PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #9.G
Meeting Date: December 2, 2025
TITLE:
Purchase of Ten Parking Pay Stations from IPS Group
RECOMMENDATION:
Adopt a Resolution authorizing the purchase of ten parking pay stations from IPS Group in the amount of $73,253.90; appropriating related budget adjustments in Fiscal Years 2026 and 2027.
DISCUSSION:
The City of Pismo Beach currently operates a combination of on-street single-space smart parking meters and multi-space pay stations throughout City paid parking areas.
Recently, the City Council directed staff to purchase and install new parking meters along Price Street as a component of the Price Street Paving Project. It has been discovered that the current configuration of single space parking meters along Price Street can be confusing and the City would like to make every effort to ease the paid parking experience.
Multi-space pay stations, also known as kiosks, can offer improved functionality, operational efficiency, and a better user experience along Price Street. The pay stations will be installed on the sidewalk, mid-block, on each side of the street along the five blocks of paid parking on Price Street. A sign indicating paid parking hours, and how to pay for parking (text to park, QR code, and directions to the pay station) will be affixed to the existing parking meter poles installed along the center island of Price Street, adjacent to the parking spaces. The addition of pay stations, combined with the signs indicating how to pay, will heighten awareness of paid parking and ease the paid parking process.
The single-space meters currently on Price Street are still needed within the parking system to replace aged meters on Cypress Street and Hinds Avenue. In Fiscal Year (FY) 2026 and FY 2027, $48,000 is budgeted in each year, for a total of $96,000, to replace the aged meters on Cypress and Hinds. The meters on those streets have reached their manufacturers’ recommended end of life and plans were made to replace those meters in FY 2026 and FY 2027. The purchase of the ten new multi-space pay stations (quote provided as Attachment 2) will replace the previously proposed purchase of new, replacement parking meters for Cypress and Hinds.
If the Council approves staff’s recommendation for the purchase of parking pay stations for installation on Price Street, staff will redeploy the recently installed single-space meters from Price Street to Cypress Street and Hinds Avenue to replace the old/outdated meters there.

Conclusion and Recommendation
Staff recommends that the Council adopt a resolution (Attachment 1) authorizing the purchase of ten parking pay stations from IPS Group in the amount of $73,253.90, including appropriating related budget adjustments in FYs 2026 and 2027.
FISCAL IMPACT:
The fiscal impact of adopting the subject resolution is an additional one-time expense of $73,253.90 in FY 2026. The City’s Parking Enterprise Fund has $48,000 budgeted in FY 2026 and FY 2027 to pay for the replacement of aging parking meters. Staff recommends that the Council de-appropriate $26,000 in FY 2027 and appropriate $26,000 in FY 2026 in the Parking Enterprise Fund capital outlay – machine and equipment account budget to support the purchase of the ten pay stations in FY 2026.

RESOLUTION NO. R-2025-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE PURCHASE OF TEN PARKING PAY STATIONS FROM IPS GROUP IN THE AMOUNT OF $73,253.90; APPROPRIATING RELATED BUDGET ADJUSTMENTS IN FISCAL YEARS 2026 and 2027
WHEREAS, to ease the process of paid parking on Price Street, the current parking meters will be moved to Cypress Street and Hinds Avenue, replacing aged meters there, and paid parking will be accomplished through ten parking pay stations, also known as kiosks, along Price Street; with a total cost of $73,253.90; and WHEREAS, the pay stations (Model MS-03 Multi Space Pay Station) provide a customer- friendly interface, as well as the advantage of complex rate scheduling, and are built to withstand the hard elements of the coastal weather; and WHEREAS, because the City has purchased all other paid parking pay stations and parking meters from IPS group, and remaining with IPS group would make the new pay stations compatible with the City’s existing equipment, this purchase is being recommended as a “sole-source” purchase; and
