TITLE:
Modification of Price Street Parking Time Limits From 2 Hours To 3 Hours, Monday through Thursday, Year-Round
RECOMMENDATION:
Adopt a Resolution establishing Time Limits for the Parking of Vehicles in the Downtown Parking District Pursuant to Municipal Code Chapter 10.08; Rescinding Resolution R- 2016-068.
DISCUSSION:
On June 2, 2026, the City Council reviewed the timed parking regulations on Price Street and directed staff to return at a future meeting with a resolution to amend the parking time limit from 2 hours to 3 hours, Monday through Thursday, consistent with the recommendation from the Parking Advisory Committee.
Chapter 10.08 of the Pismo Beach Municipal Code grants the City Council authority to set parking hour limitations on City streets. Such limitations or restrictions shall be implemented by resolution of the Council, specifying the streets, lots, and public areas and limitations or restrictions on driving, standing, stopping or parking therein, followed by proper signposting of the street, lot, or public area.
Recommendation
Staff recommends the Council adopt a resolution (Attachment 1) to increase the timed parking limit on Price Street from 2 hours to 3 hours, Monday through Thursday, year- round, and rescinding resolution R-2016-068, which established the prior regulations.
FISCAL IMPACT:
There is no fiscal impact associated with staff’s recommendation. The enforcement of a modified time limit for the subject paid parking district is not anticipated to affect the existing adopted budget.

RESOLUTION NO. R-2026-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA ESTABLISHING TIME LIMITS FOR THE PARKING OF VEHICLES IN
THE DOWNTOWN PARKING DISTRICT PURSUANT TO MUNICIPAL CODE CHAPTER 10.08; RESCINDING RESOLUTION R-2016-068
WHEREAS, Pismo Beach Municipal Code Section 10.08.010 provides the City Council authority to restrict, by resolution, the parking of vehicles upon any public street in the City, provided that such streets are properly signposted or marked; and WHEREAS, the City Council finds that the public and local businesses will best be served and more efficient use of parking will be achieved, by designating certain streets in the Downtown Parking District for restricted seasonal and year-round timed parking.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach that:
1.Resolution R-2016-068, which established the prior timed parking regulations, is hereby rescinded;
2.The following timed parking zones are hereby established:
a.A restricted 3-hour parking zone for certain streets in the Downtown Parking District, to be enforced seasonally between June 1st and September 30th, from 10:00 a.m. to 6:00 p.m., 7 days a week, as depicted in Exhibit A; b.A restricted 3-hour parking zone for Price Street in the Downtown Parking District, to be enforced year-round from 10:00 a.m. to 6:00 p.m., Monday through Thursday, as depicted in Exhibit A.
