget, of $627,117.69 in FY 2025 and $38,627.00 in FY 2026, and net additional costs of $31,500 in FY 2027.

•Community Camera Program: The City has an annual budget of $75,000 that supports the Police Department’s community camera (“comcam”) program throughout the city.
This amount was inadvertently not included in the budget, where it has been a growing program since FY 2018 and would continue to support additional cameras in high impact areas.
•Balance Allocations: Staff have identified duplicate budget entries in the Wastewater Treatment Fund that should be removed from the budget that total $550,602. This technical correction would de-appropriate those budgets from the Fund.
Carryforward Vehicle Budgets
There are several vehicles that were budgeted in FY 2025 or prior and have not yet been purchased. The City is catching up on a backlog of vehicles due to supply chain issues.
There are 7 vehicles that are nearing completion that have a combined remaining budget of $120,606 that should be carried forward to FY 2026 to put those vehicles into service.
In addition, there are 6 vehicles that are pending purchase from FY 2025 that are planned to be purchased in FY 2026. Staff recommends that the Council carry forward the vehicle budgets in the amount of $1,057,606, de-appropriating this amount from FY 2025 and appropriating the same amount in FY 2026 for the following vehicles listed in Table 8.
Table 8: Proposed Budget Adjustments for Carrying Forward Vehicle Budgets Conclusion and Recommendation
Staff recommends that the City Council adopt a resolution (Attachment 1) approving and appropriating budget adjustments for FY 2025 through FY 2027, and accepting various grant awards.

Subject: Full AC Conversion to Federal of PR-CON and PR-CE - E76 approved by FHWA Dear Nate:
Congratulations, FHWA has approved a full AC conversion to Federal of $2,744,430 of PR- CON and $619,710 of PR-CE funds for the subject project.
Please see attached E76 and DRAFT Finance Letter.
In the next coming weeks, Caltrans HQ will send a Program Supplement Agreement (PSA) for execution and signed finance letter to the local agency once the federal funds are encumbered. The local agency must wait until HQ processes the PSA and updated finance letter before you can submit invoices for reimbursement of these converted funds.
Please continue to use the federal authorization date of October 22, 2024 for any federal reimbursable work for the PR-CON and PR-CE phases. Also, please use the following appropriation codes for progress invoicing for PR-CON and PR-CE:
x ER05 for PR-CON ($2,744,430 Federal approved on 6/18/2025) x ER05 for PR-CE (partial AC conversion of $490,052.92 approved on 3/6/2025 + remaining AC conversion of $129,657.08 Federal approved on 6/18/2025) If you have any questions, please contact me at (805) 550-2050 or [email protected]. Thank you.

07/18/2017 SEQ 1: Requesting Authorization of Emergency Opening Construction (EO-CON) and Permanent Restoration Preliminary Engineering (PR-PE). Disaster No. CA2017-2. NEPA CE for EO-CON only is attached. 07/31/2017 SEQ 1: RFA of CON for EO and of PE for PR.
12/05/2018 Sequence #2: City of Pismo Beach Public Works is requesting additional PR-PE funds to fund execution of design consultant contract and consultant federal funding administration contract. Justification memo is attached. 11/02/2021 PED UPDATE ONLY• District 5 Local Assistance and HQ ER noticed that FADS PED date did not match LP2000 PED date. This sequence makes (matches) the PED date in FADS consistent with the LP2000 PED date of 7/1/2022.
Exhibit B
Council Agenda 8-5-2025 12.A-31
11/19/2021 SEQ 3: Requesting authorization for PED modification to correct error in previous SEQ2; the SEQ2 PED did not match the SEQ2 HQ Finance Letter (attached). This sequence will make the PED date in FADS consistent with the PED dale submitted in SEQ2. Justification for the PED change is to add six months to the PED to allow the local agency time to hire consultant, who will administer and bundle this ER project with two other ER projects.
Bundling the projects is for the purpose of advertising and constructing the projects together; this is expected to result in an increase in the number of bidders and should result in better CON bids. 06/09/2022 PED UPDATE ONLY -City of Pismo Beach Public Works is requesting PED UPDATE ONLY to 12/31/2024 due to extensive delays in environmental (Cultural/Archeological). See attached justification memo. 06/13/2022 SEQ 4: Requesting approval of revised PED. Pismo Beach is requesting PED extension due to additional unanticipated, extensive environmental studies related to cultural/archeological studies, and the extensive time necessary for the required consultation with the Caltrans Environmental Stewardship Branch, the Caltrans Cultural Studies Office (CSO), and the State Historic Preservation Office (SHPO). Note, no funding adjustment or additional funding is requested this SEQ. 06/17/2022 Sequence #5: Requesting Advance Construction (AC) for PR-PE increase due to extensive Archeological and Cultural/ studies, consultation with SHPO and Caltrans Cultural Studies Office (CSO), and Native American Consultation. Justification memo is attached. 06/28/2022 SEQ 5: Req. author. of fed. Z9W0 funds using savings from ER-32L0(029). No change to the PED. 08/18/2022 Sequence #6: Requesting Advance Construction (AC) for PR-RW. NEPA CE for Permanent Restoration (PR) approved on 8/11/2022. 10/18/2022 SEQ 6: Requesting authorization of Advance Construction (AC) for the Right-of-Way Permanent Repairs. Obligated CON was for the emergency opening work; CON Permanent Repairs will be requested once RW is certified for the CON Permanent Repairs.
05/11/2023 SEQ7: Local AC Conversion to Federal Funding (ER14). 05/15/2023 SEQ 7: Requesting to authorize federal funds to exchange with local AC funds. No change to the PED. 06/14/2024 Requesting Advance Construction (AC) for PR-CON and PR-CE. Reimbursement set at 88.53% for PR phase. With this new phase of work, update PED 1012/31/2033. 09/22/2024 SEQ 8: Requesting AC for PR-CON and PR-CE. Reimbursement set at 88.53% for PR phase. With this new phase of work, update PED 1012/31/2033. NO LAPSE IN PED AS PRIOR PED WAS 12/31/2024. 03/06/2025 SEQ 9: CONVERT AC FUNDING Y240 TO FEDERAL FUNDING EROS. NO CHANGE TO PED. 06/16/2025 SEQ 10: CONVERT AC FUNDING TO EROS $2,874,087.04.

Subject: AC Conversion to PR-CON funds - Federal E76 approved by FHWA Dear Nate:
Congratulations, FHWA has approved an AC conversion to Federal funds of $250,449 of PR-CON funding for the subject project. Actual federal funds have been authorized to this project.
Please continue to use the federal authorization date of April 6, 2021 for any federal reimbursable work for the PR-CON. Also, please use the following appropriation code for progress invoicing for PR-CON:
x ER05 for PR-CON ($250,449 Federal available for invoicing) If you have any questions, please contact me at (805) 550-2050 or [email protected]. Thank you.
