RESOLUTION NO. R-2026-017
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONSTRUCTION CONTRACT WITH MAIN LINE ENGINEERING CONSTRUCTION, INC. FOR THE CLIFF AVENUE/OCEAN BOULEVARD UTILITY UNDERGROUNDING PROJECT IN THE AMOUNT OF $122,700; AND APPROPRIATING RELATED BUDGET ADJUSTMENTS IN FISCAL YEAR 2026
WHEREAS, the Cliff Avenue/Ocean Boulevard Utility Undergrounding project will remove two existing PG&E poles and install conduit underground from the intersection of Ocean Boulevard and Palisades Avenue to Cliff Avenue and Water Street; and
WHEREAS, undergrounding the existing overhead lines within the project area reduces the number of overhead utilities along the bluff and improves public views; and
WHEREAS, the project was advertised for construction and four bids were received on March 12, 2026 ranging in amount from $122,700 to $259,312; and
WHEREAS, the lowest responsible bidder is Main Line Engineering Construction, Inc. with a bid of $122,700; and
WHEREAS, professional services agreements for construction management and inspection services and cultural monitoring services are being executed under the Department Head’s authority in line with the City’s Purchasing Policy and Procedures.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to execute a construction contract with Main Line Engineering Construction, Inc., in substantially the form attached to staff’s report dated April 7, 2026, for the Cliff Avenue/Ocean Boulevard Utility Undergrounding Project in the amount of $122,700.
BE IT FURTHER RESOLVED that the City Council of the City of Pismo Beach hereby appropriates $101,263 in the Capital Projects Fund Cliff Avenue/Ocean Boulevard Utility Undergrounding project infrastructure account, supported by a $101,263 transfer from the Transaction Sales Tax Fund, and appropriates related transfers between funds in Fiscal Year 2026.
UPON MOTION OF Council Member Newton, seconded by Council Member Guthrie, the foregoing resolution was adopted by the City Council of the City of Pismo Beach this 7th day of April 2026, by the following vote:
AYES: 4 Newton, Guthrie, Reiss, Waage

ABSENT: 1 Inman
