As shown in Table 1, the preliminary estimate of revenues of the Parking Enterprise Fund at the end of the fourth quarter of FY 2026 (ending June 30, 2026) totaled $3,637,001, which is 0.6% less than parking revenues compared to the same period in FY 2025. This slight decrease is primarily due to outstanding FY 2026 parking citation revenues that have not yet been received. The decrease is largely offset by higher parking kiosk and meter revenues.
Operating expenses at the end of this same period, which include personnel costs, operating expenses, and contract services, totaled $1,594,724, which is 6.1% less than operating expenditures through the fourth quarter of FY 2025. The primary reason for this decrease is fewer personnel costs due to staff vacancies. The projected net operating income (revenues less operating expenses) through the fourth quarter of FY 2026 is $2,042,278. After accounting for one-time expenditures of $328,081, the projected ending balance of the Parking Enterprise Fund at the end of the fourth quarter is $4,064,084.
In addition to the ongoing expenses, there are one-time budgeted costs of $656,637 for one-time projects. These projects include $300,000 for the Public Safety Facility project to support the parking functions and related public safety support of parking functions; $150,000 for converting 320 and 330 Main Street lots to parking lots (which has been increased to $900,000 in FY 2027), $130,000 for lighting for the Price and Dolliver Street parking lots; $55,817 for the Addie Street Parking and Access Improvements project; $11,965 for additional parking meters; $4,855 for other projects; and $4,000 for a radio system upgrade and reliability project. After considering these one-time costs of $656,637 and assuming the remaining budget of $328,556 is either spent or carried forward to next fiscal year, the projected available fund balance is $3,735,528.
Parking Initiatives
The City has finalized an agreement with IPS Group for parking enforcement-related services. Parking and Police Department staff are currently coordinating with IPS on the transition to its integrated parking management platform. The implementation process is expected to take approximately 60 to 90 days, with the transition of services anticipated in late October.
IPS provides integrated parking management solutions, including citation processing, permitting, payment collection. The City is transitioning parking enforcement payments and related services to the IPS platform, which will integrate with the City's existing IPS and Vigilant license plate recognition technology. This integration will streamline citations, payments, permitting, and request-for-dismissal processing while reducing administrative workload. The transition is expected to improve both operational efficiency and the customer experience through more consistent and user-friendly parking services.
Staff continues to focus on improvements to the Paid Parking Program, particularly along Price Street. The new centralized paid parking kiosks have been delivered and are currently being programmed for their specific locations. Staff has also completed the design of new parking signs reflecting the recently approved three-hour parking regulations on Price Street. In addition, updated paid parking signs identifying revised Council Agenda 8-18-2026 9.C-2

payment options and hours of operation have been designed and will replace all existing paid parking signage on Price Street and throughout the City's paid parking lots.

TITLE:
Encroachment Agreement to Allow a Retaining Wall and Concrete Pavers in the City Right-of-Way along Ocean Boulevard
RECOMMENDATION:
Authorize the City Manager to execute, and the City Clerk to record, an Encroachment Agreement for 728 Ocean Boulevard to allow a retaining wall and concrete pavers in the City right-of-way.
DISCUSSION:
The applicant, Lois M. Barber Living Trust, currently owns the property at 728 Ocean Boulevard. The property was recently approved for demolition of the existing single-family residence and construction of a new single-family home.
On May 21, 2024, the City Council adopted Resolution R-2024-031, establishing a residential sidewalk policy. The policy states that "development of residential sidewalk in qualifying cases shall only be required if, on a per-block basis, the street frontage on the side of the street where the project is located currently has 50% or more existing sidewalk." In accordance with this policy, installation of a new sidewalk is not required as part of this project.
Due to the property's unique shape and constrained site conditions, portions of the project improvements extend into the City right-of-way. These improvements include site retaining walls and concrete pavers. The site retaining walls are necessary to accommodate the proposed driveway, which provides access to a basement-level garage. Because sidewalk is not required under Resolution R-2024-031, these improvements will be accommodated within the area of the right-of-way that would have otherwise been reserved for sidewalk construction.
The proposed encroachment has been reviewed by the Public Works Department and has been determined to pose no threat to public health or safety. If approved, the Encroachment Agreement will allow the site retaining walls and concrete pavers to remain within the City right-of-way while requiring the property owner, and any successors in interest, to assume full responsibility for the maintenance, repair, replacement, and liability associated with the encroaching improvements. The Encroachment Agreement also provides the City with the authority to require removal or relocation of the encroachments, at the property owner's sole expense, should the City need to utilize the right-of-way in the future.
Conclusion and Recommendation
Staff recommends that the City Council authorize the City Manager to execute, and the City Clerk to record, the Encroachment Agreement (Attachment 1) for 728 Ocean Boulevard.

In the event the Applicant’s policy of insurance cannot be endorsed to provide this notice of cancellation, the Applicant shall provide the City notice of such cancellation, in writing, not later than twenty-four (24) hours following the effective time of such cancellation. The City shall be named as an additional insured via endorsement of the insurance policy. The City Attorney may waive the additional insured requirements if The City Attorney determines that the proposed encroachment will not constitute any significant possibility of City liability, or if such a policy is not commercially available to the Applicant. If such a policy is commercially available, additional costs to the Applicant in obtaining such a policy shall not be a basis upon which the additional insured requirement will be waived. Furthermore, the act of waiving this additional insured endorsement requirement shall not be construed as a waiver of any other right the City may have relating to this Agreement and/or the work permitted. If the Applicant fails to provide sufficient insurance to meet the obligations of this paragraph, the Applicant agrees that any expenses incurred by the City as a result of the improvements authorized by this Encroachment Agreement may be recorded as, and shall constitute, a lien upon the real property of the Applicant in favor of the City.

PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.F
Meetin Date: u ust 18, 2026
TITLE:
Designation of Price Canyon Road as a Safety Corridor
RECOMMENDATION:
Adopt a Resolution designating Price Canyon Road as a Safety Corridor per California Vehicle Code §22358.7 and adopting a speed limit of 35 miles per hour from the US Highway 101 Bridge to 600 feet north of Solar Way and a speed limit of 40 miles per hour from 600 feet north of Solar Way to the City limit.
DISCUSSION:
Price Canyon Road is a critical regional link connecting Pismo Beach and San Luis Obispo, providing access to agriculture, the regional airport, oil production facilities, manufacturing businesses, and residential areas between the two cities. The roadway also carries substantial regional commuter traffic, serving as the connection between Highway 227 and Highway 101. Price Canyon Road is a two-lane arterial roadway with a posted speed limit of 45 miles per hour (mph) between the US Highway 101 Bridge and the City limits located approximately 1,045 feet east of Lemoore Street.
Due to the significant regional traffic volume on this roadway and the extensive westbound queueing that results during peak hours, staff contracted with Central Coast Transportation Consulting to conduct traffic counts on Price Canyon Road and evaluate potential updates to speed limits and traffic signage to increase safety and reduce the likelihood of rear-end collisions. This effort updates the City’s existing Engineering and Traffic Survey for this roadway segment, which was prepared in 2020. The California Vehicle Code (CVC) requires that Engineering and Traffic Surveys be updated every 7– 14 years to maintain enforceability of speed limits.
Since the completion of the 2020 survey, amendments to the CVC have authorized additional reductions in speed limits when a roadway is designated as a “Safety Corridor” pursuant to CVC §22358.7. A Safety Corridor is defined as a roadway segment within a jurisdiction that experiences the highest number of serious injury and fatal traffic collisions and may not exceed one-fifth of the overall roadway network.
The consultant reviewed available collision data and determined that Price Canyon Road meets the criteria for designation as a Safety Corridor. Based on its analysis, the consultant recommends designating Price Canyon Road as a Safety Corridor per CVC §22358.7 and establishing the following speed limits:
Price Canyon Road (US 101 Bridge to 600 feet north of Solar Way) – 35 mph Price Canyon Road (600 feet north of Solar Way to City Limit) – 40 mph Council Agenda 8-18-2026 9.F-1
Packet Page 35
In addition, the consultant recommends replacing existing non-reflective traffic signs and installing a “Watch for Stopped Traffic” warning sign as identified in the signage plan included with its memorandum of recommendations (Attachment 2).
While this evaluation focused specifically on Price Canyon Road, the Fiscal Year (FY) 2027 budget includes funding for a comprehensive citywide traffic study that will update and evaluate traffic conditions throughout the City. The recommendations contained in the consultant memorandum are intended to address current safety concerns on Price Canyon Road and may be supplemented by future recommendations resulting from the citywide study.
Conclusion and Recommendation
Staff recommends that the Council adopt a resolution (Attachment 1) designating Price Canyon Road as a Safety Corridor per CVC §22358.7 and adopting a speed limit of 35 mph from the US Highway 101 Bridge to 600 feet north of Solar Way and a speed limit of 40 mph from 600 north of Solar Way to the City limit.
FISCAL IMPACT:
The fiscal impact of adopting the attached resolution is approximately $1,200 to fabricate and replace the recommended signage. There is sufficient budget in the Public Works Facilities Division Streets Operating Supply and Maintenance account in FY 2027 to support this cost.

MEMORANDUM
Date: June 17, 2026
To: Ryan Provost, City Of Pismo Beach Public Works Department From: Michelle Matson and Joe Fernandez, CCTC
Subject: Price Canyon Road, Pismo Beach – Sign Recommendations This memorandum summarizes the recommended signage on Price Canyon Road within the City of Pismo Beach. We recommend reducing the speed limit, installing additional warning signage, and replacing old signs as shown on the attached sign plan. The following sections summarize the existing conditions and speed limit and sign recommendations.
EXISTING CONDITIONS
Price Canyon Road is a two-lane arterial with a posted speed limit of 45 miles per hour. The road is within the City of Pismo Beach between the US Highway 101 Bridge and 1,045 feet east of Lemoore Street. A seven day vehicle volume count was conducted on Price Canyon Road between Dell Court and Lemoore Street in May 2026. The average daily traffic (ADT) was 7,200 vehicles per day. The count is attached.
SPEED LIMIT AND SIGN RECOMMENDATIONS
The California Vehicle Code (CVC) requires that Engineering and Traffic Surveys (E&TS) be updated every seven to 14 years to maintain enforceability of speed limits by the local Police Department. The current E&TS for Price Canyon Road was prepared in October 2020. Since that time there has been changes to the CVC allowing for additional reductions in determining the speed limit if the roadway has been designated as a “Safety Corridor” per CVC 22358.7. Per the California Manual on Uniform Traffic Control Devices (CAMUTCD), a safety corridor shall be defined as a roadway segment within an overall roadway network where the highest number of serious injury and fatality crashes occur and shall not exceed one-fifth of the overall roadway network.
Collision data was obtained from the California Crash Reporting System (CCRS) and City Police for the most recent three years (December 2022 to November 2025). Six automobile right-of-way violation collisions were reported on Price Canyon Road including five non-injury collisions near the Bello Street intersection and one severe injury collision occurred just east of the Lemoore Street intersection. Citywide, four severe injury and one fatal collision were reported as summarized in Table 1.

2Price Canyon Road, Pismo Beach – Sign Recommendations
Central Coast Transportation Consulting June 17, 2026
Table 1: City of Pismo Beach Severe Injury and Fatal Collisions
The roadways where severe injury and fatal collisions are occurring represent less than one fifth of city roadways. We recommend designating Price Canyon Road and the other roadways listed in the table above as safety corridors per CVC 22358.7.
We recommend the following speed limits as documented in the attached E&TS:
xPrice Canyon Road (US 101 Bridge to 600 feet north of Solar Way): 35 miles per hour. xPrice Canyon Road (600 feet north of Solar Way to City Limit): 40 miles per hour.
We also recommend replacement of older non-reflective signage and the installation of a WATCH FOR STOPPED TRAFFIC sign. The recommendations are shown in the attached sign plan.
Please let us know if you have any questions.

PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.G
Meetin Date: u ust 18, 2026
TITLE:
Amendment #1 with Wallace Group for the Shell Beach Shared Use Path Extension Project
RECOMMENDATION:
Adopt a Resolution authorizing the City Manager to execute Amendment #1 to the Agreement with Wallace Group for the Shell Beach Shared Use Path Extension Project to incorporate additional scope under the existing contract cost.
DISCUSSION:
The Shell Beach Road Shared Use Path (SBSUP) Extension project includes Phase 2 (from Avila Beach Drive to Spyglass Drive) and Phase 3 (Spyglass Drive to Terrace Avenue). On November 19, 2024, the City Council adopted Resolution R-2024-063, awarding a contract to Wallace Group (Wallace) in the amount of $926,857 for engineering design services for Phase 2 of the project. Design Phase 2 is funded through a combination of Trade Corridor Enhancement Program (TCEP) and Surface Transportation Block Grant Program funds totaling $1,008,000.
Construction of the project was intended to be funded as part of the overall $65 million TCEP funding for Caltrans’ Five Cities Multimodal Transportation Network Enhancement Project, which also includes the US 101 southbound managed lane project and a park and ride lot on Price Street south of Mattie Road. However, the construction cost came in higher than expected, leaving a shortfall of funding for the SBSUP. The City and The San Luis Obispo Council of Governments (SLOCOG) worked together to reduce the scope of the Phase 2 project to fit the programmed TCEP construction budget. A scope change request was submitted to the California Transportation Commission (CTC). On June 9, 2026 the City was notified that the CTC did not approve the scope change request, and the TCEP construction funding lapsed.
Staff has been working with SLOCOG to find an alternative funding strategy for construction. Staff plans to pause work on Phase 2 and beginning preliminary design of Phase 3 in order to prepare a combined Phase 2 and Phase 3 project to submit for a future Active Transportation Program (ATP) grant application. Currently there is $288,967 in Surface Transportation Block Grant Program funds remaining from the Phase 2 design budget. SLOCOG has confirmed that these funds can be applied to the design of Phase
3.Wallace’s existing Phase 2 design contract has $224,119 remaining of the original contract budget and has provided a proposal for a scope amendment to begin survey and right of way boundary work on Phase 3. This additional scope will be completed under the current contract cost and no additional budget is requested at this time.
Staff anticipates additional funding will be available through SLOCOG this fall and will return to Council to seek approval for a contract amendment to complete design of Phase 3 and appropriate additional grant funds at that time.

Subject: Shell Beach Road Shared Use Path (SBRSUP) –Contract Amendment #1 Dear Eric,
Wallace Group and our partners are pleased and grateful for the opportunity to continue to support the City and regional partners with the Shell Beach Road Shared Use Path (SBRSUP) project. We respectfully present this request for approval of additional services based on our discussions. This request is a rescoping to apply remaining budget from last billing to Data Collection and Base Mapping services with supporting budget applied toProject Management and meetings. On a concurrent path San Luis Obispo Council of Governments (SLOCOG) is seeking to provide additional programmed support for an extension of the path design to the south, for Caltrans interface as the path is expected to need state right of way, and grant funding for final design and construction.
PROJECT UNDERSTANDING
The intent of this contract amendment is to pause further significant development of final designand other activities in Segment 2 and redirect remaining funds to pursue an extended project limits with overall scope of the project to include both Segment2 (Spyglass Drive to Avila Beach Drive) and 3(Terrace Avenue to SpyglassDrive). The effort described herein focuses primarily on survey work for the segment described below:
x Segment 2 (Spyglass Drive to Avila Beach Drive): Survey in this area will be augmented to overlap into state right-of-way in both segments 2A and 2B where it is anticipated that improvements will need to encroachinto those areas. x Segment 3 (Terrace Avenue to Spyglass Drive): Wallace Group will complete topographic and boundary survey for this added segment. The design of this segment is expected to include extension of the current trail on the east side of Shell Beach Rd to just south of the intersection at Spyglass Dr. To accommodate the expected widening of the existing corridor for a trail, encroachment into State right of way is expected.
Additionally, the design is to include sidewalkgap closures at various points along the westside of Shell Beach Road.
The following revised scope of services includes work required to pausethe prior final design scope, continue thesupport for City/SLOCOG/Caltrans interactions, and to complete survey of Segment 3.

SCOPE OF SERVICES
Task 1: Project Management, Meetings
This task includes Project Management and Meetings up to $25,000.
Task 1.1 Project Management
This task consists of project management and coordination throughout the duration of the project, including preparing monthly invoiceswith written project updates, and budget tracking. This task will also cover miscellaneous needs for project close out of the prior scope and continued support for City/SLOCOG/Caltrans Interactions.
Task 1.2 Meetings
The Wallace Group Project Manager will meet with the City Project Manager on a monthly basis to maintain communication and provide progress updates. Wallace Group will coordinate and attend review meetings expected for coordination with the County of San Luis Obispo and/or Caltrans staff. We assume that these meetings will be virtual and will be attended by the Wallace Group Project Manager and other key team members as Wallace Group deems appropriate. Wewill prepare an agenda for each meeting and follow up with relevant notes and action item listings.
Deliverables:
x Status reports and invoicing
x Schedule and updates
x Meeting agendas and notes
Task 2: Data Collection and Base Mapping
Task 2.1 Record Drawings Research
Wallace Group will add to our current records of the corridor, review, and incorporate record drawings, as-built improvement plans, and maps covering the extended project area. Wallace Group has a substantial library of record drawings for this corridor from our experience on the preliminary design. We anticipate supplementing these files using a Caltrans information request to obtain additional record drawings along US 101 and Shell Beach Drive from Spyglass Drive to Terrace Avenue. Utility atlas maps will also be obtained and incorporated as discussed in Task 2.3.1. Once the topographic drawing is completed, the record drawings, atlas maps, and as-builts will be used to reflect known elements onto the base map. This is an important step to reflect approximate utility locations and sizes, as well as to pick up background information.
Although no formal deliverable is anticipated to separately result from this task, we will save copies of this information as future reference for the base file and project plans as appropriate.

Task 2.2 Topographic and Boundary Survey
Task 2.2.1 Topographic Survey
The survey mapping will be constrained horizontally to the California Coordinate System of 1983 (CCS83), Zone 5 projection and vertically to the North American Vertical Datum of 1988 (NAVD88) and will be completed at a mapping scale of 1” = 20’ feet with one foot contour interval digital terrain model surface.
Survey control stations will be set near the edges of the project mapping limits so that they are likely preserved and available for construction survey staking control through construction along the route of the proposed improvements.
Wallace Group will again team with Aerotech Aerial Mapping to provide the additional aerial mapping and a digital terrain model for the project area within the approximate limits shown in blue in Figure 1. The aerial imagery will be used to provide planimetric features, such as edges of pavements, hardscape, brush and drip lines, signs, utility poles, and other items typical to standard practice. The compiled mapping will be completed at a mapping scale of 1” = 20’ with a one-foot contour interval.

The aerial mapping will be augmented by limited field survey to locate significant features not visible by aerial mapping techniques. Such visible features may includeedges of pavements, curb, gutter, sidewalk, driveways, walls, fences, street signs, road striping, utility poles and structures, overhead utility lines, manholes, inlets, subsurface drainage system flow lines, culvert diameters, utility markings, fire hydrants, buildings, brush and vegetation lines, and other items typical to standard practice. In this area we will also measure the invert elevation of storm and sewer structures and show the approximate size, material, and direction of flow of the pipes entering and existing these structures. Trees greater than four inches in diameter measured at four feet above ground and within the red mapping limits shall be located with their trunk size and drip lines depicted.
We will also collect measurements at the approximate conform locations described below:
1. Pavement conforms for the proposed path along the northeasterly side of Shell Beach Roadin Segment 3.
2. The proposed sidewalk location, highlighted magenta in Figure 1.
3. Two ADA conform locations, highlighted green in Figure 1.
4. Pavement conforms along the northeasterly side of Shell Beach Road for the road realignment in Segment 2A.
5. Pavement conforms along the eastern side of Shell Beach Road for the block wall and drainage improvements in Segment 2B.
For currently expected pavement conform measurements we will collect cross sections at an approximate 25 feet intervals along the northeasterly side of the mapping area, this includes one pavement measurement approximately five (5) feet from theedge of pavement, one at the edge of pavement, and additional existing ground measurements beyondthe cross- section locations that may have the ground obscured in the aerial mapping.
The conform measurements for the proposed sidewalk location will consist of collecting cross section measurements at approximate 25 feet intervals. These conform cross sections will include a pavement measurement at approximately five (5) feet fromthe edge of pavement and conform data beyond the pavement to the face of adjacent buildings or to fencing or walls.
The ADA conform locations will be mapped at a level of elevation detail and accuracy for the purpose of ADA design and will include approximately 100 to 150 linear feet of road length, with a cross-section spacing interval of every 10 feet. Each cross section will include measurements from five (5) feet behind the edge of sidewalk, assuming no obstructions exist such as buildings or fences to 10 feet into the roadway. The survey base map within this area will be prepared at a scale of 1" = 10' with a one-foot contour interval.

In addition to the pavement conform measurements in Segments 2A and 2B, tree locations will be located in the Caltrans encroachment areas.
In the area shown in red in Figure 1we expect to supplement the aerial mapping due to vegetative canopy obscuring the ground elevation. Where the existing ground elevation cannot be determined by aerial mapping techniques, we will collect cross section measurements at approximate 50 feet intervals within these highlighted red areas, including within the State right of way. We are assuming a Caltrans Encroachment permitfor surveying purposes will be required, and we have included this processing in our budget. We are also assuming that Caltrans will require traffic control and the shutting down of the shoulder for the work in these areas. Wallace Group will coordinate with a traffic control vendor to provide appropriate safety signage. For budge ng purposes, we have es mated that two (2) days of traffic control by the vendor will be sufficient.
For budgeting purposes, we have included five (5) -10 hours field survey days to complete the mapping work along with associated office time and have assumed that if outreach to propertyowners is desired it will be completed by the City of Pismo Beach.
Wallace Group will plot road construction alignments for Shell Beach Road. For US 101, the Caltrans right of way maps will be used for the alignment control, and for the City of Pismo Beach roads we will base the alignmentsoff provided record maps and document information, or the team will create best fit alignments. The road alignment will be compiled in a single Civil 3d, 2024 or newer, drawing file, and be part of our survey base map and deliverables.
Task 2.2.2 Right of Way and Easement Mapping
We expect to locate sufficient monuments to determine the right of way for the area shaded blue in Figure 1. The lines will be established based on a review of both Caltrans Right of way maps and available County of San Luis Obispo record maps. We will map easements shown on said maps or documents provided by the client. We anticipate locating sufficient monuments to extend the record right of way as shown shaded in blue in Figure 1. For budgeting purposes, we have assumed that the Citywill be providing the preliminary title report(s) for the adjacent properties where easement plotting is necessary and that up to 10 easements will be plotted.
For budgeting purposes, we have assumed that monument material discrepancies discovered during this task will be addressed as part of the record of survey map deliverable in Task 2.2.3.
If Task 2.2.3 is not completed and a record of survey or corner record is required per Sections 8762 and 8771.6 of the California Business and Professions Code this will be a City responsibility to fund that effort as it is currently not anticipated or included. If required, this will be discussedwith the City staff and Wallace Group will provide initial estimate of additional cost. Wallace Group survey staffwill diligently pursue this effort on a time and material basis andwill provide monthly updates.

Task 2.2.3 Property Transfer Support
This project is envisioned to encroach into State right of way at multiple locations. Wallace Group will prepare right of way transfer exhibits for these areas to define the location of the existing right of way or access control line, proposed improvements, and the proposed revised right of way limits for coordination with Caltrans. This task includes time to coordinate with Caltrans (up to two virtual meetings) to refine the property transfer process described in Task
2.2.4. We will also work with the City and Caltrans to assess if the property needs to be transferred or if the improvements can be accommodated in State right of way through an Encroachment Policy Exception (EPE) and Maintenance Agreement or other such vehicle.
Wallace Group has also assisted the City with legal descriptions and exhibits for two properties the City is facilitatingrights to along this corridor as part of other typical aspects of the property development or reconciliation of existing facilities. This ought to be a minimal effort to finalize as the City review comments are expected to be minimal in nature, and no changes to the previously defined areas will be needed.
ADDITIONAL SERVICES
Wallace Group can provide additional services not explicitly contained in this scope but desired by the City, directly or through sub-consultants, as additional services upon request with authorization of necessary additional budget.
TO BE PROVIDED BY THE CLIENT
x If a new DIR # is to be assigned the City will provide the DIR Project Number for this project. This is required to be in compliance with State of California Prevailing Wage laws.

Agenda Item #12.A
Meetin Date: u ust 18, 2026
TITLE:
Review of Information Technology (IT) Project Updates
RECOMMENDATION:
No action required; information only.
DISCUSSION:
This staff report updates the Council on the status of the new Technology Master Plan, updates on completed or near completed key IT projects, and updates on customer service performance metrics of the City’s IT helpdesk.
Technology Mater Plan
The City Council approved the five-year Technology Master Plan (TMP) in November 2022. The TMP outlines the City’s technology needs through FY 2028 and was developed through a comprehensive planning process led by a consultant, who interviewed staff across departments to identify needs, strategies, goals, and objectives. Staff then prioritized these initiatives based on operational importance and feasibility. The TMP identifies 43 initiatives, each with estimated budgets, and recommends phased implementation and funding over a five-and-a-half-year period from Fiscal Year (FY) 2023 through FY 2028. An update on the progress of FY 2026 TMP projects is provided below, followed by a summary of the projects scheduled and funded for FY 2027.
FY 2026 Projects
Laserfiche Cloud Migration – Laserfiche is the City’s electronic document management system (EDMS) and is the long-term repository of the City’s electronic records. Moving this mission-critical application to the cloud reduces ongoing costs, provides the latest features, and increases the City’s business continuity. As part of the migration, IT staff coordinated the uploading of over 3 terabytes of data to Laserfiche Cloud, 47 workflows, and 29 electronic forms. The Police Department’s portion of the Laserfiche system is still hosted onsite due to California Department of Justice requirements for law enforcement systems. Laserfiche is in the process of obtaining certification of Laserfiche Cloud for law enforcement and IT is planning to move the Police Department’s portion once it is certified. Multi-factor and Single Sign-On (SSO) – Staff expanded the City’s multi-factor and SSO system to the City’s financial management system, Microsoft 365 app (formerly Office), virtual private network (VPN) client, Adobe accounts, and password management application. This reduces the number of passwords that staff need to memorize, ensures the systems comply with the City’s password policy, makes it easier to disable user access, and increases the cybersecurity of these mission critical systems.
Council Agenda 8-18-2026 12.A-1
Packet Page 64
Backup Dispatch capabilities – Staff installed a radio at a City of San Luis Obispo radio site to allow the City to dispatch from the City of San Luis Obispo’s Emergency Communications Center.
Asset Management System – IT worked with the Geographic Information System (GIS) Analyst to integrate the City’s GIS system and the new asset management system. As part of this project, IT worked with the Public Works Department to deploy 19 smartphones and 4 tablets to provide field staff with access to the new asset management system. This will allow field staff to enter their notes and make changes in the field, increasing the efficiency of field staff.
FY 2027 Projects
Electronic Content Management and Record Retention
Disaster Recovery Planning
Cybersecurity Incident Response
City Hall Server Storage Replacement
SCADA Server Redundancy
Radio Site Communication Redundancy
Copier and Printer RFP and Replacement
Security Camera RFP

Highlights of Key IT Projects Completed in FY 2026
The highlights of the key IT projects include projects completed during FY 2026.
Public Safety Facility (PSF)
The IT portion of the PSF included access control (14 video intercoms, 71 keyless doors and 3 keyless gates), security cameras (66 camera views and 2 network video recorders), audio-visual systems (20 TVs, 5 conference rooms, and 1 emergency operations center (EOC)/training room), networking (15 network switches), computers (68 monitors), a new 911 call system, new radio console system, and new dispatch consoles. These systems are designed to improve security, business continuity, and staff efficiency.
o Access Control System – This changes to be made to building security in minutes instead of the days or weeks it would take without an electronically managed system. Keycard access can be easily removed if a keycard is lost or an employee separates from the City. It also provides a full audit trail of who is entering the building and when. The video intercoms allow dispatch staff to visually confirm all requests for access and allow dispatch to remotely control the doors and gates. o Security Cameras – Full outdoor security camera coverage of the PSF and all external entrances is now provided. All internal video needs for interview rooms have been incorporated into the same video management system to ensure all of Council Agenda 8-18-2026 12.A-2
Packet Page 65
the City’s video data meets retention policies. The additional cameras more than doubled the number of cameras available to the Police Department. o Audio-visual Systems – Three of the five conference rooms are equipped with video and audio-conferencing systems, allowing them to host remote meetings. All five conference rooms are equipped with TVs and computers for presentations.
The EOC/training room is also equipped with a video and audio-conferencing system and TV’s and a computer for presentations. These systems make for more engaging and efficient meetings.
o Networking and Computers – To support all of the technology, staff deployed 15 network switches and advanced networking features that the City had not used before. The design of the network provides as much redundancy and self-healing as possible to ensure the Police Department systems can continue to function through hardware failures and equipment upgrades. This allows IT to apply patches and conduct maintenance more frequently, increasing the City’s cybersecurity.
o New 911 Call System – The City’s new 911 call system will provide the ability to record Police cell phones, auto-transcribe 911 calls, and auto-translate 911 calls.
The ability to record Police cellphones allows staff to answer citizen calls in the field and to stay in the field instead of coming back to the station to get to a recorded line. The auto-transcription provides the dispatcher with a record of the call that they can reference without needing the caller repeat themselves or put the caller on hold while they listen to the instant recording. The translation feature does not replace the City’s translation services. It instead covers the time before those services can be contacted or a backup when those services are not available.
These new abilities increase the City’s customer service capabilities. The system will allow the City to access next generation 911 capabilities as they are deployed by the State of California.
o New Radio Console System – The new radio console system significantly reduces the single points of failure compared to the existing system. This will allow staff to conduct regular maintenance and apply patches without disrupting radio access by dispatch. This increased frequency of maintenance increases the City’s cybersecurity. The new radio console system also allows dispatch to access all of the encrypted radio channels in the county.
Encryption of Police Radio Channels
Staff coordinated with all other law enforcement agencies in the county to encrypt the City’s Police radio channels. This ensures that all law enforcement agencies in the county can continue to monitor the City’s Police radio channels. Encrypting the Police radio channels, protects the personally identifiable information of members of the public who have contact with Police. This decreases the need for Police to talk in code and decreases the chance of miscommunication.
Council Agenda 8-18-2026 12.A-3
Packet Page 66
Email Signatures
In coordination with the City Manager’s Office, staff deployed centralized deployment and management of City staff email signatures. Standardized email signatures are one of the best practices to mitigate phishing attacks. It can also help outside recipients determine if an email appearing to be from the City is legitimate or not.
Centralized management of email signatures also ensures they all follow the City’s style guide.
Additional Security Cameras
Staff deployed security cameras to James Way and Dinosaur Caves Park to improve coverage of the City’s security camera system. These cameras also improve the Police department’s ability to see real time traffic and community status. Over the next year, staff will be re-deploying the security cameras from the temporary Police trailers to the Corporation Yard and other City facilities.
IT Help Desk and Survey Results
Every year, staff sends out a survey to canvas City employees on the effectiveness of the City’s IT helpdesk. Staff Citywide can contact the IT helpdesk via phone, email, webpage form, or in-person. The IT Specialist is primarily responsible for the IT help desk. Channel Islands Technology Integrators’ Group (CITIG) is under contract for after-hours and for tier 3 support. The IT Manager manages the IT Specialist, CITIG contract, and responds to helpdesk issues as needed. The City’s IT Specialist handles over 95% of the IT help desk tickets submitted.
IT received 45 complete survey results. Chart 1 shows that respondents gave the City’s internal IT services an overall satisfaction rate of 96%. Last year the overall satisfaction rate was 100%.

In FY 2027, staff plans to complete the Technology Master Plan (TMP) initiatives scheduled for the year. Staff will also support the planning and design of the Central Coast Blue recycled water project and providing redundant communication links to the City’s radio sites. These efforts will ensure the City continues to leverage available technologies to deliver high-quality customer service, maintain system security, and support business continuity in the event of disruptions.
