PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.F
Meeting Date: September 16, 2025
TITLE:

Appointment of Voting Delegates for the 2025 League of California Cities Annual Conference
RECOMMENDATION:

Make the following Pismo Beach voting delegate appointments for the 2025 League of California Cities Annual Conference:

1. Primary Delegate: City Manager Jorge Garcia

2. Alternate Delegate: Police Chief Jeff Smith
DISCUSSION:

The League of California Cities (Cal Cities) will hold its 2025 Annual Conference October 8–10, 2025, in Long Beach. The City of Pismo Beach is a Cal Cities member in good standing and has historically sent Council Members and executive staff to the conference.

A key component of the conference is the Annual Business Meeting, at which members act to establish Cal Cities policy. In order participate in these voting activities, Cal Cities requires that its member cities’ Councils formally appoint a voting delegate, and up to two alternate voting delegates, to represent their city at the Business Meeting.

Alternatives
The Council may appoint other voting delegates in lieu of those recommended. The Council may appoint a Council Member or staff member as a second alternate delegate.

Conclusion and Recommendation
Staff recommends that the Council appoint City Manager Garcia as the primary delegate, and Police Chief Smith as the alternate delegate, to represent the City at the Cal Cities 2025 Annual Conference. Further information about the Business Meeting and voting process is included in the voting delegate information packet1 provided online.

FISCAL IMPACT:

There is no fiscal impact associated with the designation of voting delegates. Travel expenditures for City officials attending the conference are currently budgeted in the City Council and staff travel accounts.
