A PROCLAMATION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA RECOGNIZING THE LAST WEEK OF MARCH AS GOVERNMENT
FINANCE PROFESSIONALS WEEK
WHEREAS, finance professionals serving the City of Pismo Beach are responsible for safeguarding public resources and ensuring transparency, accountability, and responsible stewardship of taxpayer and ratepayer funds; and
WHEREAS, these professionals play a critical role in managing complex budgets, complying with state and federal laws, maintaining accurate financial reporting in compliance with government accounting standards, overseeing enterprise funds for water and wastewater utilities, administering revenue sources such as transient occupancy taxes, business licenses, and sales taxes, and supporting long-term financial sustainability; and WHEREAS, the City of Pismo Beach operates in a complex fiscal environment influenced by California voter-approved measures such as Proposition 13, Proposition 218, and the Gann Appropriations Limit, as well as pension obligations through California Public Employees' Retirement System (CalPERS), requiring expert analysis and sound financial planning; and WHEREAS, finance professionals support the long-term fiscal sustainability of the City by preparing long-range financial forecasts, managing capital improvement planning for infrastructure such as water, wastewater, streets, and public safety facilities, and ensuring that public funds are used efficiently to deliver essential services to residents, businesses, and visitors; and
WHEREAS, these dedicated public servants often work behind the scenes to provide accurate financial information that enables informed decision-making by the City Council and supports the continued economic vitality of Pismo Beach as a premier coastal community; and WHEREAS, recognizing Government Finance Professionals Week during the last week of March highlights the dedication, integrity, and professionalism of these individuals who play a vital role in maintaining the City’s financial health and public trust.
NOW, THEREFORE, the City Council of the City of Pismo Beach hereby proclaims the last week of March as Government Finance Professionals Week and encourages all residents to recognize and appreciate the important work and contributions of finance professionals who serve our community.
