TITLE:
Presentation of the Pavement Management Plan and Drainage Master Plan RECOMMENDATION:
Receive a presentation of the Pavement Management Plan and Drainage Master Plan and provide direction on the recommended projects.
DISCUSSION:
In March of 2025, the City entered into an agreement with Nichols Consulting Engineers, CHTD (NCE) for preparation of an updated Pavement Management Plan (PMP). NCE evaluated pavement conditions, updated the City’s Streetsaver database, and created the PMP (Attachment 1) with three scenarios for a five-year maintenance and rehabilitation plan with associated cost estimates. Scenario 2 (Attachment 2) was selected as it provides a balance of paving and drainage improvements incorporated from the 2025 Drainage Master Plan.
In May of 2024, the City entered into an agreement with Schaaf & Wheeler, Consulting Civil Engineers (Schaaf & Wheeler) to develop a consolidated Drainage Master Plan including an update to the 2005 Drainage Master Plan for the Downtown and Pismo Heights areas as well as incorporating the Shell Beach “village” area which had not previously been included in any study. Schaaf & Wheeler completed the Drainage Master Plan (Attachment 3) which identifies and prioritizes drainage projects in the study areas.
Conclusion and Recommendation
Staff recommends the City Council receive a presentation of the Pavement Management Plan and Drainage Master Plan and provide direction on the recommended projects.
FISCAL IMPACT:
There is no direct fiscal impact associated with this report; however the Fiscal Year (FY) 2026 and FY 2027 budget includes $1 million during FY 2026 and $1.7 million in FY 2027 for routine maintenance projects, as well as approximately $6.5 million for rehabilitation in FY 2027.
