PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.J
Meeting Date: November 18, 2025
TITLE:

Reject All Bids Received for the Cliff Avenue/Ocean Boulevard Storm Drain Repair and Bluff Face Stabilization Project
RECOMMENDATION:

Reject all bids received for the Cliff Avenue/Ocean Boulevard Storm Drain Repair and Bluff Face Stabilization Project.

DISCUSSION:

Storm events during January 2017 caused saturation of the bluff face along Ocean Boulevard and Cliff Avenue resulting in extensive erosion and damage to the existing roadway and stormwater facilities. Funding for repairs was approved through the Federal Emergency Relief Program, administered by the Federal Highway Administration (FHWA) and Caltrans Local Assistance (LA). The project includes the stabilization of a section of bluff along Ocean Boulevard and Cliff Avenue as well as reconstruction of the storm drain outfall, sidewalk, vehicular guardrail, and other surface improvements.

The Cliff Avenue/Ocean Boulevard Storm Drain Repair and Bluff Face Stabilization Project was advertised for construction bids on September 19, 2025. A single bid was received on October 30, 2025 in the amount of $8,943,175. The bid received was significantly higher than the Engineer’s Estimate of $2,993,930. Staff is working with the design consultant and Caltrans LA to review the Engineer’s Estimate and will contract with the selected Construction Management consultant to perform a constructability review of the plans to identify potential improvements and cost efficiencies.

Once the review is complete, staff will work with Caltrans LA to update the project cost and request additional funding from FHWA if needed prior to re-advertising for construction bids.

Conclusion and Recommendation
Staff recommends that the Council reject all bids received for the Cliff Avenue/Ocean Boulevard Storm Drain Repair and Bluff Face Stabilization Project.
