Jordan Davis, Director of Community and Economic Development Alison Spells, Senior Planner
SUBJECT: Adoption of a City Council Resolution Authorizing the City Manager to Execute a Consulting Services Agreement with Stantec Consulting Services Inc. for Environmental Review for the Esperanza at San Marco Project
EXECUTIVE SUMMARY
The item would authorize the City Manager to execute a Consulting Services Agreement with Stantec Consulting Services Inc. for environmental review services to comply with the California Environmental Quality Act (CEQA) for the Esperanza at San Marco Project, AP-26-0032, a proposed residential subdivision on a 22-acre site.
FISCAL IMPACT
Sufficient budget is available in the Developer Deposits fund to cover the costs of this agreement. The agreement would cover the estimated $75,116 cost for CEQA services by Stantec Consulting Services Inc., along with an approximately 25 percent contingency of $19,884.
The applicant (Legacy Builders, Inc.) is required to execute a Reimbursement Agreement with the City and provide funds to cover the base cost. As such, there is no fiscal impact to the City.
RECOMMENDATION
City Council adopt the attached resolution authorizing the City Manager to execute a Consulting Services Agreement with Stantec Consulting Services Inc., for environmental review services related to the Esperanza at San Marco Project, AP-26- 0032.

On January 19, 1993, the City Council adopted Resolution No. 93-7888 certifying a Final Subsequent Environmental Impact Report (SEIR) for the entire, 639-acre, 2,938- unit project currently known as the San Marco Development (State Clearinghouse No. 1991073029).
To date, approximately 2,208 residential units (1,566 single-family houses and 462 multifamily units), a public elementary school (Delta View), two neighborhood parks (Larry Lasater Park and San Marco Hills Park), a commercial center (Shoppes at San Marco), and a community park (Ray Giacomelli) have been built in the San Marco Development.
On March 10, 2026, Legacy Builders, Inc. submitted a formal application for the proposed Esperanza at San Marco Project, Planning Application No. 26-0032, requesting approval of various entitlements including: (1) an Amendment to the General Plan Map, (2) an Amendment to the San Marco Development Plan and PD-1519 (Planned Development, Ordinance No. 24-1519) District, (3) a Vesting Tentative Map for a Major Subdivision, (4) Design Review of Architectural and Landscape Plans, and (5) an Amendment to the San Marco Development Agreement. As part of the processing of this application, environmental review documentation must be prepared to comply with the California Environmental Quality Act (CEQA).
Stantec Consulting Services Inc. has submitted a Scope of Work for Environmental Consulting Services pursuant to CEQA for the Esperanza at San Marco Project.

STAFF REPORT
MEETING DATE: June 1, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
John Samuelson, Public Works Director/City Engineer

SUBJECT: Adoption of City Council Resolution Authorizing a Request to the Metropolitan Transportation Commission for the
Allocation of Fiscal Year 2026/27 Transportation
Development Act Article 3 Pedestrian/Bicycle Funding for Project 2060-Walk-Smart Crosswalk Improvements, Phase II
EXECUTIVE SUMMARY
The Metropolitan Transportation Commission (MTC) provides Transportation Development Act (TDA), Article 3 funds to support projects exclusively benefiting and/or used by pedestrians and bicyclists. The attached resolution authorizes a request to the MTC for allocation of Fiscal Year 2026/27 TDA Article 3 Pedestrian/Bicycle Funds for Project 2060 – Walk Smart Crosswalk Improvements, Phase II (Project), which includes the installation of Rectangular Rapid Flashing Beacons (RRFBs) at six priority locations within school zones. The resolution also accepts the funds, directs staff to establish a project budget for design and construction, and authorizes the City Manager to execute all documents related to the program.
FISCAL IMPACT
The MTC request for allocation is in the amount of $149,500 for project improvements.
Staff will provide in-house design and construction management services. The total project cost is estimated at $149,500. No local matching funds are required.
RECOMMENDATION
Authorize a request to MTC for an allocation of FY 2026/27 TDA Article 3 Pedestrian/Bicycle Funds for the Project, accept the funds, direct staff to establish a budget for design and construction of the Project, including making the necessary
Capital Improvement Program budget adjustments, and authorize the City Manager to execute all documents related to the grant.
BACKGROUND
On October 9, 2025, the MTC issued a solicitation for requests for FY 2026/27 TDA Article 3 funds for pedestrian and bicycle projects.
On January 28, 2026, City staff submitted a request for allocation for the Project to MTC for FY 2026/27 TDA Article 3 funds in the amount of $149,500 for the design and construction of six RRFBs near schools in the Pittsburg Unified School District.
On April 16, 2026, the City was notified that the TDA Subcommittee reviewed the Project and recommended full funding.
SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee.
STAFF ANALYSIS
Areas surrounding schools experience high levels of pedestrian activity, particularly during student arrival and dismissal times. Students are often walking, crossing streets, or waiting for buses, and their presence increases the risk of pedestrian-related incidents due to unpredictable behavior. Crosswalks play a critical role in directing pedestrians to safer crossing points while signaling drivers to yield. The installation of RRFBs enhances safety by reinforcing pedestrian right-of-way and providing advanced warning to drivers.
Based on current conditions, six priority locations within school zones have been identified as needing crosswalk improvements and include:
1. West 10th Street/York Street
2. Power Avenue/Jorgensen Drive
3. Buchanan Road/Santa Ana Drive
4. Burton Avenue/Crowley Avenue
5. Alturas Avenue/Riverview Drive
6. Balclutha Way/East Trident Drive

STAFF REPORT
MEETING DATE: June 1, 2026
TO: Chair and Governing Board Members
FROM: Darin E. Gale‚ Executive Director
Jordan Davis, Director of Community and Economic Development Vanessa Xie, General Manager of Pittsburg Power Company
SUBJECT: Adoption of a Pittsburg Power Company Resolution Authorizing the Executive Director to Execute a Purchase Contract for Three Utility Vehicles for Island Energy
EXECUTIVE SUMMARY
The Pittsburg Power Company (PPC), which provides retail electric and gas service in the name of Island Energy (IE) on Mare Island in Vallejo, maintains a fleet of vehicles and equipment necessary for providing utility maintenance services and day-to-day operational functions. IE solicited quotes from four dealerships for three Ford F450 heavy utility vehicles. All Star Ford offers the lowest quotes for the three vehicles. If approved, the resolution authorizes the Executive Director to sign a purchase contract to purchase these vehicles for Island Energy.
FISCAL IMPACT
Funding for the three vehicles totaling $271,278 is available in Island Energy’s Fiscal Year (FY) 2025-26 Budget. Mid-year budget adjustments were submitted to reallocate excess budget from other operating accounts to IE’s fleet account to finance the purchase. The purchase does not increase the adopted FY 2025-26 budget of Island Energy.
As these vehicles will be purchased in Pittsburg, it is estimated the City will receive approximately $3,200 in sales taxes from the purchase.
RECOMMENDATION
The Governing Board of PPC (Board) adopts the attached resolution authorizing the Executive Director to execute a contract with All Start Ford for the purchase of three
2026 Ford F450 Regular Cab XL utility trucks.
BACKGROUND
On January 1, 2024, the California Air Resources Board (CARB) enacted the Advanced Clean Fleets (ACF) Regulation mandating a transition to zero-emission vehicles (ZEVs) for state/local government fleets, drayage trucks, and high-priority fleets (>50 vehicles or >$50M revenue). State & Local Government (SLG) fleets have two options for meeting purchasing requirements of ZEV vehicles. Option 1 requires 50% of new vehicle purchases to be ZEVs beginning January 1, 2024, rising to 100% by January 1, 2027. Option 2 is a milestone approach that allows flexibility of phasing ZEVs based on the suitability of different vehicles in the fleet.
Additional provisions were made for individual departments, divisions, subsidiaries of local governments with fewer than 10 vehicles over 8,500 lbs GVWR to qualify as a small government fleet. A small government fleet may delay the start of their ZEV purchasing requirements until January 1, 2027. Under this provision, PPC qualifies as a small government fleet and may purchase traditional internal-combustion vehicles until January 1, 2027, with no requirements to replace existing fleet vehicles with ZEVs before then.
This replacement plan allows Island Energy additional time to coordinate with the Mare Island master developer on securing long-term vehicle storage and charging infrastructure necessary for future ZEV fleet implementation.
SUBCOMMITTEE FINDINGS
This item has not been presented to a subcommittee.
STAFF ANALYSIS
Staff solicited bids from four separate dealerships that offer commercial fleet sales, including the state-approved California Department of General Services vendor, Downtown Ford in Sacramento. Pittsburg All Star Ford offers the lowest quote for these vehicles.
The three utility trucks to be replaced are Vehicle #3001 – 2011 Ford F250 utility bed, Vehicle #3002 – 2015 Ford F350, and Vehicle #3005 – 2014 F350 flatbed. All three vehicles are over eleven years old and have become increasingly unreliable due to frequent maintenance and repairs needs. Their replacement is necessary to maintain service levels and operational efficiency.
Funding for the three vehicles totaling $271,278 is available in Island Energy’s Fiscal Year 2025-26 budget. Mid-year budget adjustments were submitted to reallocate excess budget from other operating accounts to IE’s fleet account to finance the purchase. The purchase of the three trucks does not increase the adopted FY 2025-26
Island Energy budget.
Staff recommends that the Board approve the attached resolution and authorize the Executive Director to execute a purchase contract with All Start Ford in the amount of $271,278 for three new 2026 Ford F450 utility trucks for IE.
