TITLE:
Traffic Safety Committee Recommendation for 2655 Shell Beach Road Red Curb RECOMMENDATION:
Adopt a Resolution authorizing the installation of red curb at 2655 Shell Beach Road.
DISCUSSION:
At the March 12, 2026 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from a resident at 2655 Shell Beach Road to install yellow curb on the south side of the property’s driveway. The property consists of 26 units and includes a private parking lot accessed via the driveway on Shell Beach Road. There are three marked parking stalls along the property frontage; however, vehicles have been parking between the driveway and the last marked stall, creating sight-distance issues for vehicles exiting the parking lot.
The Engineering Division conducted a sight distance assessment to determine what, if any, parking restrictions were warranted at this location. Based on City Engineering Standard 123 it was determined that approximately 20 feet of red curb be placed along Shell Beach Road south of the driveway approach, extending from the ADA ramp to the first parking stall as shown in Attachment 1.A. The TSC concurred with the recommendation. If approved, the Public Works Department will install the red curb as described.
Conclusion and Recommendation
Staff recommends the City Council adopt a resolution (Attachment 1) authorizing the painting of red curb at 2655 Shell Beach Road as shown in Attachment 1.A.
FISCAL IMPACT:
There is no fiscal impact associated with staff’s recommended action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH, CALIFORNIA AUTHORIZING THE INSTALLATION OF RED CURB AT 2655 SHELL
BEACH ROAD
WHEREAS, the property at 2655 Shell Beach Road consists of 26 units with residents accessing a private parking lot via a driveway on Shell Beach Road; and WHEREAS, at the March 12, 2026 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from a resident to add yellow curb on the south side of the property’s driveway; and
WHEREAS, the Engineering Division conducted a sight distance assessment to determine if any parking restrictions were warranted at this location; and WHEREAS, it was determined, and the TSC concurred, that approximately 20 feet of red curb be placed along Shell Beach Road south of the driveway approach, extending from the ADA ramp to the first parking stall.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the installation of red curb at 2655 Shell Beach Road as depicted in Exhibit A.
