Dear Pismo Beach City Council and Planning Department

I am a part owner of 341 Franklin Dr., Pismo Beach, CA. 93449 I just recently found out that an agenda item on the May 19 City Council Meeting is the approval of the GP/LCP, Land Use Plan and EIR that will have an impact on our property as well as several others currently residing on Franklin Dr. Fortunately a neighbor sent me an email informing me of this meeting agenda item. I will not be able to attend the meeting but would like this email to become a part of the record. I am very disappointed that there has been no proactive community outreach on this especially knowing that what is proposed will have a major negative effect on the quality of life, safety, and property values of several parcels on Franklin. We haven't seen an EIR for review or a copy of any proposal that has been suggested in regard to the Tides Motel Development Project, beach access, or walkway. I know that approval of this proposed GP/LCP Land Use Plan and EIR will open the doors for the proposed coastal walkway between the Sea Crest and Wilmar. This walkway will have the largest impact on parcels on Franklin and Wilmar. I think we should have received notice and had an opportunity to speak with City Planners about or concerns.

My concern is additional traffic and parking on this short one way very skinny street will create a safety hazard and hinder fire trucks, emergency vehicles, and garbage trucks from getting through. Also, the safety of people walking alongside of the ravine with no designated sidewalk, additional light pollution, and structures that may block our view are a serious concern. There is no room for a sidewalk without back filling the ravine. If there is backfill done into the ravine it seems like a problem with wetlands removal, endangered species, and environmental impact issues since we haven't seen an EIR for review
If a bridge is considered, a bridge will block views of many neighbors and affect the value of our homes. The Wilmar side of the ravine is constructed with no place to put access on the south side of the bridge. This doesn't seem practical.

There is no room for parking on this street as it sits currently except for in front of the vacant lot about 3 houses down from the street corner. Since there are plans to build a 4 plex there going from Wilmar to Franklin, additional driveways will take away parking from what we currently have on Franklin, which is already impacted, so

obviously increasing parking demand would be prohibitive. Parking in front of our house number 341, and the neighbor to the west, is already nonexistent without blocking people in as it is barely 1 lane wide.

Allowing public access to the end of our currently quiet dead-end street that has no beach access or ingress egress from the North, West or South, will increase safety concerns as well as have a negative impact on property values. We all are concerned that a negative element during late hours may be brought into an otherwise peaceful safe location.

With this in mind, I would strongly urge the City Council hold off on its approval of the General Plan, LCP, Land Use Plan, and EIR until the property owners have had a chance to review it and work with the City on mitigation of our concerns. If this isn't possible, we would like it on record of our disapproval of a walkway along the bluffs that goes through and up Franklin Dr.

Sincerely,
Bradley W. Burris
