TITLE:
Qualified Consultants List for On-Call Engineering Services RECOMMENDATION:
Adopt a Resolution approving the list of qualified consultants for on-call engineering services.
DISCUSSION:
The Public Works Department utilizes professional consulting firms to provide licensed technical expertise in a variety of disciplines that support the implementation of the City’s Capital Improvement Program (CIP) as well as other non-CIP projects and initiatives.
These services are necessary to supplement City staff and ensure timely, cost-effective project delivery while maintaining efficient staffing levels, particularly for work that requires specialized skills or additional capacity. The use of pre-qualified on-call consultant services is the standard for agencies that prioritize both efficient staffing levels and productivity.
The City publicly solicited proposals on July 10, 2025, for on-call consulting services.
Thirteen consultants submitted proposals for various disciplines. Submittals were evaluated based on qualifications, relevant experience, and demonstrated ability to perform the services requested. The majority of the consultants who responded were deemed to be qualified. Some were qualified in one or two areas but not in all areas.
The professional services covered under this list include:
Inspection services
Project management and construction management
Surveying and mapping
Plan checking
Stormwater quality program support
Traffic/transportation and engineering design services This new list will serve as the basis for assigning work for CIP and other development review projects requiring technical expertise in the areas listed above. The list of recommended firms is included as Attachment 1.A to this report.
Agreements will be executed on an as-needed basis with individual scopes of work issued for each identified work requirement (project). These scopes of work will be issued and managed by the Project Manager assigned to the project. Once a new requirement is identified, consultants will be provided the scope of work requirement on which to provide a proposal, if they so choose. The consultants will then submit their respective proposals, which will include a description of the scope of work to be performed, the method by which the consultant plans on completing the work, and a cost and schedule for completion.

Once the City has received all proposals, they will review each and make a selection of the firm based on factors that include price, experience, methods, and schedule.
While the on-call consultant list provides flexibility and efficiency for a wide range of projects, it is not intended for large or complex efforts such as the upcoming drainage and paving project or water/wastewater utility projects. For projects of that scale and complexity, the City will issue a separate Request for Proposals to select a dedicated team tailored specifically to the project’s needs. It should also be noted that the use of an approved on-call list of consultants does not in any way circumvent the City’s overall purchasing policies or contracting practices.
Conclusion and Recommendation
Staff recommends the Council adopt a resolution (Attachment 1) approving the list of qualified consultants (Attachment 1.A) for on-call engineering services.
FISCAL IMPACT:
There is no fiscal impact related to this report. The approval of the lists themselves does not obligate the City to enter into any agreement with any firm on the list. Any agreement executed will be funded by the Engineering professional services budget or the specific project budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA APPROVING THE LIST OF QUALIFIED CONSULTANTS FOR ON-
CALL ENGINEERING SERVICES
WHEREAS, the Public Works department utilizes professional consulting firms to provide licensed technical expertise in a variety of disciplines that support the implementation of the City’s Capital Improvement Program (CIP) as well as other non-CIP projects; and WHEREAS, these services are necessary to supplement City staff and ensure timely, cost-effective project delivery while maintaining efficient staffing levels; and WHEREAS, staff issued a formal request for proposals for on-call engineering services to cover multiple services and received thirteen submittals; and WHEREAS, a review panel evaluated all proposals based on qualifications, relevant experience, and demonstrated ability to perform the services requested and selected the most qualified firms to be included on the City’s on-call consultant list; and WHEREAS, individual scopes of work will be issued for each identified work requirement and consultants from the on-call list will provide a proposal if they so choose; and WHEREAS, agreements will be executed after the project manager has reviewed submitted proposals, based on factors that include price, experience, methods, and schedule.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby approves the list of qualified consultants for on-call engineering services provided as Exhibit A.
