TITLE:
Traffic Safety Committee Update; Placentia Avenue at Shell Beach Road and 200 Block of Stimson Avenue Red Curb
RECOMMENDATION:
1. Adopt a Resolution authorizing the installation of red curb on Placentia Avenue at Shell Beach Road;
2. Adopt a Resolution authorizing the installation of red curb on the 200 block of Stimson Avenue.
DISCUSSION:
At the September 10, 2026 Traffic Safety Committee (TSC) meeting, the committee reviewed requests regarding the proposed installation of red curb near the stop sign at the intersection of Placentia Avenue and Shell Beach Drive and near the 200 block of Stimson Avenue. Following receipt of the requests, staff conducted site visits to evaluate the existing conditions at each location. The Traffic Safety Committee recommended that the City Council authorize the installation of red curb at the two locations described below.
Placentia Avenue at Shell Beach Road
At the intersection of Placentia Avenue and Shell Beach Drive, staff determined that the existing clearance is insufficient when a vehicle is parked on the north side of Placentia Avenue near the intersection. Restricting parking near the intersection would improve the clearance at the intersection. Based on the site evaluation, the City Engineer recommended, and the TSC concurred, red curb be installed near the stop sign at the intersection of Placentia Avenue and Shell Beach Road, as shown in Attachment 1.A.
The total measurement of red curb proposed is 27 feet beginning at the end of the ADA ramp. If approved, staff will install the red curb as described.
200 Block of Stimson Avenue
Near the 200 block of Stimson Avenue, staff determined that red curb should be installed on both sides of the dumpster driveway to maintain adequate clearance for trash service.
Based on the site evaluation, the City Engineer recommended, and the TSC concurred, red curb be installed on both sides of the dumpster driveway location, as shown in Attachment 2.A. The measurement of red curb is 7 feet. The left side will have 5 feet of red curb and the right side will have 2 feet of red curb. This installation will not interfere with the existing marked parking spots on Stimson Avenue. The red curb will begin at the end of the parking stall and extend to the wing of the driveway apron on both sides. The left side will have 5 feet of red curb and the right side will have 2 feet of red curb. If approved, staff will install the red curb as described.

Conclusion and Recommendation
Staff recommends the City Council adopt a resolution (Attachment 1) authorizing the painting of red curb on Placentia Avenue at Shell Beach Road. Staff also recommends the City Council adopt a resolution (Attachment 2) authorizing the painting of red curb on the 200 Block of Stimson Avenue.
FISCAL IMPACT:
There is no fiscal impact associated with staff’s recommendation. Costs associated with the installation of red curb will be absorbed by the existing adopted Public Works Department budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH,
CALIFORNIA AUTHORIZING THE INSTALLATION OF RED CURB ON PLACENTIA
AVENUE AT SHELL BEACH ROAD
WHEREAS, the north corner of Placentia Avenue and Shell Beach Road is frequently used to park cars for customers visiting nearby businesses and residents; and WHEREAS, at the September 10, 2026 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from a resident to add 27 feet of red curb on the north corner of Placentia Avenue and Shell Beach Road; and
WHEREAS, the TSC recommended that staff bring a recommendation to the City Council to install red curb to address sight distance issues created by parked cars at the intersection in accordance with Pismo Beach Municipal Code Section 10.08.010; and WHEREAS, the City Engineer has reviewed the location and recommends 27 feet of red curb be installed on the north side of the intersection starting at the end of the ADA ramp on Placentia Avenue.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the installation of red curb on Placentia Avenue at Shell Beach Road as depicted in Exhibit A.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH, CALIFORNIA AUTHORIZING THE INSTALLATION OF RED CURB ON THE 200
BLOCK OF STIMSON AVENUE
WHEREAS, near the 200 block of Stimson Avenue a dumpster driveway is frequently obstructed due to vehicles parking outside of the existing parking stalls; and WHEREAS, at the September 10, 2026 Traffic Safety Committee (TSC) meeting, the committee reviewed a request from a resident to add red curb on both sides of the dumpster driveway without interring with existing parking stalls; and WHEREAS, the TSC recommended that staff bring a recommendation to the City Council to install red curb to address adequate clearance needed for trash service in accordance with Pismo Beach Municipal Code Section 10.08.010; and
WHEREAS, the City Engineer has reviewed the location and recommends 5 feet of red curb be installed on the west side and 2 feet of red curb be installed on the east side of the driveway starting at the end of the parking stall and extending to the wing of the driveway.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the installation of red curb on the 200 block of Stimson Avenue as depicted in Exhibit A.
