TITLE:
Shell Beach Road Shared Use Path Extension Phase 2 Update RECOMMENDATION:
No action recommended; for information only.
DISCUSSION:
The Shell Beach Road Streetscape project completed in 2021 was Phase 1 of a citywide multi-use path identified in the City’s Bicycle and Pedestrian Master Plan, Complete Street Plan, and Circulation Element. The current Shell Beach Road Shared Use Path Phase 2 project includes the segment of Shell Beach Road from the Avila Beach Drive roundabout to Spyglass Drive (vicinity map provided as Attachment 1) and will construct a pedestrian and bicycle shared use path along the ocean side of Shell Beach Road.
On November 19, 2024, the City Council awarded a contract to Wallace Group (Wallace) for engineering design services for the Shell Beach Road Shared Use Path Extension Phase 2 Project. Design of the project is funded through a combination of Trade Corridor Enhancement Program (TCEP) and Surface Transportation Block Grant Program funds totaling $1,008,000. Future construction of the project is funded as part of the overall $65 million TCEP funding for the Five Cities Multimodal Transportation Network Enhancement Project, which also includes the US 101 southbound managed lane project and a park and ride lot on Price Street south of Mattie Road.
Wallace has prepared 30% design plans and is working to finalize a 30% estimate of probable cost. Final concept plans have been developed (Attachment 2) and include renderings of the path at five locations along the project corridor as well as the landscaping plant palette selected for the project.
Conclusion and Recommendation
Staff recommends the City Council receive this update and provide any comments and feedback to staff.
FISCAL IMPACT:
There is no fiscal impact associated with this report.
