Public comment submission on Agenda Item 12.C: Declaration of City-Owned Property as Surplus Land and Implementation of Procedures Under the State of California Surplus Land Act and Making a Finding of Exemption under the California Environmental Quality Act (Graham) for the February 3, 2026 Pismo Beach City Council meeting Dear Members of the Pismo Beach City Council:
I urge the City of Pismo Beach (City) to ensure that the Chapman Estate remains accessible to the public for recreational and philanthropic uses - as intended when it was gifted to and accepted by the City.
The history, architecture and unique sense of space make this property a gem of the community. Visit SLO CAL, the County-approved Tourism Marketing District lists the Chapman Estate under its historic attractions. Even the City prominently displays “Chapman Estate” on the sidebar menu on its official website.
Think about how different our lives would be if Dinosaur Caves Park was instead developed into a Hilton hotel. It almost happened, if not for the forethought of the City Council to seize an opportunity to create an enduring community landmark.
The Chapman Estate already has an established foundation that stands willing and committed to carrying to fruition the continued recreational use and public access of the property for all to enjoy.
On a recent visit to Big Sur, we stopped at Nepenthe Restaurant. On the menu, it describes how the Fassett family felt that the amazing vistas were too wonderful to keep to themselves.
It quotes owner Lolly Fassett as saying, “no individual can own it; it belongs to everyone,” This rings true, as well for a place as special as the Chapman Estate.
Sincerely yours,
Steven Wong
