PISMO BEACH CITY COUNCIL STAFF REPOR
Agenda Item #12.B
Meetin Date: June 2, 2026
TITLE:

Proposed Changes to Price Street Paid Parking Area, and Review of 330 Main Street Parking Lot Concept Design
RECOMMENDATION:

1. Direct staff to proceed with the following:
a.Upgrading parking infrastructure on Price Street by replacing individual parking meters with centralized parking pay stations (kiosks); b. Updating signage by placing paid parking instructional signs and decorative signs along the existing islands and parking meter poles along Price Street; c. Transferring the newly installed parking meters from Price Street to Cypress Street and Hinds Avenue;

2. Direct staff to return with a resolution extending the free (timed) parking time along Price Street from two hours to three hours;

3. Direct staff to move forward with a request for proposals for design of the 330 Main Street parking lot.

DISCUSSION:

This staff report addresses changes to paid parking, and free (timed) parking hours on Price Street, as well as a review of the concept parking lot design for the City-owned property at 330 Main Street.

Price Street Parking
Paid parking on Price Street is a valuable tool to ensure circulation along Price Street in the five blocks designated for paid parking. The current layout of the paid parking meters along Price Street has been described as confusing, causing customers to pay at the wrong parking meter. Staff attempted to remedy the confusion by installing medallions on the curb which corresponded with a specific parking meter, but staff continued to receive complaints. Staff has taken the complaints and recommendations and developed proposed changes to paid parking.

On December 2 2025, the City Council approved the purchase of 10 new paid parking stations (kiosks). Staff plans to install these parking kiosks strategically along Price Street, approximately mid-block, on both sides of the street, as shown in Figure 1 below.

Council Agenda 6-2-2026 12.B-1

Figure 1. Parking Kiosk Installation Locations
As staff planned the placement of the parking kiosks, special attention was given to the location of underground utilities, to avoid disruption to the entrances of businesses, and to ensuring ADA compliance. Parking kiosks on sidewalks provide a centralized safe area to pay for parking along Price Street. This upgrade is designed to improve convenience, increase reliability, and enhance the parking experience for visitors and businesses.

The paid parking meters along Price Street, once removed, will be transferred to the paid parking areas along Cypress Street and Hinds Avenue. The parking meters currently installed on those streets are older, out of warranty, and were scheduled to be replaced during the Fiscal Year 2026 and Fiscal Year 2027 budget cycles.

The transition to paid parking kiosks along Price Street also included staff working with a designer to refresh the paid parking signage as shown in Figure 2 below.

Figure 2. Refreshed Paid Parking Signage
The new informational signs will provide days and times for paid, timed, and free parking, and also offer instructions to conveniently pay for and extend paid parking. Examples of the added conveniences include payment at a kiosk (credit/debit cards, Apple pay or Council Agenda 6-2-2026 12.B-2

Google pay), text-to-pay, and a QR code which directs customers to an app-based payment system. The new parking informational signs will be placed at the end of each block and also affixed to a majority of the existing parking meter poles (double-sided).

The remaining parking meter poles will not be removed. Staff plans to install decorative signage to the remaining poles, providing a cleaner, more welcoming layout as shown in Figure 3 below.

Figure 3. Refreshed Decorative Signage
One decorative sign, constructed out of metal with a beach scene and solar lighting, will be placed at the end of each island. These signs are approximately eight feet tall. The existing parking meter poles will either have an instructional sign, or a smaller, decorative sign affixed to them along the islands. The small stub streets adjacent to the east side of Price Street in the paid parking area will also contain instructional signs on the existing parking meter poles. Once approved, this project will take approximately one month to complete following the delivery of all the new hardware and signage. Staff will work to complete the installation of this project (see Attachment 1 for Price Street Parking Area Design).

On May 5, 2026 the City Council directed two additional considerations for changes specific to Price Street parking for discussion at the May 20, 2026 Parking Advisory Committee (PAC) Meeting. The first item for consideration was to change the length of time for free parking on Monday through Thursday from two hours to three hours. The addition of one hour of free parking received full support from the PAC members in attendance at the meeting. The second item for consideration was the allocation of one free, unassigned parking pass for each brick-and-mortar business located in the downtown east of Dolliver Street, excluding businesses on Pomeroy Avenue. The second item received no support from the Parking Advisory Committee. 330 Main Street Concept Parking Lot Design
As the Public Safety Facility nears completion and the City looks toward moving the Police Department into its new facility on Bello Street, attention has shifted to the future use of the 330/320 Main Street property, which currently houses the temporary police station.

Once the Police Department has moved out of its temporary Main Street location, the portable buildings will be removed, and the existing residence will be demolished, allowing the site to be redeveloped into a new downtown parking lot. The current parking Council Agenda 6-2-2026 12.B-3

lot concept design creates a new, 25-space parking lot on Main Street, while also providing through connection to the existing parking lot located to the south of the site on Pomeroy Avenue. Connection to the adjacent parking lot will also require repaving and some restriping of the Pomeroy Lot. See Attachment 2 for a conceptual layout of the parking lot. The PAC reviewed and expressed support for the concept parking lot design at its May 20, 2026 meeting. The PAC generally expressed an interest in having the parking lot design incorporate bike racks if feasible.

In addition to the above referenced item, the City has also undertaken other safety and beautification improvements to Price Street. This has included removal of trip hazards, planning for the replacement of six palm trees (consistent with the City’s tree policy) in the corridor to replace dead trees, and repairs to crosswalks.

Alternatives

1. Continue research and design options for Price Street Paid Parking area.

Conclusion and Recommendation
Staff recommends the City Council direct staff to proceed with the upgrade to parking infrastructure on Price Street by replacing individual parking meters with centralized parking pay stations (kiosks); updating signage by placing paid parking instructional signs and decorative signs along the existing islands, poles, and parking meter poles along Price Street; and transferring the newly installed parking meters from Price Street to Cypress Street and Hinds Avenue.

Staff also recommends that the free parking period on Price Street Monday through Thursday be extended from two hours to three hours. Should Council direct the change from two-hour parking on Price Street to three-hour parking, staff will return at a future meeting with a resolution effecting the change.

Staff additionally recommends the City Council review and provide comment on the 330 Main Street Parking lot concept design and provide direction to prepare a Request for Proposals for design of the parking lot.

FISCAL IMPACT:

The fiscal impact of staff’s recommendation is estimated at $70,451.81 for 100 instructional signs, 10 tall metal signs, and 20 shorter, decorative metal signs. This would be supported by the Parking Enterprise Fund. Staff would return to the Council to appropriate the funds, depending on Council direction. The removal of existing paid parking meters and the installation of the new kiosks and signage will be completed by IPS, the City’s parking kiosk vendor, as well as staff.

The total estimated cost for the upgrade to the Price Street Infrastructure includes the following:

Council Agenda 6-2-2026 12.B-4

1. Instructional signs have been designed by Digital Magic Signs. Staff received a quote of $27.25 for each sign. The total for 100 signs, including an artwork fee, taxes, and a $250 IPS referral discount is $3,249.81.

2. Southpaw Sign Co. designed the tall metal signs with solar light signs as well as the shorter, decorative metal signs. The cost for each tall metal sign is $3,200. The cost for the smaller decorative sign is $1,504. Staff plans to install ten tall metal signs and 20 small decorative signs at a total cost, including sales tax, of $67,202.00.
