PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.C
Meetin Date: Ma 19, 2026
TITLE:

Purchase of Replacement Polaris Cart Vehicle for Fire Department RECOMMENDATION:

Adopt a Resolution authorizing the purchase of one 2026 Can-Am Defender PRO XT from Central Coast Yamaha Polaris Suzuki Can-Am in the amount of $32,605.88.

DISCUSSION:

The Fiscal Year (FY) 2026 Motor Vehicle Replacement (MVR) Fund budget includes $56,000 for the replacement of the Fire Department’s Polaris Cart 64 (vehicle FDCart64) and additional equipment needed to place the vehicle into service. This vehicle is partially supported by an $18,500 2024 Off-Highway Vehicle (OHV) grant. Due to ongoing electrical issues and transmission failures, continued repairs to Polaris Cart 64 are no longer fiscally responsible. Staff recommends replacing the current vehicle to ensure reliable operation, reduce maintenance costs, and support ongoing departmental needs.

A quote from Central Coast Yamaha Polaris Suzuki is provided as Attachment 2.

Cart 64 helps emergency crews reach people faster, start care sooner, and move patients out of crowded areas when larger vehicles can’t get through. It’s a simple, effective way to improve response in busy situations, making it essential for public safety in the city’s event-oriented environment. The purchase of the Polaris Cart (representative vehicle type shown as Figure 1 below) is vital in getting the quickest transportation to victims who are hard to access and may need critical medical care.

In October 2024, the City’s Lifeguard Program applied for the 2024 OHV grant in the amount of $18,500 for the replacement of the Cart 64. The San Luis Obispo County Parks and Recreation Commission recommended that the County Board of Supervisors approve the $18,500 2024 OHV grant, and those funds were available July 1, 2025.

During the City’s Mid-Cycle Budget process, the grant revenues were added to the MVR Fund for the replacement of Cart 64.

Conclusion and Recommendation
Staff recommends that the Council adopt a resolution (Attachment 1) authorizing the purchase of one 2026 Can-Am Defender PRO XT from Central Coast Yamaha Polaris Suzuki Can-Am in the amount of $32,605.88.

FISCAL IMPACT:

The fiscal impact of adopting the subject Resolution is an additional expenditure of $32,605.88, offset by grant revenues of $18,500.00, for a net cost of $14,105.88. The $18,500 OHV grant funds were appropriated in FY 2026 MVR Fund state government grants account to reflect these grant revenues.

The FY 2026 Motor Vehicle Replacement (MVR) Fund budget includes $56,000 to replace Cart 64 (vehicle number FDCart64) including additional equipment needed to place the vehicle into service and $18,500 of grant revenues.

The available budget, costs, and proposed grant revenues are shown in the Table 1 below.
