PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.H
Meetin Date: September 1, 2026

TITLE:

Purchase of a Type 6 Fire Rescue Squad Vehicle for the Fire Department RECOMMENDATION:

Adopt a Resolution authorizing the purchase of a 2026 Type 6 Fire Rescue Squad Vehicle from Fire Apparatus Solutions in the amount of $450,148.97.

DISCUSSION:

The City’s current Fire Rescue vehicle is a 2010 Ford F-450 XLT Supercab, which has reached the end of its optimal service life after 17 years of emergency response use. The life span of a Fire Rescue vehicle is typically 15 years due to increased maintenance needs, reduced reliability, and diminished operational efficiency, which can impact availability for emergency response. The proposed replacement vehicle (FD262) is a 2026 Ford Super Duty F-550 XLT configured as a Type 6 Fire Rescue Squad. The F-550 platform provides improved performance, enhanced payload capacity, and updated safety and emissions standards compared to the existing F-450, while maintaining the size and maneuverability necessary for a Type 6 response unit. This vehicle enhances the City’s ability to maintain a reliable and modern apparatus capable of meeting current and future operational demands.

The acquisition of a Type 6 Fire Rescue Squad will also provide greater operational flexibility and help ensure that the Fire Department has an appropriate response vehicle available for a wide range of incidents. The vehicle will support personnel and equipment during routine emergency operations while also serving as a valuable resource during larger or prolonged incidents, special events, and periods of increased emergency activity.

Fire Apparatus Solutions (FAS), an authorized Danko dealer, holds a current contract with the Helping Governments Across the Country Buy (HGACBuy) Cooperative Purchasing Program. This contrat was awarded through a competitively solicited process, allowing the City to streamline the procurement while obtaining competitively established pricing. The City’s Purchasing Policy and Procedures permit the use of cooperative purchasing agreements awarded through a competitive process.

Investing in this type of apparatus will complement the Department’s existing fleet, improve response efficiency, and provide a cost-effective means of expanding emergency response capabilities without relying solely on larger, more resource-intensive apparatus.

Staff therefore recommends moving forward with the purchase of a 2026 Ford Super Duty F-550 XLT Type 6 Fire Rescue Squad to support the City’s ongoing commitment to maintaining effective, reliable, and responsive fire and emergency services.

Council Agenda 9-1-2026 9.H-1
