Cost-Effectiveness Analysis
The economic rationale for timely intervention is substantial. A pavement section requiring $10,000 in preventive maintenance today may require $50,000 to $70,000 in rehabilitation costs if deferred, representing a 5- to 7-fold increase in expenditure. This cost escalation underscores the fiscal prudence of maintaining pavements in good condition rather than allowing deterioration to progress.
DRAINAGE MASTER PLAN CONSIDERATION
The City completed a Drainage Master Plan (DMP) in January 2025, identifying 3 priority levels of needed improvements—estimated at $4.3 million, $2.4 million, and $2.8 million, respectively. Because both pavement and drainage improvements are funded from shared capital, the City requested that NCE examine scenarios that balance pavement preservation with critical drainage upgrades.

BUDGET SCENARIOS AND FISCAL PROJECTIONS
NCE analyzed 3 distinct funding scenarios to evaluate the fiscal impacts on network condition and deferred maintenance over a 5-year planning horizon (FY 2025/26 through FY 2029/30), exploring different allocation strategies towards pavement and drainage projects. All scenarios incorporate an annual inflation rate of 3.5 percent.
Scenario 1: Pavement-Only Strategy –Allocates all funding to pavement rehabilitation and preventive maintenance; no drainage upgrades are included.
Scenario 2: Balanced PCI Maintenance + Drainage Strategy –Targets pavement investments to maintain the overall PCI at 78, with remaining funds applied to completing all Priority 1 drainage projects and 1 of the most critical drainage improvements from Priority 2 (Leeward Avenue).
Scenario 3: Targeted Drainage + Increase PCI –Targets the same DMP projects as Scenario 2, while increasing the budget toward pavement needs to bring the PCI to 80 by the end of the analysis period.

Deferred Maintenance Context
Deferred maintenance represents the accumulated cost of maintenance activities that have been postponed due to funding constraints. This figure includes construction, design, inspection, and contingency costs. The growth in deferred maintenance under Scenarios 2 and 3 reflects the ongoing challenge of addressing accumulated pavement needs while addressing DMP projects at the same time. Scenario 1 is the only option that reduces this liability with no allocation towards drainage projects.

FINDINGS AND RECOMMENDATIONS
Key Findings
1.Network Performance:The City's street network maintains a "Very Good" overall condition (PCI 78), demonstrating effective asset management over the past 5 years.
2.Investment Impact:The substantial improvement in the network condition (+11 PCI points) validates the effectiveness of the City’s pavement maintenance and rehabilitation strategy.
3.Drainage Needs:The inclusion of the Drainage Master Plan in the funding analysis will inevitably constrain the City’s capacity to address all pavement needs. Nevertheless, a balanced strategy can be implemented—maintaining the current PCI while advancing a substantial portion of the DMP improvement projects.
4.Cost Escalation:Current deferred maintenance obligations of $9.9 million will increase under Scenarios 2 and 3, except for Scenario 1, highlighting the fiscal challenge of balancing the pavement and drainage needs.
5.Intervention Timing:The cost differential between preventive maintenance and major rehabilitation (ranging from 5:1 to nearly 15:1) demonstrates the critical importance of timely intervention.

Recommendations
The City Council and staff should consider the following recommendations:
1.Adopt Scenario 2 Funding Level (Primary Recommendation) Address all Priority 1 DMP projects and one Priority 2 DMP project while still maintaining the current network PCI. This represents the most fiscally prudent approach to asset preservation given budgetary constraints.
2.Conduct Detailed Pavement Evaluation for Critical Sections Prior to finalizing treatments for streets in "Poor" or "Very Poor" condition, conduct subsurface investigation and structural evaluation to ensure appropriate rehabilitation strategies and avoid premature failures.
3.Maintain Regular Inspection Cycle
Continue conducting comprehensive network inspections every 5 years to monitor condition trends, validate deterioration models, and support informed decision-making. Consider implementing biennial inspections for arterial and major collector streets.
4.Update Cost Assumptions Annually
Review and adjust unit costs and treatment strategies annually to reflect current construction market conditions, ensuring budget projections remain accurate and reliable.
CONCLUSION
The City of Pismo Beach has made significant progress in maintaining its street infrastructure, as reflected in the overall network improvement and substantial gains across all functional classes. However, balancing pavement preservation with drainage improvement needs will continue to be a key challenge moving forward.
The path forward requires sustained commitment. To ensure past investments continue to reap rewards, the City must maintain stable funding combined with sound engineering practices. Streets are long-term assets— keeping them in good condition through preventive maintenance is far more cost-effective than allowing deterioration and paying 5-7 times more for rehabilitation later.
The 3 scenarios presented provide clear alternatives for City leadership to consider based on fiscal capacity and pavement/drainage priorities. While Scenario 1 represents the continuation of current practice with no allocation to DMP projects, Scenario 2 offers a prudent middle path that balances the 2. Scenario 3, while requiring significant additional investment, provides the greatest long-term value and fiscal responsibility by addressing the same DMP projects as Scenario 2 but increases the PCI and treats a significantly higher percentage of the City as in Scenario 1.
Good roads serve Pismo Beach well.As a coastal community that attracts visitors and supports local businesses, quality streets are more than infrastructure—they're essential to the community's character and economic vitality. By adopting a strategic, data-driven approach to pavement management, the City can protect its $139 million infrastructure investment and ensure safe, reliable streets that serve residents, visitors, and businesses for years to come.

2025 Pavement Management Program Update
Introduction and Background City of Pismo Beach
Draft Report November 2025
1 1 Introduction and Background
Nichols Consulting Engineers, Chtd. (NCE) was selected by the City of Pismo Beach (City) to update the City’s Pavement Management Program (PMP) for their Streets network. To update the City’s PMP, NCE surveyed pavement conditions in compliance with ASTM D6433
1 using fully automated survey. Please note the surveys did not include non-pavement issues such as traffic, safety and street hazards, geometric issues, shoulders, sidewalks, curb and gutters, drainage issues, or immediate maintenance needs.
NCE’s scope of work included reviewing the City’s PMP database in StreetSaver, add or remove any streets that were adopted/removed by the City since the last PMP update, update pavement management sectionalization to follow best pavement management practices, update pavement area for each pavement management sections, review the maintenance and rehabilitation (M&R) history, catalog the upcoming planned projects, perform pavement distress survey in accordance with ASTM 6433 guidelines, update the decision tree and the unit cost of treatments based on City’s current rehabilitation practices, perform budget needs analysis and model three (3) budget scenarios.
In general, PMPs are “designed to provide objective information and useful data so that managers can make more consistent, cost-effective, and defensible decisions related to the preservation of a pavement network.” 2 In other words, a PMP is designed to assist cities with answering questions such as:
x What does the City’s pavement network include?
x What is the current condition of the pavement network? x What are the City’s current M&R strategies?
x How much funding is required to perform all needed M&R treatments over the next analysis period (typically 4 to 10 years)?
x What effect does the City’s existing funding have on the network condition and overall deferred maintenance3?
x What effect will other funding amounts have on the network condition and deferred maintenance?
1.1 Purpose
The purpose of this report is to provide a comprehensive understanding of overall pavement condition and facilitate effective planning and maintenance strategies for the City. The report assists policymakers in decision- making by showing the impacts of different funding strategies on the City’s streets over the next 5 years. It also assists the City with identifying M&R priorities specific to the City’s needs and highlights options for improving the current PCI. These options are developed by conducting "what-if" analyses using StreetSaver® software. 1 ASTM. ASTM D6433. Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys.(West Conshohocken, PA: ASTM International, 2023), astm.org.
2 AASHTO Guidelines for Pavement Management Systems. (Washington, DC: American Association of State Highway and Transportation Officials, 1990).
3 Deferred maintenance refers to maintenance activities that were either not performed as scheduled or were postponed to a future period due to insufficient funding. This calculation encompasses costs associated with CICM (Construction Inspection and Construction Management), design, and contingencies.

Review and Update of PMP Database City of Pismo Beach
Draft Report November 2025
2 2 Review and Update of PMP Database
As part of this project, NCE did the following:
2.1 Inventory Update
First, the inventory of the City-maintained streets was reviewed to ensure that all roadways under City jurisdiction were fully represented in the database. Any missing streets were added, and all required StreetSaver® fields—such as unique identifiers (StreetID and SectionID), pavement surface type, length, width, and area—were manually populated. As part of the inventory update, NCE also reviewed and flagged streets based on ownership or maintenance responsibility. Based on direction from the City staff, the project team confirmed the ownership status of these flagged segments, which informed their inclusion or exclusion from the PMP database.
2.2 Segmentation Update
Following the inventory update, segmentation was refined to ensure that each management section reflects homogeneous pavement characteristics in line with best pavement management practices. Sections were split or adjusted where differences in pavement condition, roadway geometry, and functional classification were identified based on visual review of the pavement only.
2.3 Functional Classification Update
NCE updated functional classification for the City’s arterial (Major, Minor, and Secondary), collector, and local streets using the Pismo Beach General Plan Circulation Element (See Figure 1 below). It must be noted that Streetsaver® does not have Secondary Arterial as an option for functional classification. Thus, NCE grouped Major, Minor, and Secondary into a single “Arterial” designation for PCI calculations and budget analysis.

3 2.4 True Area Update
Having the sections defined, NCE recalculated the section length and pavement area for each management section by measuring from pavement edge to edge using a detailed polygon-based GIS shapefile Figure 2 . This new approach captures lane width variations, medians, turn pockets, cul-de-sacs, gutters, and similar geometric features that are often overlooked in linear approximations. As a result, the updated measurements provide a more accurate representation of pavement quantities, which is especially beneficial for cost estimating and budget analysis.
Figure 2. True Area Calculation.
On average, the City’s network experienced a 7.0 percent decrease from 7,387,192 to 6,869,626 square feet, and an approximate reduction of 0.4 centerline miles since the last assessment, Table 1. These updated area values were incorporated into StreetSaver® to ensure accurate quantity estimates for cost and budget forecasting.

4 2.5 StreetSaver® Database Update
The PMP–GIS layer was updated to ensure full synchronization between the City’s GIS network and the StreetSaver® pavement database. A one-to-one match was established so that each StreetSaver® section corresponds exactly to one GIS segment. To support long-term maintainability, StreetSaver® was configured for auto-linking using unique identifiers, and the existing GIS toolbox was updated to automate import/export routines and streamline database reconciliation. As part of this effort, a comprehensive QA/QC review of section attributes was performed, resulting in corrections to items such as lane counts and City boundary classifications to ensure the database reflects accurate and reliable information.
2.6 Reviewed & Updated Maintenance and Rehabilitation (M&R) History NCE also reviewed and addressed issues relating to the City’s M&R history in the City’s PMP database. This included ensuring all the recent work done by the City was added to the correct Pavement Management Sections in the City PMP database. This effort not only verifies that completed work is properly documented but also supports the quality assurance and quality control (QA/QC) of the distress data and enhances future deterioration modeling accuracy.
A review of the updated M&R history revealed that the City made substantial investments in maintaining its roadway network. Between 2023 and 2024 alone, approximately 35.8 percent of the total network area received treatment (Table 2). Nearly half of these treated sections involved asphalt overlays or full-depth reconstructions, which have contributed significantly to the marked increase in the overall network PCI. Section 8 provides further details of the PCI impact of these efforts.

5 3 Pavement Distress Data Collection
3.1 Pavement Condition Survey
NCE's MTC and OCTA certified inspection vehicles performed comprehensive pavement condition surveys on approximately 37.8 centerline miles of City-maintained streets in Pismo Beach. The survey included the assessment of all functional classifications within the City's streets network. For the City of Pismo Beach survey, NCE utilized automated data collection for all streets.
3.1.1 Automated Data Collection for Streets
Automated pavement condition data was collected using ARRB’s Hawkeye roadway survey system, which is equipped with Pavemetrics LCMS (Laser Crack Measurement System) technology. This advanced platform captures continuous pavement surface information at posted speed limits, enabling a safe, efficient, and highly repeatable evaluation of roadway conditions. The LCMS technology uses high-resolution laser profiling and synchronized 2D/3D imaging to detect pavement distresses with excellent precision. The system comprises many sub-components (see Figure 3) to provide automated, real-time, accurate, and repeatable roadway condition results, such as:
x Continuous longitudinal and transverse
pavement profiles
x Alligator, longitudinal, transverse, and edge
cracking detection and measurement
x Rutting depth and wheel-path surface
deformation
x Ride quality indicators (e.g., roughness
indices)
x 2D imagery and 3D laser topography of the
pavement surface
x Lane markings and detectable surface features
x Precise positioning through integrated
GPS/INS
x Measure surface macrotexture (e.g., MPD —
Mean Profile Depth)
x Perform data collection independent of

6 As part of the survey, 100% of the length of each street segment was collected. For roadways with four or more lanes, NCE performed multiple survey passes—at least one per travel direction—to ensure full surface coverage across both wheel paths and interior lanes. Additional data was also collected on areas with less than four lanes but with pavement sections showing distinctly different pavement conditions.
The pavement distress data collection process involved the use of high-resolution 3D digital imaging technology and integrated distress laser pavement roadway scanners, which allowed us to correctly quantify the type, severity, extent, start and stop points of all ASTM D6433-20 pavement distresses.
3.2 Quality Assurance/Quality Control
Quality management practices for pavement management suggest that a one-time inspection of the final data is typically inadequate and involves a high risk of failure. We recognize the importance of effectively implementing and maintaining quality control and assurance practices for pavement distress data. We use a proven approach that integrates quality management and control procedures throughout the entire data collection and delivery process.
NCE implemented a robust multi-step QA/QC process for all data collection activities in the City of Pismo Beach:
3.2.1 Multiple Data Verification Methods
x Comparison with M&R Data: Cross-checking distress data with recent maintenance records provided by the City of Pismo Beach.
x Comparison of PCI with past results: Typically, PCI drops by 3-5 points per year, so any sections that dropped more than that were flagged for review.
x Desktop review of randomized data by certified pavement inspectors.
3.2.2 Systematic Quality Checks
NCE reviewed field procedures, compared field data with on-site conditions, and conducted random spot checks of data entry.
3.2.3 Technical Validation
All processed data underwent final validation prior to integration into the PMS database. This included verification of completeness, format consistency, spatial accuracy, and logical review of distress and roughness measurements to ensure they fell within expected performance ranges. Surveys were performed by certified technicians to ensure data reliability, with minor procedural adjustments made only when necessary to address localized field conditions within the City of Pismo Beach.
To assist in post-processing quality control, NCE utilized ARRB’s Hawkeye Processing Toolkit, an integrated graphical software environment that compiles survey data into a single, interactive viewer. The platform allows NCE team to virtually “drive” along the roadway to evaluate pavement conditions in context and confirm the accuracy of automated distress identification, Figure 4.

The NCE team used this platform to inspect individual video frames synchronized with chainage and GPS location, zoom into areas of interest, and capture reference images for documentation. The toolkit also supports stitched panoramic image views, enabling accurate measurement across camera perspectives and correction of optical distortions such as lens curvature. Adjustable display controls—including brightness, contrast, and camera angle—ensure that pavement and surface features are presented clearly for reliable validation. Overall, this office-based QA/QC workflow helps ensure that only high-confidence pavement condition data is imported into StreetSaver® for PCI calculation.
3.3 Advisory Note
It should be noted that this scope of work and condition surveys did not address issues including, but not limited to traffic, safety and road hazards, geometric issues, road shoulders, sidewalks, curb and gutters, drainage issues, or short-term maintenance that should be performed.

Network Summary City of Pismo Beach
Draft Report November 2025
8 4 Network Summary
The City is responsible for maintaining approximately 37.8 centerline miles of pavement, which includes 7.9 centerline miles of arterials, 5.3 centerline miles of collectors, and 24.6 miles of residential streets. The network is entirely composed of asphalt concrete (AC) pavement, except for 3 Portland cement concrete (PCC) sections, which represent less than 0.5 percent of the pavement area. Table 3 summarizes the street network by functional class. Appendix A lists all the streets within the network, providing details such as the road name, start and end streets, surface type, functional classification, inspection date, and the inspected PCI.

*The weighted average PCI is calculated by multiplying the area of each street section by the PCI of that section, totaling all sections together, and then dividing by the total area of the network area or functional classification.
Street pavements are one of the City’s most valuable assets. The total street network replacement cost is estimated to be approximately $139 million. This can be viewed as the value of the pavement network and is the amount needed to fund a reconstruction of the entire paved network. It does not include related infrastructure assets such as sidewalks, signals, markings, signs, or storm drains.

9 5 Pavement Condition
The PCI is a measurement of pavement grade or condition and ranges from 0 to 100. A newly constructed street will have a PCI of 100, while a street in very poor condition will have a PCI of 24 or less. Pavement condition is primarily affected by climate, traffic loads and volumes, construction materials, and age. For asphalt pavement, distress might include:
x Alligator (Fatigue) Cracking x Patching and Utility Cut Patching x Bleeding x Polished Aggregate
x Block Cracking x Potholes
x Bumps and Sags x Railroad Crossing
x Corrugation x Rutting
x Depression x Shoving
x Edge Cracking x Slippage Cracking
x Joint Reflection Cracking x Swell
x Lane/Shoulder Drop-Off x Raveling
x Longitudinal/Transverse Cracking x Weathering

Table 4. Pavement Condition Categories.
Condition Category PCI Range Description
Very Good 70 – 100
Pavements with minimal surface distress that may include some hairline longitudinal/transverse cracks and/or weathering. The pavement structure is sound, and minor oxidation may occur.
Fair 50 – 69
Pavements with significant distress that is predominantly non-load-related, such as longitudinal/transverse cracks, bleeding, block cracking, weathering, raveling, etc. The pavement structure is sound, and some oxidation has occurred.
Poor 25 – 49
Pavements with moderate to severe surface distresses. Extensive weathering or raveling, block cracking, and load-related distresses such as alligator cracking, rutting, and potholes may occur.
Very Poor 0 – 24
Pavements with severe weather-related distress and large quantities of load- related distress. These pavements are nearing the end of their service life.
The City’s overall weighted average PCI for the network is 78, which places the overall street network pavement condition in the “Very Good” category. Figure 6 shows the PCIs for streets with different functional classifications. Notably over 65 percent of all functional classes are rated in the "Very Good" category, with collectors exceeding 90 percent.

13 6 Planned Projects
6.1 Pavement Projects
For the FY 2025-26 period, NCE assisted the City with pavement program development, targeting roughly 782,000 square feet of pavement. The program primarily consists of slurry seal treatments for streets identified as suitable candidates. Where localized pavement deterioration exists, NCE incorporated a percentage of base repairs (also known as digouts) to address those areas prior to slurry placement. As illustrated in Figure 8, the work plan reflects a balanced distribution between sections requiring base repairs and those that do not.
Appendix B lists these projects and their associated costs.
Figure 8. Planned Projects FY 2025-26.
6.2 Drainage Projects
At the beginning of 2025, the City updated its Drainage Master Plan (DMP) for three areas: Shell Beach “Village,” Downtown, and Pismo Heights. The primary objective of this update was to assess localized drainage risks within these study areas and recommend improvements necessary to maintain an appropriate level of service and reliability for the City-owned storm drain system.
The DMP focused on identifying solutions to recurring drainage concerns in the Shell Beach “Village” neighborhood, the Downtown commercial core, and the Pismo Heights area. Based on the evaluation, the City identified 3 priority levels of needed improvements—estimated at approximately $4.3 million, $2.4 million, and $2.8 million, respectively—which collectively address drainage deficiencies along 18 streets.

15 7 Maintenance and Rehabilitation Strategies
7.1 Decision Tree
In general, surface treatments such as crack seals or slurry seals are used when the pavements are in “Fair” to “Very Good” condition. This type of treatment is usually considered “preventive maintenance”. When the pavement condition deteriorates to lower levels, overlays and full-depth structure replacements must be performed. These are considered “rehabilitation” or “reconstruction”. In addition, base repairs (also known as digouts) for more localized distresses are commonly done in preparation for overlay and slurry seal treatments.
Based on a discussion with City staff, a detailed M&R decision tree was prepared and is included in Appendix C.
This determined the most effective and realistic treatments for each group of streets by functional class and condition category. Table 6 summarizes the treatments considered in the Decision Tree.

Note: Base Repairs (BR) also known as patch paving, remove and replace (R&R), or “digouts”, involve removing damaged asphalt and, if necessary, the underlying base material and subgrade, before compacting the base and installing new pavement.
Figure 10 illustrates how costs of pavement treatment increase as pavement condition decreases. The dollar amounts shown in Figure 10 are based on recent bids received by the City and illustrate that it costs much less to maintain streets in good condition than to repair failed streets. By letting pavements deteriorate, streets that once cost ~$8 per square yard to treat with slurry seal may, in a few years, cost as much as ~$150 per square yard to reconstruct.
Because of this, a key pavement management repair strategy is to keep streets in “Very Good” to “Fair” condition from deteriorating. This is particularly true for streets in the “Fair” range since pavement deterioration will accelerate if left untreated. The pavement deterioration curve shown in Figure 10 describes how pavements Council Agenda 12-10-2025 03.A

16 deteriorate over time. Pavements in “Fair” condition show some distress and require more than preventive maintenance. At this point, a well-designed pavement will have reached between 35 and 50 percent of its life, and a thin overlay (1.75”) or a 2” remove-and-replace would be required to bring its condition back to “Very Good.” For pavements in the “Poor” category, approximately 30 percent of service life is left, and a thicker remove-and-replace (2.5-4.0 inches) would be required to bring its condition back to “Very Good”. Pavements in “Very Poor” condition are near the ends of their service lives and often exhibit severe forms of distress such as potholes, rutting, and extensive cracking. At this stage, reconstruction is typically required. In general, arterials are expected to have a service life of approximately 25 years, while residential streets are expected to have a service life exceeding 30 years.
Figure 10. Costs4 of Maintaining Pavements over their Service Lives.
7.2 PCI Improvement
An important consideration in developing the Decision Tree is how StreetSaver® models preventive maintenance and rehabilitation treatments. While overlays and full reconstructions automatically reset the PCI to 100, preventive maintenance treatments are modeled differently. StreetSaver® recognizes 3 preventive maintenance types—slurry seals, localized repairs, and crack seals—each with a varying effect on PCI improvement. In general, slurry seals produce the most significant PCI increase, followed by localized repairs, and then crack sealing. However, none of these treatments fully restores the pavement to a PCI of 100, and the magnitude of PCI gain depends on the pavement’s initial condition (i.e., lower PCI values typically yield higher relative increases). Figure 11 illustrates typical PCI impact modeled by StreetSaver® 4 In addition to the contractor’s prices, unit costs are loaded to include staff time, design, construction management, contingencies, and non-asphalt concrete related work.

It is also important to note that StreetSaver® does not model combined treatments. In practice, applying a slurry seal with base repairs typically produces greater performance benefits than a slurry seal alone. However, within the software, this combination is treated as a slurry seal only, with the same modeled PCI impact. As a result, users should interpret model outputs conservatively and account for StreetSaver®’s simplified treatment assumptions when comparing actual field performance with modeled results.

18 8 Report Reconciliation
Before proceeding with the budget analysis, it is important to reconcile and compare the current pavement management results with those from the previous PMP update. The purpose of this section is to evaluate how the City’s network has evolved since the last assessment by comparing total mileage and area, changes in overall PCI, differences between prior budget scenarios and the current PCI, and updates in unit costs. This reconciliation provides essential context for interpreting current budget needs and budget scenarios presented in Section 9.
8.1 Total Mileage and Area
As mentioned in Section 2, the database update included adding newly accepted streets, removing non-City- maintained roadways, and recalculating section lengths and areas using the updated polygon-based GIS layer— which resulted in an overall reduction of 7.0 percent in the total pavement area, and in approximately 0.4 centerline miles, as summarized in Table 7.

8.2 Pavement Condition Index (PCI)
Since the 2021 PMP update, the overall street network PCI has increased significantly, rising by 11 points, from 67 to 78. This improvement directly reflects the City’s continued investment in maintaining and preserving its pavement network. Notably, collector roadways experienced the most significant increase, with an average PCI difference of +28 points, Table 8. As discussed in Section 2, this significant network-wide improvement can largely be attributed to the extensive work completed between 2023 and 2024, during which more than one- third of the City’s total pavement area received treatment. Nearly half of those treated sections involved asphalt overlays, which contributed significantly to the observed rise in overall PCI.

19 8.3 Budget Scenarios
In the previous PMP report, 4 budget scenarios were evaluated, and the City’s objective reflected an interest in increasing the overall network PCI above 70 as shown in Table 9. While the “unconstrained budget” scenario typically represents an idealized condition in which all necessary funding is available, it is noteworthy that this scenario’s projected PCI is closest to the current PCI of 78. This indicates that the City’s pavement maintenance efforts have not only met but substantially exceeded the performance expectations established in the prior analysis.

1 Unconstrained Budget 34.5 81
2 Maintain PCI 11.5 67
3 Increase PCI by 5 points 19.4 72
4 5 Year Pavement Plan 11.3 72
8.4 Unit Costs
For the unit cost comparison, NCE did not have access to detailed treatment descriptions from the previous PMP, which limited the ability to directly compare individual paving items (e.g., slurry seal, asphalt concrete overlay, cold milling). Therefore, the comparison was based on the total unit cost applied to each PCI category. A summary of findings is provided in Table 10:
x Category I: Treatments in this PCI range are typically preventive maintenance strategies. A cost increase is expected due to rising material prices. It is assumed that slurry seal was the typical treatment previously used, and the updated costs remain consistent with the average values for the recommended year.
x Category II (Non-Load): For collectors and residential streets, previous unit costs were higher than current values, suggesting the prior plan may have used more robust preventive treatments—such as cape seal or microsurfacing. In the current proposal, slurry seal with base repairs is considered the most suitable option. For arterials, the current cost is significantly higher because the City noted that preventive maintenance is not typically applied at this condition level, and overlays are generally preferred.
x Category III (Load): Treatments in this category generally involve thin overlays or mill-and-overlay operations. The similarity in costs between the previous and current analyses suggests a comparable approach. For residential streets, the 2021 values appear higher due to the assumption of a thicker pavement structure. After reviewing recent project plans, NCE adopted more realistic thicknesses—2 inches for arterials and collectors and 1.75 inches for residentials—which optimized cost estimates. x Category IV: For this category, segments require thicker mill-and-overlay treatments with higher base repair percentages. Updated unit costs align reasonably with the past estimates, reflecting expected increases in asphalt and milling expenses.
Council Agenda 12-10-2025 03.A

Report Reconciliation City of Pismo Beach
Draft Report November 2025
20 x Category V: NCE’s proposed cost is noticeably lower than the 2021 projection. This difference suggests that the earlier PMP may have assumed full-depth reconstruction, whereas the current analysis recommends a more appropriate and cost-effective surface reconstruction with targeted base preparation.

Budget Analysis City of Pismo Beach
Draft Report November 2025
21 9 Budget Analysis
Based on the principle that it costs less to maintain streets in good condition than it does to repair those that have failed, cost-effective PMPs employ strategies that first eliminate deferred maintenance and then preserve the network with ongoing preventive maintenance. Such strategies bring the network condition to an optimal PCI that can be maintained over time.
9.1 Budget Needs
The first step in developing a cost-effective strategy is to determine, assuming an unconstrained budget, the total maintenance budget “needs” of the network, i.e., the funding required for every street in the network to reach optimal conditions based on the policy established in the decision tree. For the City, the cost of treatment(s) over the analysis period was calculated by multiplying unit costs by pavement section area at an initial annual inflation rate of 3.5 percent.
The budget needs are estimated to be approximately $25.3 million by the end of FY 2029-30. Of the total budget needs, approximately $21.4 million (78.4 percent) would be devoted to rehabilitation, while the rest would be allocated for preventive maintenance. If the City follows this “ideal” strategy, the average network PCI will increase to 87 by FY 32/33. This type of budget, which addresses all the deferred maintenance in the first year, is known as front-loaded.
Table 11 below shows the impacts of expenditures on the PCI, assuming an unconstrained budget. Appendix D presents the following information regarding the budget needs: projected PCI, cost summary, and a summary of the preventive and rehabilitation maintenance treatments. It must be noted that drainage project costs are not included in the budget needs calculations.

9.2 Deferred Maintenance
As previously defined, deferred maintenance refers to maintenance activities that were either not performed as scheduled or were postponed to a future period due to insufficient funding. In StreetSaver®, deferred maintenance is calculated using the current or projected PCI, the Decision Tree–assigned treatment, the corresponding unit costs, and the assumed annual inflation rate.

22 Figure 12 illustrates this concept using the example of section Palisade – 010 on Palisades Street. The inspected PCI of 55 places the section in Category III, driven by a higher percentage of load-related distresses. Based on the Decision Tree, the recommended treatment is a 1.75-inch AC Overlay with base repairs, at an approximate unit cost of $44.50/SY. For this section, the total cost to complete the treatment today would be approximately $228,190.
Figure 12. Section Palisade – 010. Current PCI: 55.
A common misconception is that deferred maintenance can be calculated simply by applying inflation to the current cost if the treatment is delayed by 2, 3, or 5 years. However, this overlooks the fact that pavement deterioration continues during the delay. When the PCI drops below the next decision breakpoint, a more intensive—and more costly—rehabilitation strategy becomes necessary.
Table 12 demonstrates how deferred maintenance costs escalate when treatment is deferred. By Year 3, the section’s PCI has fallen below 50, triggering a thicker 2.5-inch AC remove-and-replace treatment with base repairs, at an approximate cost of $76.00/SY. As a result, the deferred maintenance cost for this section alone increases by more than 70 percent between Years 2 and 3—highlighting how delayed action can rapidly accelerate funding needs.

23 are modified in the future, the current projections will no longer reflect accurate deferred maintenance values and must be recalculated accordingly.
9.3 Budget Scenarios
Having determined the street network's maintenance needs, the next step in developing a cost-effective M&R strategy is to generate several alternative budgets and analyze “what-if” scenarios.
9.3.1 Initial Budget Objectives
Before incorporating the drainage improvement needs from the DMP, the City’s objective was to allocate approximately $2.0 million annually for preventive maintenance (slurry seal) and $3.0 million for rehabilitation every other year (see Table 13). As shown in the analysis, the planned budget significantly exceeded the StreetSaver® calculated budget needs for preventive maintenance (see Table 11).
Table 13. Initial Budget Allocation.

Maintenance ($M)Total ($M)

FY 28/29 3.0 2.0 5.0
FY 2029-30 -2.02.0
Total 6.0 8.7 14.8
It is important to recognize that StreetSaver® treatment recommendations are primarily driven by PCI.
Therefore, if a street falls just below the PCI breakpoint between preventive maintenance and rehabilitation, the software may assign a rehabilitation treatment even if the pavement still appears suitable for preventive maintenance. Manual adjustments were applied to capture additional preventive maintenance candidates, but a substantial budget surplus remained.
In preliminary discussions with the City, one potential approach considered was substituting thin overlay treatments with slurry seal plus higher percentages of base repairs to better address localized deterioration.
However, further evaluation of this option was not pursued once the budget strategy shifted to incorporate the high-priority drainage projects.
9.3.2 Final Budget Objectives
After incorporating the recommended drainage improvements from the DMP, the City indicated to the project to the project team to evaluate the impact of incorporating the projects highlighted in the DMP as an alternative in the budget scenario. The revised objective was to evaluate how the network PCI could be maintained—or potentially improved—while also funding a portion of the high-priority drainage projects. Because most DMP projects require pavement rehabilitation as part of construction, integrating them into the pavement program Council Agenda 12-10-2025 03.A

24 would help avoid future rework. This approach also necessitated a greater allocation of funds toward pavement rehabilitation, which the City supported.
Based on these objectives and constraints, 3 scenarios were developed:
x Scenario 1: Pavement-Only Strategy –This served as the control scenario to evaluate the maximum PCI that could be obtained without considering any of the DMP projects. As expected, the deferred maintenance in this scenario will be the lowest.
x Scenario 2: Balanced PCI Maintenance + Drainage Strategy –This scenario incorporates all Priority 1 drainage projects and 1 of the most critical Priority 2 projects (Leeward Avenue) while still maintaining the current network PCI at 78. Multiple iterations were required to identify a feasible combination of drainage and pavement improvements within budget constraints. As expected, this approach results in the highest deferred maintenance among the scenarios.
x Scenario 3: Targeted Drainage + PCI Increase –This scenario incorporates the same DMP projects as in Scenario 2. In this case, however, the pavement budget was increased to reach the same PCI as in Scenario 1. Consequently, this scenario results in the highest required budget with the second-highest deferred maintenance.

25 9.3.3 Scenario 1: Pavement-Only Strategy
The maintenance strategy in this scenario was to prioritize rehabilitation efforts and allocate $0.7 million on average toward preventive maintenance. At the City’s anticipated budget of $2.0-5.0 million every year, the network PCI will increase from 78 to 80 by FY 2029-30. By the end of the analysis period, 86.1 percent of the network will be in the “Very Good” category, 3.5 percent will be in the “Fair” category, 3.8 percent will be in the “Poor” category, and 6.6 percent will be in the “Very Poor” category. The deferred maintenance cost will decrease from $9.9 million to $9.1 million by FY 2029-30. Table 14 and Figure 13 show the outcomes under this scenario.

26 9.3.4 Scenario 2: Balanced PCI Maintenance + Drainage Strategy In this scenario, the target PCI for the network is 78 by the end of FY 2029-30. As shown in Table 15, almost 35.0 percent of the total budget is destined to DMP projects, reducing primarily the rehabilitation budget and increasing the deferred maintenance costs to $15.9 million. By FY 2029-30, 77.2 percent of the network will be in the “Very Good” category, 11.1 percent will be in the “Fair” category, 7.7 percent will be in the “Poor” category, and 4.0 percent will be in the “Very Poor” category after 5 years.

27 9.3.5 Scenario 3: Targeted Drainage + Increase PCI
This scenario intends to treat the same DMP projects as Scenario 2, while increasing PCI to 80 as Scenario 1 through the end of FY 2029-30. As shown in Table 16, an additional $700,000 on average is required each year to accomplish this objective, but deferred maintenance costs will still increase to $13.6 million by FY 2029-30. In this scenario, 83.4 percent of the network will be in the “Very Good” category, 5.5 percent will be in the “Fair” category, 7.2 percent will be in the “Poor” category, and 3.9 percent will be in the “Very Poor” category at the end of the 5-year period.

Multi-Year Work Plan Development City of Pismo Beach
Draft Report November 2025
31 10 Multi-Year Work Plan Development
NCE conducted an in-depth analysis of the initial recommendations generated by StreetSaver®. While StreetSaver® selects sections for treatment based on those with the highest benefit-cost ratio, it does not account for logistical factors such as mobilization and traffic control costs. When treatment sections are very short or widely separated, these additional costs can increase, whereas continuous or closely located sections may reduce these expenses. Due to the varying condition of street segments across the network, it is common for StreetSaver® to recommend treatments for non-adjacent segments or to assign different treatments to neighboring sections. To improve logistical efficiency, NCE also grouped adjacent sections into contiguous treatment “chunks.” Figure 19 illustrates the adjusted selection for the FY 2029-30 year, displaying a harmonized selection of contiguous sections.
Figure 19. Multi-Year Plan for FY 2029-30.
To develop the multi-year plan, NCE used the following criteria:
x PCI of the streets Segments
x Overall roadway condition per desktop review
x Geographical proximity
o Continuous Pavement management sections
o Impacts on mobilization
x Uniform treatment per condition and functional classification NCE established a realistic and valuable framework for future project prioritization by consolidating geographically adjacent pavement sections with similar treatment requirements.

Conclusions City of Pismo Beach
Draft Report November 2025
34 11 Conclusions and Recommendations
The City of Pismo Beach has made a substantial investment of $139 million in its pavement network. Overall, the pavement network is in the “Very Good” condition with a PCI of 78. The City’s existing budget (Scenario 1) of $14.8 million over 5 years is expected to increase the overall network PCI from 78 to 80 without the consideration of any DMP project. Under Scenario 2, PCI would be maintained at 78 by FY 2029-30 with an investment of $5.1 million towards DMP projects. Under Scenario 3, PCI would increase to 80 by FY 2029-30, considering the same DMP projects as Scenario 2 and an additional $700,000 each year towards the pavement budget.
11.1 Recommendations
NCE recommends that the City increase its annual budget allocation to enhance overall network condition and reduce deferred maintenance, while incorporating as many DMP projects as possible. If a budget increase is not feasible,NCE recommends that the City pursue Scenario 2,where PCI will be maintained at 78, addressing a significant portion of the pavement network while still incorporating all the Priority 1 Drainage projects and 1 of the most significant Priority 2 projects. Additionally, NCE recommends considering the following:
1.Additional Funding –Actively pursue additional pavement funding sources to increase its current PCI and address more DMP projects.
2.Pavement Maintenance Strategies –Continue with a well-funded preventive maintenance program and rehabilitation projects to improve pavement in poor condition. This is necessary to maintain at least the portion of the street network in “Fair” condition and avoid increasing the deferred maintenance.
3.Inspection Strategies –Monitor future pavement performance and ongoing maintenance needs by updating the required inventory of the City’s arterial and collector streets every 2 years. NCE also recommends that the City also inspect the residential street network every 4 to 5 years.
4.M&R Decision Tree –Review and update the M&R treatment strategies and associated unit costs annually to reflect new construction techniques and costs so that the budget analysis results remain reliable and accurate.

2 Load-related pavement distress refers to damage or deterioration in pavement that occurs primarily due to the stresses and strains imposed by traffic loads, particularly heavy vehicles. The weight and movement of vehicles, especially trucks and buses, can exert significant forces on the pavement surface, subbase, and subgrade, leading to various forms of structural and surface distress. Some examples include alligator cracking, rutting, and potholes.

1 Non-load related pavement distress refers to the deterioration or damage in pavement that is not caused by traffic loads or vehicle weight. Instead, this type of distress typically results from environmental factors, material properties, construction practices, or other non-traffic-related causes. Examples of non- load related distress include longitudinal/transverse cracks, bleeding, block cracking, and weathering.

Quality Control Plan
1 Introduction
The need for quality control is paramount when performing data collection in any field, as it is essential for accurateplanning, analysis, anddesign.NCE’sQualityAssuranceManagementPlan(QAMP)affirmsthat:
NCEisdedicatedtoachievingtechnicalandmanagementexcellenceandtodeliveringprofessional engineering and environmental services that meet or exceed our clients' needs. NCE's Quality Assurance/Quality Control (QA/QC) Program is designed to achieve these goals. This QA Management Plan (QAMP) describes NCE's QA Program, which is based on four principles: client satisfaction, employee participation, problem prevention, and continuous quality improvements.
NCE'sQAMPestablishesminimumqualitystandardsforperformanceandprocedurestoensureourclientsreceive quality service. It requires the participation of employees at every level. It encourages project managers and technical staff to take pride in their work and assume responsibility for ensuring that the job is done correctly the first time. The QAMP is designed to reduce the incidence of quality-related and, where necessary, results in corrective actions and modification of work procedures to minimize the incidence of future problems.
NCE has also prepared detailed and specific quality control plans (QCPs) for projects; the most notable example is for the Long-Term Pavement Performance (LTPP) – Western Regional Support Contract for the Federal Highway Administration.Thisisa150-pagedocumentthat covers datacollection onhighways, includingdeflection, profile, pavement distresses, traffic, maintenance and rehabilitation history, materials testing and sampling, and document control.
1.1 Objectives
This document constitutes a formal QCP for the City of Pismo Beach. It was prepared in October 2025. The QCP focuses on data collection issues as part of the pavement management update. Specifically, it is intended for the 2025 Pavement Management Update. The focus is on the collection of network-level pavement distress data. As defined by the National Cooperative Highway Research Program Synthesis 401 Quality Management of Pavement Data Collection, “Network-level data collection involves the collection of large quantities of pavement condition data, which is often converted to individual condition indices or aggregated into composite condition indices.”
1.2 Structure
ThefollowingcomponentsareaddressedinthisQCP:
x Condition inspection procedures used
x Accuracyrequiredfordata collection
x Inspector qualifications and experience
x Safetyprocedures.

2.1 Condition Inspection Procedures
The governing document for performing condition surveys for the City of Pismo Beach is ASTM D6433, “Standard Practice for Roads and Parking Lots Pavement Condition Index (PCI) Surveys.” This protocol includes asphalt concrete (AC) pavements. The following distresses are collected:
AC Pavements
Alligator (fatigue) cracking
Bleeding
Block cracking
Bumps and sags
Corrugation
Depression
Edge cracking
Joint reflection cracking
Lane/shoulder drop-off
Longitudinal and transverse cracking
Patching and utility cut patching
Polish aggregate
Potholes
Railroad crossing
Rutting
Shoving
Slippage cracking
Swelling
Raveling
Weathering
Any exceptions to the ASTM procedures will be discussed with the City before any inspections are performed.
Exceptions are usually related to distresses or situations that are not covered in the manuals. Examples include slippage cracks, roller checkmarks, or edge cracking on streets with no curbs and gutters. Others include the raveling of surface seals or surveying the open-graded AC mixes. Any modifications will be documented and submitted to the City for approval.
All distress or condition inspections are performed as automated inspections, and the entire pavement is inspected. Field crews are typically composed of a two-person crew traveling in a van. The crew will collect and record visual distresses using equipment installed in the van.

Thedatawill besummarizedintosampleunitsand enteredintotheStreetSaver®database. Thesizeof thesample unit will be 2,500± 1,000 square feet as per ASTM D6433 protocols. In addition, the sample units will match the existing management sections set up in the StreetSaver® database. Before the inspection begins, the NCE team will perform two Field QC Steps. These are outlined as follows:
Step 1: Calibration
The first step in this process is having NCE’s field technician and AARB field manager meet in the field, drive a few roads, and review various pavement conditions in the City of Pismo Beach. This is a valuable exercise to calibrate or synchronize the team’s view of the various distresses and ensure a consistent product.
Step 2: Quality Control
The QC team independently reviews the pavement condition data collected on the City’s pavement network.
Since automated distress data collection differs from the walking protocols, this is required to ensure that the collected pavement data is consistent with those protocols.
Upto20 pavementsites wereselectedforqualitycontrolpurposes.Theyincludeda range of:
x Functional Classifications
x Pavementconditionorage
An independent NCE technician will select the 20 sites and perform a detailed walking inspection. The automated team will then perform a blind test on these sites and compare the results.
Acceptability Criteria
The types and severities of the distress must be the same and quantities within ±10% of each other. If corrections are required on more than 10% of the calibration sites, then four additional sites will be selected and compared.
This will continue until more than 95% of the calibration sites meet the acceptability criteria.
2.2 Accuracy Required for Data Collection
The accuracy required for data collection has two components, both of which are further described in the following paragraphs.
x Re-inspections
x PCIcomparisonswithpastinspections
Council Agenda 12-10-2025 03.A
Attachment 1
2025 Pavement Management Program Update
City of Pismo Beach
Quality Control Plan
2.2.1 Re-Inspection “Check”
At least 5% of all inspections are randomly re-inspected by other team members. A different inspector will review these sites and determine the revised pavement distress measurements. If the initial inspection is determined to be inaccurate, the original inspector is given refresher training before being allowed to continue with any further inspections. Should the data be inaccurate for a particular day, all the data for that day will be re-inspected following refresher training to ensure accuracy.
Acceptability Criteria
At the time of re-inspection, the actual distresses will be re-inspected and verified, and any corrections will be made, if necessary. Distress types and severities must be the same, and re-measured quantities must be within ±10%ofthe originalmeasuredquantity.
If corrections are required on more than 10% of the re-inspected sample units, then an additional 5% will be re- inspected. This will continue until more than 95% of the re-inspected sections meet the acceptability criteria.
2.2.2 PCI Comparisons with Past Inspections
As another level of quality control, the new PCIs are compared with the previous PCIs. These sections are automatically flagged for further investigation if they differ by more than ±10 PCI points.
If PCI increases 10 points
The section is investigated to see if a maintenance and rehabilitation event has occurred since the last inspection but which has not been recorded. This can only be resolved with feedback from the City. Typically, it may include activities such as:
x Cracksealing activities – changesmediumorhighseveritycracking tolowseverity x Patching activities - alligator cracking that has been removed and patched so that the resultant PCI is increased.
x Surfaceseals
x Overlay
Therefore, an up-to-date maintenance and rehabilitation history file in the StreetSaver® database is desirable, both for historical accuracy as well as to provide additional quality control.
If PCI decreases 10 points
The section is checked to see if the average deterioration rate (usually 3 to 4 points per year) is exceeded. No further action is required if the drop in PCI is within the acceptable range. If the drop exceeds the acceptable range, a re-inspection will be performed. The default performance curves in the pavement management software form the basis for acceptability.

2.3 InspectorQualifications and Experience
All NCE’s inspectors are required to attend formal training on condition distress inspections. For example, any of NCE’s inspectors working on the LTPP project are required to attend a week-long training workshop every year to maintaintheircertifications.TheRegional Transportation Commission (RTC) of Washoe County requires inspectors to be calibrated prior to performing any work using the ASTM D6433 protocols (also known as the pavement management inspections).
For pavement management (or ASTM D6433) inspections, NCE’s technicians underwent the Orange County Transportation Authority technician prequalification exercise held in December 2023.
Similarly,in agencies that use the StreetSaver
®system, NCE’s inspectors attend the distress training conducted by the Metropolitan Transportation Commission (MTC). After the formal training, technicians work with an experienced inspector before they are allowed to work on their own. Within the first month of working independently, up to 20% of their work is checked weekly. Any necessary corrections are made immediately.
Finally, NCE conducts a one-day training and calibration workshop annually for all NCE staff involved with data collection. The following table lists the inspectors assigned to this project and their most recent training date.

3 Safety Procedures
NCE administers a health and safety program in compliance with the Nevada Occupational Safety and Health Act (Section 618.383) and California Occupational Safety and Health Administration (OSHA) Title VIII, Section 3203.
The program is documented in NCE's Workplace Safety Program Manual, which can be provided upon request.
Generally,thesafetyproceduresinclude:
x Inspectors wear aClass 2 safetyvest at alltimes.
x Flashingbeaconsareplacedonallvehicles utilizedfor inspections. x Stopped vehicles are to be parked at locations away from moving traffic (nearby parking, shoulders, etc.).
x For streets with higher volumes of traffic, inspectors usually use the sidewalk and move in the face of traffic when conducting the survey. This will give them more time and better chances of escaping a dangerous situation involving incoming vehicles.
On streets where there is a high volume of traffic or high speeds, additional measures may be necessary, such as:
x Inspectionsoccurduringoff-peakperiodsoronweekends.
x Anadditional inspectorattendstowatchout fortraffic.
x Trafficflaggersareprovidedinextreme cases.
In extreme cases where walking on the pavement surface is impossible, inspections will be performed from sidewalks or raised medians. However, this is extremely rare for city or county roads/streets; this is most often encountered on state highways, and lane closures are the most likely option in that circumstance.
