Village of Hope Pittsburg, LLC, a subsidiary of Contra Costa Interfaith Transitional Housing, Inc., operating as "Hope Solutions," has received entitlements to construct a 15-unit transition-age youth (TAY) housing project on property owned by Church of the Nazarene, located at 5305 Kirker Pass Road (APN: 089-060-009). To assist with the construction of this affordable housing development, the Housing Authority of the City of Pittsburg ("Housing Authority") proposes to provide a loan in an amount not to exceed $500,000.
The loan proposes to carry a 0% interest rate over a 20-year term, and may be forgiven in two equal tranches on the 10th and 20th anniversaries of loan disbursement, contingent upon the developer maintaining compliance and continuing to operate the project as a dedicated youth housing facility. The loan would be funded by Housing Successor Agency funds, and would cover municipal development fees. Staff is also requesting Housing Authority approval of a corresponding budget amendment allocating and appropriating $500,000 in Housing Successor Agency funds, to be encumbered concurrently with execution of the loan documents.
