PISMO BEACH CITY COUNCIL STAF REPOR
Agenda Item #9.G
Meetin Date: Septembe 15, 2026
TITLE:

Amendment #1 to the Agreement with JPW Communications, Inc. for Public Outreach and Engagement Services Related to the General Plan/Local Coastal Plan and Zoning Code Update
RECOMMENDATION:

Adopt a Resolution authorizing the City Manager to execute Amendment #1 to the agreement with JPW Communications, Inc. for public outreach and engagement services relating to the General Plan/Local Coastal Plan and Zoning Code update in the amount of $46,560.

DISCUSSION:

JPW Communications (JPW) is currently providing public outreach and engagement services in association with the General Plan/Local Coastal Plan (GP/LCP) and Zoning Code update. The original contract with JPW, approved on April 28, 2026, was in the amount of $98,735.

Amendment 1 (Attachment 2) to the JPW contract adds additional public outreach and engagement service for the monitoring, and tracking of public inquiries, preparation of responses to inquiries and preparation of project materials in Spanish. Because Amendment 1 will increase the total contract amount above the City Manager’s $100,000 approval authority, approval of the amendment by the City Council is required under the Purchasing Policy.

Conclusion and Recommendation
Work on the GP/LCP and zoning code update continues and additional consultant services are needed to address public inquiries received on the project. Staff recommends that the Council adopt a resolution (Attachment 1) authorizing the City Manager to execute Amendment #1 (Attachment 2) with JPW Communications Inc., for public outreach and engagement services relating to the General Plan/Local Coastal Plan and Zoning Code update in the amount of $46,560.

FISCAL IMPACT:

The fiscal impact of adopting the resolution approving Amendment #1 with JPW Communications Inc. is an additional $15,400 in the FY 2027 General Fund Community Development Department Local GP/LCP/Zoning Code update project professional services account budget, for a total contract amount of $145,295. The GP/LCP/Zoning Code update project is funded through both California Coastal Commission and Ocean Protection Council grants totaling $1,650,000. There is sufficient budget in the Local GP/LCP/Zoning Code update project to support this additional cost.

GENERAL PLAN/LOCAL COASTAL PROGRAM AMENDMENT
PUBLIC OUTREACH & ENGAGEMENT | SPANISH-LANGUAGE OUTREACH

STRATEGY AND SCOPE OF WORK

CAMPAIGN OVERVIEW
This scope supports the City of Pismo Beach’s ongoing commitment to meaningful, transparent and inclusive public engagement efforts for underserved and underrepresented community members. As part of the city’s required grant priorities, this scope provides targeted outreach and engagement for its Spanish-speaking community members for the general plan and local coastal program amendment.

The recommended approach will complement the broader public outreach and engagement program, while recognizing that effective Spanish-language engagement requires more than translating existing materials. Outreach will emphasize trusted relationshi ps, accessible and relevant information, informal conversations and opportunity to meet community members in familiar settings.

JPW’s Spanish-language efforts will be conducted in coordination with its long-standing multicultural engagement partner, Novoa Communications.

PROJECT GOALS
The Spanish outreach will adhere to the established project’s goals, while ensuring efforts are made to identify and reduce barriers for this important audience:
•Deliver clear, accessible information. Provide timely, transparent and easy-to- understand information about the project’s purpose, process and potential outcomes. Translate complex topics, such as coastal hazards, sea level rise and policy tradeoffs, into approachable language and visual materials that resonate with diverse audiences.
•Facilitate meaningful dialogue. Create inclusive opportunities for two-way communication that encourage open, constructive participation. Design engagement activities that foster trust, allow for questions and feedback and elevate a range of perspectives.

Council Agenda 9-15-2026 9.G-7
Attachment 2

2710 Loker Avenue West, Suite 300 Carlsbad, California 92010 2 PROJECT GOALS CONTINUED...
•Engage the community through a phased approach. Implement a structured, step-by- step engagement strategy that builds understanding and support over time. Begin with early outreach to community leaders and key stakeholders to establish awareness and alignment, then expand engagement to the broader public as the project evolves. •Translate community input into decision-making insights. Systematically capture, analyze and synthesize feedback from outreach activities to inform planning decisions. Identify key themes, priorities and areas of consensus or concern, and clearly demonstrate how community input shapes project outcomes.

OUTREACH APPROACH
Outreach will be informal and conversational, designed to introduce the topic in a clear, accessible way while creating space for residents to ask questions and share their perspectives. Conversations will also help identify barriers that may make it difficult for Spanish- speaking residents to participate in traditional outreach opportunities and inform how future engagement can be made more accessible and relevant to this audience.

TACTICS
Tactics amplify existing strategic timeline including engagement at key milestones in plan update process while reaching and engaging with Spanish-speaking residents:
•Small Group Community Conversations: Lead up to 4 brief, small-group conversations in Spanish by partnering with community organizations and/or churches. •Visual Outreach and Engagement Materials: Translate all project information into simple, visual materials to help orient participants quickly and support conversation (e.g. infographics, project flyer, post card, insert, exhibit signage, web banner). •Survey & Spanish Landing Page: Survey to be provided in Spanish as well as a specific translated landing page.
•Messaging and Eblasts: Share a consistent set of high-level project messages in Spanish, with additional information provided based on participants’ questions and interests (e.g. targeted emails to Spanish-speaking community members, mailer). •Capture Learnings and Insights: Document recurring questions, interests and participation barriers to help inform future Spanish-language outreach. •Driving Future Engagement: Provide information about upcoming opportunities to learn more and stay involved.

CLOSING THOUGHTS
Effective outreach starts with trust built through presence, consistency and cultural understanding. JPW and Novoa Communications are prepared to bring that expertise to Pismo Beach's Spanish-speaking community, ensuring their perspectives are a foundational part of the planning process. We welcome the opportunity to discuss how this scope can best support the City's engagement goals and grant priorities.

Please see the project estimate for more details.
