PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.G
Meetin Date: March 17, 2026
TITLE:

Purchase of SCBA Compressor and Oxygen Filling Station and Booster from Bauer Compressors
RECOMMENDATION:

Adopt a Resolution authorizing the purchase of one Bauer SCBA compressor and one Bauer oxygen filling station from Bauer Compressors for $126,822.64.

DISCUSSION:

A self-contained breathing apparatus (SCBA) is a critical piece of equipment that supplies breathable air via a mask to firefighters, protecting them from oxygen-deficient or other hazardous environments. The City’s current SCBA compressor is over 30 years old and parts are obsolete and annual servicing and repairs are costly when they can be done.

The SCBA compressor was scheduled to be replaced earlier but due to the Public Safety Facility (PSF) construction, we were able to delay the purchase. The City is able to use the state contracted pricing established for Cal Fire, saving staff time and assuring the best price.

Replacing the SCBA compressor is necessary for the following reasons:
Firefighter Safety: SCBA equipment provides breathable air in immediately dangerous to life or health (IDLH) environments. A reliable compressor ensures cylinders are filled to proper standards and pressure levels. Regulatory Compliance: Federal and state safety standards require breathing air systems to meet strict air quality specifications. Aging equipment increases the risk of non-compliance.
Operational Readiness: The Fire Department must maintain uninterrupted capacity to refill air cylinders during extended incidents, training, and mutual aid responses.
Cost Efficiency: Continued repairs on obsolete equipment are increasingly costly and do not provide long-term reliability. Replacement reduces maintenance expenditures and unplanned downtime.
Risk Management: Equipment failure during or after a major incident could delay response capability and increase liability exposure.

During the design of the new Fire Station at the PSF, fire personnel requested that an oxygen filling station be added. The Fire Department utilizes an oxygen filling station to refill medical oxygen cylinders used on fire engines. These cylinders are critical for providing life-saving care to patients experiencing respiratory distress, cardiac emergencies, trauma, and other medical conditions. Installing the oxygen filling station Council Agenda 3-17-2026 9.G-1

onsite reduces the need for personnel exchanging oxygen bottles at Airgas in San Luis Obispo and the cost associated with this service. Additionally, Fire Department staff was notified that as of January 1, 2026, the local oxygen provider in San Luis Obispo no longer offered this service, after which the closest oxygen provider would be located in Bakersfield.

Replacement of the oxygen filling station is necessary for the following reasons:
Patient Care & Life Safety: Medical oxygen is a critical component of basic life support treatment. Reliable filling capability ensures uninterrupted patient care during emergencies.
Operational Readiness: The Fire Department must maintain a constant supply of filled oxygen cylinders to support daily EMS responses, training, and large-scale incidents.
Regulatory Compliance: Oxygen systems must meet stringent safety, storage, and purity standards. Aging equipment increases the risk of non-compliance with health and safety regulations.
Cost Efficiency: Installing the oxygen filling station onsite reduces the need for personnel exchanging oxygen bottles at Airgas in San Luis Obispo and the cost associated with this service.

Both pieces of equipment were included in the design of the Fire Station at the PSF and are vital to the Fire Department’s emergency medical response capabilities.

Conclusion and Recommendation
Staff recommends the Council adopt a resolution (Attachment 1) authorizing the purchase of one Bauer SCBA Compressor and one Bauer Oxygen Filling Station from Bauer Compressors for $126,822.64.
_____________________________________________________________________ FISCAL IMPACT:

The fiscal impact of adopting the subject resolution is $126,822.64. The City’s FY 2026 budget includes sufficient budget to support this cost, including $68,000 in the Motor Vehicle Replacement Fund and $58,822.64 in the Capital Projects Fund Public Safety Facility budget to replace the Bauer SCBA Compressor and purchase the oxygen filling station. The available budget and estimated costs are shown in Table 1.
