TITLE:
Purchase of Replacement Vehicle for Public Works Department Wastewater Division
RECOMMENDATION:
Adopt a Resolution authorizing the purchase of one replacement Public Works Wastewater vehicle (WW122) from Altec Industries, Inc. in an amount not to exceed $231,683.45 in Fiscal Year 2026.
DISCUSSION:
The Fiscal Year (FY) 2026 budget includes $200,000 for one new Ford 550 Super Duty Diesel, as a replacement for the current 2012 Ford 550 Super Duty Public Works wastewater vehicle, WW122.
This vehicle is used in the Public Works Utilities Division in daily operations to support the City’s wastewater collections system and Wastewater Treatment Plant and is vital to the City’s wastewater operations and emergency response. It is used to service and maintain the City’s twelve remote sewer lift stations and to remove/install heavy components such as pumps and motors. Staff utilizes the specialized crane to access and assist with the heavy work, often in elevated or difficult to reach areas. The vehicle allows staff to carry all needed tools and equipment to multiple job sites throughout the day and is stocked with all needed equipment for emergency response during power outages, pump failures and other critical equipment failures. The vehicle is also equipped with confined space safety equipment/supplies. The utility bed/crane was originally purchased in 2000 and mounted on the previous wastewater tool truck. The bed/crane was transferred to the current WW122 in 2012. The vehicle has significant amounts of corrosion and mechanical problems that limit the reliability and efficiency of the vehicle.
Staff located a Ford 550 Super Duty Diesel vehicle under the Altec Industries, Inc. (Altec) Sourcewell cooperative government purchasing agreement #110421 (Attachment 3).
The City’s Purchasing Policy authorizes cooperative purchasing agreements of this type, as the contract was competitively solicited, the vehicle meets the City’s specifications, and the pricing is approximately $45 thousand less than if the City procured this directly from the vendor. The Altec quote is provided as Attachment 2.
Conclusion and Recommendation
Staff recommends that the City Council adopt a Resolution (Attachment 1) authorizing the purchase of one replacement Public Works Department Wastewater vehicle from Altec in an amount not to exceed $231,683.45 in FY 2026.
FISCAL IMPACT:
The fiscal impact of adopting the subject resolution is $231,683.45 in the FY 2026 Motor Vehicle Replacement (MVR) Fund. The FY 2026 MVR Fund budget includes $200,000 Council Agenda 5-5-2026 9.J-1
for the replacement of the wastewater utility bed/crane vehicle No. WW122. To fully fund the estimated purchase cost, staff recommends that the Council appropriate an additional $32,000 in the FY 2026 MVR Fund capital outlay-automotive account. A summary of the current budget and estimated vehicle cost is provided in Table 1 below.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE PURCHASE OF ONE REPLACEMENT PUBLIC WORKS WASTEWATER VEHICLE (WW122) FROM ALTEC INDUSTRIES, INC. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the purchase of one replacement Public Works wastewater vehicle from Altec Industries, Inc. not to exceed the amount of $231,683.45 in FY 2026, in accordance with the quotations attached to staff’s report dated May 5, 2026.
BE IT FURTHER RESOLVED that the City Council of the City of Pismo Beach hereby appropriates an additional $32,000 in the Motor Vehicle Replacement Fund capital outlay- automative account budget in FY 2026.

AMENDMENT #1

CONTRACT # 110421-ALT
THIS AMENDMENT is effective upon the date of the last signature below by and between Sourcewell and Altec Industries, Inc. (Supplier).
Sourcewell awarded a contract to Supplier to provide Public Utility Equipment with Related Accessories and Supplies to Sourcewell and its Participating Entities, effective January 12, 2022, through December 27, 2025 (Contract).
NOW, THEREFORE, the parties wish to amend the Contract as follows:
1. Line item 2 in “Table 1: Proposer Identity & Authorized Representative” of the Proposal is modified to add the following: “Altec Teupen and Altec Fenex.”
