PISMO BEACH CITY COUNCIL STAF REPORT
Agenda Item #9.I
Meetin Date: Ma 5, 2026
TITLE:
Purchase of Replacement Vehicle for Fire Department; Related Budget Adjustments
RECOMMENDATION:
Adopt a Resolution:
1.Authorizing the purchase of one 2026 Yamaha FX Cruiser HO from PCP Motorsports in the amount of $18,308.18 and one Tilt Trailer from Southwest Trailer Sales in the amount of $6,690.77;
2.Accepting $14,000 in future grant revenues in Fiscal Year 2027 to reimburse the Motor Vehicle Replacement Fund; and
3.Appropriating related budget adjustments in Fiscal Years 2026 and 2027.
DISCUSSION:
The Fiscal Year (FY) 2026 Motor Vehicle Replacement (MVR) Fund budget includes $27,000 for the replacement of the Fire Department’s Rescue Water Craft (RWC) Boat and Trailer, including additional equipment needed to place the vehicle into service. Due to harsh conditions and ocean dynamics the boat and trailer operate in, staff recommends that the current RWC, Boat 64, and trailer be replaced.
Boat 64 (representative sample shown as Figure 1 below) and the trailer used to transport the boat are essential to maintain public safety on the beach. The RWC provides a critical long-term search platform for submerged or struggling victims that are outside of the surf zone such as beach visitors that are enjoying the surf zone and are swept out to sea in rip currents and become unconscious, storm creek crossing events that result in user and vehicle being swept out to sea, and long-term searches for missing persons. The purchase of the new RWC is vital in getting the quickest transportation to victims who cannot swim to shore on their own when seconds matter.
Figure 1. Representative Boat Type
In October 2025, the City’s Lifeguard Program applied for the 2025 Off-Highway Vehicle (OHV) grant in the amount of $14,000 for the replacement of the RWC-Boat 64. The San Luis Obispo County Parks and Recreation Commission recommended that the County Council Agenda 5-5-2026 9.I-1
Board of Supervisors approve the $14,000 2025 OHV grant, which is expected to be available July 1, 2026. The City’s Lifeguard Program has been 100% successful in obtaining grants from the Board of Supervisors as recommended by the County Parks and Recreation Commission.
The benefits of purchasing the vehicle prior to July 1, 2026 are:
The current RWC has frequent mechanical issues and is not reliable first-out response equipment.
The vehicle will be outfitted prior to the City’s peak summer season. Eligible to maintain the City’s USLA RWC certification.
Conclusion and Recommendation
Staff recommends that the Council adopt a resolution (Attachment 1) authorizing the purchase of one 2026 Yamaha FX Cruiser HO from PCP Motorsports in the amount of $18,308.18 and a Tilt Trailer from Southwest Trailer Sales in the amount of $6,690.77, accepting the future grant revenues in the amount of $14,000 in FY 2027 to partially reimburse the Motor Vehicle Replacement Fund for the purchase; and appropriating related budget adjustments in FY 2026 and FY 2027.
FISCAL IMPACT:
The fiscal impact of adopting the subject resolution is an additional expenditure of $34,998.95, offset by grant revenues of $14,000, for a net cost of $20,998.95. The FY 2026 Motor Vehicle Replacement (MVR) Fund budget includes $27,000 to replace Boat 64 (Vehicle number FDBoat64) including additional equipment needed to place the vehicle into service. As such, there is an expenditure shortfall of $7,998.95. Staff recommends that the Council appropriate an additional $8,000 in the FY 2026 MVR Fund capital outlay-automotive expenditure account to support the additional cost.
The San Luis Obispo County Parks and Recreation Commission recommended that the County Board of Supervisors approve the $14,000 2025 OHV grant, which is expected to be available in FY 2026. If approved by the Board of Supervisors, the funds will be available July 1, 2026.
Staff recommends that the Council appropriate an additional $14,000 in the FY 2027 MVR Fund state government grants account to reflect these grant revenues.
The available budget, costs, and proposed grant revenues are shown in Table 2 below.
