City Parking Policies
Section 10.08.040 – authorizes City to limit parking on streets, and in parking lots with proper signage. Also, prohibits parking in lots between 11pm and 4am.
Section 10.08.070 – 72 hours parking limitation in any street location. Must move a vehicle at least a 100-feet to avoid violation.
Section 10.08.140 – restricts parking of oversized vehicles and trailers in business districts between 11pm and 4am and extends this prohibition to southwest of Hwy 101 between Dolliver, Price and Addies Streets.
City Parking Policies
Section 12.20.220 – prohibits vehicle parking in the pier parking lot, pier plaza area or pier itself from 11pm to 4am.
Section 12.28.020 – prohibits people from camping overnight or occupying recreational vehicles in public streets, parking lots or public areas without a permit.
Parking Policies in Other Cities
City of Malibu – Has parking restrictions from 12am to 2am or 2am to 4am in various areas along the coast. The City also has a resident parking permit program in certain neighborhoods where parking is constrained by visitor use.
City of Santa Barbara – Downtown parking lots are open 24hrs with max 72 hour stay. A majority of the waterfront parking lots close from 2am to 6am with the exception of the Harbor Main lot and Launch Ramp lot which both limit stays to three 24-hour periods.
The City does have a parking permit program for the downtown, and waterfront area as well as for residents in the mixed use areas.
Parking Policies in Other Cities
City of Santa Cruz – The City has a 72-hour on street parking restriction.
-On Street parking meters in the downtown and beach area operate 8am to 8pm Monday through Saturday. Sundays are free. -City offers a resident and commuter parking program.
-Santa Cruz Harbor and Wharf areas have separate paid parking programs that accommodate visitors, boat owners, and slip lease holders. Lots are closed to general use between 10am and 2am -The harbor does have an overnight parking program in certain areas.
Other Considerations
Impaired Driving- Placing restrictions on overnight street parking may have an unintended consequence of impaired drivers getting behind the wheel rather than finding alternative transportation.
State Law and Housing – State law continues to move in the direction of “by right housing” often with significantly reduced parking requirements. Reducing the availability of on street parking could create issues as redevelopment takes place in the downtown over time.
Coastal Commission – the Coastal Commission views public parking in the coastal zone as a coastal access issue requiring compliance with the CA Coastal Act and the City’s LCP.
