Dear City Council Members,
I am writing to share my concerns regarding the proposed General Plan/Local Coastal Plan update, particularly the elements related to the proposed public walkway extending along Franklin Street.

Based on the current proposal, I have several significant concerns:

Safety Risks: Franklin Street is a narrow, one-way street with limited space and no designated sidewalks. Increased pedestrian and vehicular traffic raises concerns about safety for both residents and visitors, especially near the bluff and ravine areas.

Emergency Access: Additional congestion could hinder access for emergency services, including fire and sanitation vehicles, which is critical on such a constrained roadway.

Parking Limitations: Parking is already limited on Franklin Street. Increased traffic and planned development may further reduce available parking, creating challenges for residents.

Environmental and Structural Considerations: Potential modifications such as widening the road or constructing a bridge across the ravine could impact the surrounding environment and neighborhood character.

Neighborhood Impact: Changes of this scale may affect property values, views, and overall quality of life for existing residents.

Given these concerns, I respectfully urge the Council to reconsider or delay approval of any components of the plan that would introduce these impacts without further study, community input, and clear mitigation strategies.

Thank you for your time and for considering the perspectives of residents who are directly affected by these proposed changes.

Sincerely,
Wendy Abe Fukushima, Pharm.D, FCSHP
361 Franklin Drive, Pismo Beach CA Resident
