PISMO BEACH CITY COUNCIL STAFF REPORT
Agenda Item #12.C
Meeting Date: October 6, 2026
TITLE:
Side Letter Agreement, Position and Salary Schedule Changes, and Budget Adjustments Related to the Tourism and Events Department and Public Works Department
RECOMMENDATION:
Adopt a Resolution:
1. Approving:
A. A title change and salary range adjustment for Recreation and Tourism Director;
B. Creation of Assistant Public Works Director (Temporary) as a budgeted position;
C. An updated combined salary schedule; and
D. A Side Letter Agreement to the Non-Represented Full-Time Employees Resolution; and
2. Appropriating related budget adjustments in Fiscal Year 2027.
DISCUSSION:
In support of both the Tourism and Events Department Organizational and Staffing Assessment and the start of the construction of the Central Coast Blue recycled water project, staff recommends that the City Council adopt a resolution (Attachment 1) that will accomplish the direction of the City Council and staff’s other recommendations as follows:
Recreation and Tourism Director (Title Chage & Salary Adjustment) Per the City Council’s direction on September 29, 2026, and following an independent comprehensive assessment of the Tourism and Events Department, this resolution will change the department Director’s title to Recreation and Tourism Director to better align with current departmental functions and responsibilities. The job specifications (Attachment 1.A) will remain consistent as the position was already responsible for overseeing both the Recreation and Tourism Divisions. This recommendation aligns the position classification with other City director-level positions and adjusts the salary range accordingly to assist in the future recruiting efforts.
Assistant Public Works Director (Temporary) Position Creation Staff recommends the addition of a new temporary mid-management classification, Assistant Public Works Director (Temporary, At-Will), intended to support critical operational and Capital Improvement Program (CIP) oversight functions within the Public Works Department. This temporary classification is recommended in response to the increased project management and construction oversight demands associated with the Central Coast Blue (CCB) project. As CCB advances into major construction phases, the Council Agenda 10-6-2026 12.C-1
Public Works Director will be required to dedicate substantial time and attention to CCB project management and direction.
By adding the Assistant Public Works Director on a temporary basis, the City can strategically separate duties to ensure both continuity and stability across essential Public Works operations and allow succession planning over the next four years. This will ensure adequate time for the construction, regulatory startup, and legal phases of the project which will be the focus of the Public Works Director.
The Assistant Public Works Director will assume day-to-day oversight of Engineering and Operations (Streets, Parks, Fleet, Facilities), interdepartmental coordination, and support for CIP development per the new job specifications (Attachment 1.B). This realignment will allow the Public Works Director to concentrate fully on CCB’s complex technical, regulatory, and multijurisdictional components, with a continued focus on the Utilities Division. This will strengthen the City’s ability to deliver CCB successfully while maintaining high service levels across all Public Works functions.
Combined Salary Schedule Update
The combined salary schedule (Attachment 1.C) has been updated to reflect the recommended changes in position classifications and compensation for both the Recreation and Tourism Director and the Assistant Public Works Director (Temporary).
Side Letter Agreement (Non-Represented Employees FT Employee’s) Update Staff recommends the Side Letter Agreement (Attachment 1.D) to amend the Non- Represented Full-Time Employees Wage & Benefits Resolution. This agreement incorporates the recommended position changes and salary schedule adjustments as outlined above and includes the creation of a project incentive compensation program.
This would allow the Public Works Director to receive special project compensation of up to five percent (5%) above their base salary for the duration of the assignment.
Conclusion and Recommendation
The recommended changes to the Recreation and Tourism Director position are based on the findings of an independent assessment of departmental functions. Establishing the Assistant Public Works Director (Temporary) position is intended to ensure the City’s needs for the Central Coast Blue project are fully addressed, while ensuring the continuity of high service levels across all Public Works functions. The project incentive compensation program is crafted to support the City’s evolving organizational structure and operational requirements. By adopting these measures, the City will align leadership roles with departmental responsibilities, meet critical project management demands, and allocate financial resources in a manner that promotes success into the future.
Staff recommends that the City Council adopt the resolution (Attachment 1) approving:
1. Title change and salary range adjustment for Recreation and Tourism Director (currently TED Director);
2. Creation of Assistant Public Works Director (Temporary) as a budgeted position;
3. An updated combined salary schedule; and
Council Agenda 10-6-2026 12.C-2
4. A Side Letter Agreement to the Non-Represented Employees Full-Time Employee’s Resolution; and
appropriating related budget adjustments for Recreation and Tourism Director and Assistant Public Works Director (Temporary) in Fiscal Year 2027.
FISCAL IMPACT:
The fiscal impact of changing the Tourism and Events Director position Range 56 Step E to a Recreation and Tourism Director Range 61 Step C is estimated to be an additional cost to the General Fund of $2,851 in Fiscal Year (FY) 2027 for half of the year and $5,703 for a full year.
The fiscal impact of adding a new Assistant Public Works Director (Temporary) position Range 57 Step C, including overhead costs is an estimated additional cost of $165,599 in FY 2027 for half of the year and $314,234 for a full year. Of this amount, 75% is allocated to the General Fund, 15% is allocated to the Wastewater Enterprise Fund, and 10% is allocated to the Water Enterprise Fund.
The fiscal impact of adding an additional 5% to the Public Works Director position is an additional $10,268 in FY 2027 for 8.5 months and an additional $14,496 for a full year across all funds. If this position is fully supported by the Water and Wastewater Enterprise Funds to support the Central Coast Blue project, then there will be budget savings in the General Fund and budgeted expenditure increases in the Water and Wastewater Enterprise Funds.
The fiscal impact for all three changes is $162,754 in FY 2027 across all funds. Staff recommends appropriating the following amounts in FY 2027 listed in Table 1, while future year costs would be included in the next two-year budget.
