TITLE:
Notice of Completion for the Cliff Avenue/Ocean Boulevard Utility Undergrounding Project
RECOMMENDATION:
1. Accept the Cliff Avenue/Ocean Boulevard Utility Undergrounding Project as complete;
2. Authorize the City Manager to sign, and the City Clerk to record, a Notice of Completion for the project.
DISCUSSION:
On April 7, 2026 the City Council awarded a contract to Main Line Engineering Construction, Inc. (Main Line Construction) for construction of the Cliff Avenue/Ocean Boulevard Utility Undergrounding Project. The project removed two existing PG&E poles located at the intersections of Cliff Avenue and Ocean Boulevard, and Ocean Boulevard and Seaview Avenue. The work also included installing conduit underground from the intersection of Ocean Boulevard and Palisades Avenue to Cliff Avenue and Water Street.
Conclusion and Recommendation
Main Line Construction has completed the contracted services, and the Cliff Avenue/Ocean Boulevard Utility Undergrounding Project has been completed in accordance with the plans, specifications and contract documents. Staff recommends that the City Council accept the project as complete and authorize the Notice of Completion (Attachment 1) to be recorded at the County Clerk’s office.
FISCAL IMPACT:
There is no direct fiscal impact associated with this report.

NOTICE OF COMPLETION AND ACCEPTANCE
FOR CLIFF AVENUE/OCEAN BOULEVARD UTILITY UNDERGROUNDING
PROJECT
NOTICE IS HEREBY GIVEN by the City of Pismo Beach in the County of San Luis Obispo, State of California, as follows:
1.That on the 15th of September 2026, the project hereunder described was considered completed and accepted by the City Council of the City of Pismo Beach.
2.That the description of said project is the removal of utility poles and installation of underground conduit, for the City of Pismo Beach.
3.That the name of the political subdivision controlling said project, and the owner of the land upon which the project was constructed, is the City of Pismo Beach, in the County of San Luis Obispo, State of California, whose address is 760 Mattie Road, Pismo Beach, CA 93449.
4.That the name of the owner/contractor on said project is Main Line Engineering Construction, Inc., 228 Amherst Pl., Lompoc, CA 93436.
5.The name of the Surety on the project is Endurance Assurance Corporation, 4 Manhattanville Road, Purchase, New York 10577.
