STAFF REPORT
MEETING DATE: October 5, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
Phil Galer, Chief of Police
Cassandra Wilkerson, Captain
SUBJECT: Adoption of a City Council Resolution Authorizing the City Manager to Execute an Agreement Between the City of
Pittsburg and Peregrine Technologies

EXECUTIVE SUMMARY
The Pittsburg Police Department is seeking City Council adoption of the Resolution to execute an Agreement between the City of Pittsburg and Peregrine Technologies for a Peregrine software license for a three-year period, including training, support, and services.

FISCAL IMPACT:

These systems have been developed specifically for the Pittsburg Police Department’s needs. Peregrine Technologies is the sole developer and vendor of the proprietary Peregrine software and Mobile FI application.

The Peregrine Technologies software license cost for each of the three years shall not exceed $116,500 annually or $350,000 for the duration of the three-year Agreement.

The Police Department has budgeted funds in its annual General Fund budget for FY 2026/27 (110-03-POLIC-ADMINS-00000-000000-520030) and will continue to budget the annual cost each Fiscal Year through 2028/29, subject to City Council approval.

RECOMMENDATION:

Staff recommends City Council adopt the Resolution authorize the City Manager to Execute the Agreement between Peregrine Technologies and the City of Pittsburg for the Peregrine Software license annually for Fiscal Years 2026/27, 2027/28 and 2028/29.

Page 23 of 125 ends

BACKGROUND:

Peregrine is an advanced analytic platform providing a single point of access to view and analyze large-scale data from various data sources. The software performs several critical functionalities, including data integration, search and information retrieval, advanced analytics, data management, collaboration, access control, and security. The software was developed to enhance investigatory capabilities, streamline criminal analysis, and generate intelligence products for Law Enforcement. Peregrine creates a unique and extremely efficient method for turning large amounts of raw data into useful analysis products, quickly and with a significant reduction in staffing time.

Over one million data records reside in the Sheriff Department's current records management system (RMS), which houses our records. This RMS system does not integrate other data sources such as body-worn cameras, Shot Spotter, and ALPR data. Furthermore, there is currently no geographical information system (GIS) for staff to utilize that integrates into these other data streams, making internal searches and analysis of RMS data time-consuming and cumbersome. Staff currently must search multiple fields in multiple databases for accurate analysis of crime trends, identifying priorities, and PRA and subpoena responses.

Peregrine uniquely allows network-wide collaboration that is supported by Peregrine’s security model, which allows analysts, investigators, and command staff to share data and analyze products and briefs that are finished or in progress, including underlying data. Because of this security model, agencies that use Peregrine can seamlessly and securely share/exchange information.

SUBCOMMITTEE FINDINGS
This item was presented at the September 2, 2026, Public Safety Subcommittee meeting.

STAFF ANALYSIS
The City of Pittsburg has been committed to enhancing technology within the Police Department that enables staff to provide a higher quality level of service and increased public safety.

Since 2019, Peregrine has been integrated into the Pittsburg Police Department’s digital infrastructure and has become the primary data analytic resource and information center for the police department.

Recent changes in law and the evolving climate of police work demands have increased the burden on staff to efficiently access multiple data sets and analyze that data in a short period of time. This is true of not only sworn personnel during criminal investigations, but also with professional staff fulfilling Public Records Act requests,

Page 24 of 125 ends

subpoenas for documents, and general records management. The Pittsburg Police Department has recognized the essential need for delivering information in today’s police department. This has become increasingly challenging as rapid changes in technology, and staff relying on technology services, have impacted workflow and efficiency, which creates a necessity for a data integration platform.

Peregrine software is currently used successfully by the San Pablo, Pinole, Hercules, Antioch, and Concord Police Departments. In addition to these regional police departments, Peregrine software is now being utilized across the state and nation.

9.2. Intellectual Property Indemnification by Peregrine. Peregrine represents and warrants that it owns or has sufficient rights to use the software and services provided by Peregrine under this Agreement.

Peregrine’s obligations under this Section are conditioned upon Customer:
(A) promptly notifying Peregrine in writing of the claim; (B) reasonably cooperating, at Peregrine’s expense, in the defense and settlement of the claim; and
(C) permitting Peregrine to retain sole control of the defense and settlement of the claim, provided that no settlement shall impose any obligation or admission on Customer without Customer’s prior written consent, not to be unreasonably withheld.

If the services become, or in Peregrine’s reasonable opinion are likely to become, the subject of an infringement claim, Peregrine shall, at its option and expense, either: (i) procure the right for Customer to continue using the services; (ii) modify the services to make them non-infringing while retaining substantially equivalent functionality; or (iii) terminate the affected services and refund any prepaid fees for the unused portion of the then-current term.

Peregrine shall have no obligation under this Section to the extent any claim arises from:
(a) modifications not made by or at the direction of Peregrine; (b) use of the services in violation of this Agreement; (c) Customer-provided data, content, branding, or materials; or (d) combinations of the services with products or services not provided by Peregrine.

Other than as expressly stated herein, the remedies provided herein are in addition to, and not exclusive of, any other remedies of a party at law or in equity. If any provision of this Agreement is held by a court of competent jurisdiction to be contrary to law, the provision shall be modified by the court and interpreted so as best to accomplish the objectives of the original provision to the fullest extent permitted by law, and the remaining provisions of this Agreement shall remain in effect.

STAFF REPORT
MEETING DATE: October 5, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
Jordan Davis, Director of Community and Economic
Development
Kelsey Gunter, Associate Planner
SUBJECT: Adoption of a City Council Resolution Authorizing the Execution of a Second Amendment to the Consulting
Services Agreement with Raney Planning & Management,
Inc. for the Suisun Trails Project

EXECUTIVE SUMMARY
The proposed item would authorize the City Manager to execute the Second Amendment to the Consulting Services Agreement with Raney Planning & Management, Inc. for a total amount not to exceed $501,279. This amount would allocate an additional $105,378 to the existing Consultant Budget of $395,901 for contract environmental planning services for the Suisun Trails Project.

FISCAL IMPACT
Prior to this meeting date and any negotiation or execution of previous consultant contract amendment requests the Developer, Integral Communities, has provided the requested funds to cover the cost. As such, there is no fiscal impact to the City.

RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the City Manager to execute the Second Amendment to the Consulting Services Agreement with Raney Planning & Management, Inc. for CEQA services related to the Suisun Trails Project.

BACKGROUND
On June 21, 2021, the City Council adopted Resolution No. 21-13950, authorizing the execution of an Agreement with Raney Planning & Management, Inc. for Consulting

Page 46 of 125 ends

Services for the Bay Walk Mixed-Use Project. Due to the complexity of the environmental analysis required for the Bay Walk Mixed-Use Project, the City entered into the Agreement to obtain environmental planning and related consulting services from Raney. Raney’s original contract amount for preparation of the Environmental Impact Report (EIR) for the Bay Walk Mixed-Use Project was not to exceed $285,701.

On December 16, 2024, the City Council adopted Resolution No. 24-14581, which authorized the First Amendment. The First Amendment to the Agreement added $110,200 to the Consulting Services Agreement, resulting in a revised total contract amount of $395,901.

The Bay Walk Mixed-Use Project contemplated a Specific Plan development with three villages and is currently on hold by the applicant. The applicant has submitted a new Suisun Trails project, which is a portion of the Bay Walk Mixed-Use Project. Although both projects are by the same applicant, the new Suisun Trails application requires its own separate environmental analysis and review under CEQA. Accordingly, the Bay Walk Mixed-Use Project will remain on hold and is not being reactivated through this action.

SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee.

STAFF ANALYSIS
The City is proposing to amend the existing Raney contract originally established for the Bay Walk Mixed-Use Project to include environmental and related consulting services for the separate Suisun Trails project. Utilizing the existing contract will allow the City to continue working with Raney, which has prior familiarity with the applicant, project area, and environmental issues and concerns associated with the prior project.

The Second Amendment would add $105,378 to the previous contract amount of $395,901, resulting in a revised total contract amount of $501,279. The additional compensation is necessary for Raney to complete the environmental services associated with the Suisun Trails project and its separate environmental review process. Staff recommends that the City Council approve the Second Amendment with Raney Planning & Management, Inc. in the amount of $105,378, increasing the total contract amount from $395,901 to $501,279.

Raney Planning & Management, Inc. has provided environmental planning and consulting services to the City and has demonstrated the experience and technical expertise necessary to complete the required work. Raney's familiarity with the applicant, project area, and prior environmental review will provide continuity and efficiency as the City processes the separate Suisun Trails project.

The approval of this contract allows the City to process the development application as part of the entitlement process.

STAFF REPORT
MEETING DATE: October 5, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
John Samuelson, Director of Public Works/City Engineer
Natasha Farmer, Administrative Analyst II
SUBJECT: Adoption of City Council Resolution Authorizing Execution of a Purchase Order for One New Vactor Combination
Jet/Vacuum Sewer Cleaner Truck in an Amount Not to
Exceed $747,681.87

EXECUTIVE SUMMARY
This action asks the City Council to approve procurement of a new Vactor sewer cleaner truck using a competitively bid cooperative purchasing contract. The total cost is $747,681.87, which is fully funded and slightly under the $750,000 budget. Obtaining this vehicle will replace an old truck that has reached the end of its useful life, helping to keep our city’s sewer and water pipes clean and reliable.

FISCAL IMPACT
The total cost for the new Vactor combination sewer truck is $747,681.87. Funding is split equally across two accounts in the approved FY 2026/27 budget: $375,000 from the Sewer Operations Fund (521-10-PWORK-SEWER-10100-000000-730040) and $375,000 from the Water Operations Fund (501-10-PWORK-WATER-50020-000000- 730040). This purchase remains fully within the total budget limit of $750,000. No extra money is requested, and there is no impact on the City's General Fund.

RECOMMENDATION
City Council adopt a Resolution authorizing the City Manager, or his designee, to execute a purchase order for one new Vactor Combination Jet/Vacuum Sewer Cleaner Truck through Sourcewell Cooperative Purchasing (Contract No. 021726-ELG) in a total amount not to exceed $747,681.87.

Page 56 of 125 ends

BACKGROUND
The Public Works Department Fleet Maintenance Division manages a municipal vehicle fleet valued at approximately $7 million. The City's fleet includes trucks and heavy machines to support daily public works operations, water system care, and emergency repairs across the city. Within this fleet, the combination sewer truck plays a key role by cleaning underground pipes and clearing emergency sewer blockages.

The City’s primary sewer truck has reached the end of its useful design life and was planned for replacement in this year's budget. Replacing heavy machinery on schedule prevents high repair bills, avoids service delays, and eliminates unexpected breakdowns during emergencies. Proceeding with this replacement keeps Public Works crews equipped with reliable machinery to protect public health and safety.

SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee.

STAFF ANALYSIS
Staff recently evaluated two primary equipment options, Vac-Con and Vactor, to find the best fit for Pittsburg. This process included watching live equipment demonstrations and speaking with nearby cities about daily performance and upkeep requirements.

The quote for the recommended Vactor unit is $747,681.87, well within the $750,000.00 budget. The Vac-Con unit had a higher starting price of $807,386.12. Although a tradein discount brought the net cost down to $732,386.12, its starting base price exceeded the budget allocation. Furthermore, market research shows that selling the current truck at a public auction will generate more revenue for the City than accepting a standard trade-in discount.

Based on operational testing, strong vendor service, maintenance feedback, and the financial benefit of auctioning the old truck, staff recommends purchasing the Vactor unit. Buying this vehicle through Sourcewell Cooperative Purchasing meets all municipal bidding laws while securing pre-negotiated volume pricing.

Once ordered, the estimated delivery window is 180-240 days following receipt of order depending on chassis and component availability during production.

STAFF REPORT
MEETING DATE: October 5, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
Sunil Gopala, Deputy Director IT Operations
SUBJECT: Adoption of a City Council Resolution Authorizing the City Manager to Negotiate and Execute an Agreement with
Carahsoft Technologies for Use of Accela Software in an Amount Not to Exceed $200,000

EXECUTIVE SUMMARY
The City of Pittsburg currently utilizes the Accela software platform ("Accela") for digital land use and business license permitting. This item would authorize the City Manager to negotiate and execute an agreement with Carahsoft Technologies ("Carahsoft") for continued use of Accela through the end of Fiscal Year (FY) 2026-2027, in a total amount not to exceed $200,000.

FISCAL IMPACT
The total cost to continue using the Accela software platform through the end of FY 2026-27 will not exceed $200,000. Funding for this expenditure is included in the adopted FY 2026-27 operating budgets of the Community and Economic Development Department and the Public Works Department. No additional General Fund appropriation is required.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the City Manager to negotiate and execute an agreement with Carahsoft Technologies for the continued use of the Accela software platform through the end of Fiscal Year 2026-27, in a total amount not to exceed $200,000, and to take any related actions necessary to implement the agreement within the authorized amount.

BACKGROUND
On September 21, 2020, the City Council adopted Resolution No. 20-13831, approving

Page 70 of 125 ends

the purchase and implementation of the Accela permitting system, including annual software licensing. Accela was selected through a competitive Request for Proposals (RFP) process conducted in accordance with the City of Pittsburg Purchasing Policy.

Accela continues to serve as the City’s primary software platform for permitting and development-related services. The system supports the Community and Economic Development and Public Works Departments’ review, approval, inspection, recordkeeping, and related permitting operations.

The City is currently developing a new permitting system that will ultimately replace Accela. Until that system is completed, tested, and ready for implementation, the City must maintain the existing Accela platform to ensure continuity of permitting services and access to existing records and workflows.

SUBCOMMITTEE FINDINGS
This item was not presented to a Subcommittee.

STAFF ANALYSIS
Continued use of the Accela software through the end of FY 2026-2027 will allow the City to maintain uninterrupted permitting and development-related services while the replacement permitting system is being developed, preventing disruption in staff workflows, public-facing permitting services, application processing, inspections, and access to records maintained within the existing platform.

The agreement to be negotiated and executed does not represent the selection or implementation of a new software platform, but rather a continuation of the City’s existing system during the transition to its replacement. The original Accela contract was awarded following a competitive Request for Proposals process. Continuing the existing platform for the limited transition period is consistent with the City of Pittsburg contracting requirements because it preserves the results of that competitive procurement, maintains continuity of essential City operations, and avoids the cost and disruption of procuring and implementing an interim system that would be used only until the replacement platform is ready.

Staff is requesting authorization for the City Manager to negotiate and execute an agreement with Carahsoft Technologies for the continued use of Accela through the end of FY 2026-27, in a total amount not to exceed $200,000. This authorization will provide sufficient time to complete development, testing, data migration, training, and implementation of the City’s new permitting system without interrupting current services.

STAFF REPORT
MEETING DATE: October 5, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale, City Manager
Sara Bellafronte, Assistant to the City Manager
SUBJECT: Adoption of a City Council Resolution Authorizing Execution of the First Amendment to the Consulting Services
Agreement with Aaron Welch Planning

EXECUTIVE SUMMARY
In 2019, the City of Pittsburg was awarded an $800,000 Brownfield Multipurpose Grant from the United States Environmental Protection Agency (US EPA), and desires to retain the services of a firm to provide transit oriented development (TOD) planning, visioning, feasibility assessments, and traffic operations assessment surrounding brownfield sites in the Railroad Avenue Specific Plan area (RASP).

FISCAL IMPACT
The City received an $800,000 Brownfield Multipurpose grant from the US EPA for management and revitalization of brownfields. The Agreement with Aaron Welch Planning is not to exceed the project amount of $75,000. This amount is budgeted within the original funding received by US EPA.

RECOMMENDATION
Staff recommends that the City Council adopt the attached Resolution authorizing execution of Fist Amendment to Consulting Services Agreement with Aaron Welch Planning for planning services in the RASP area.

BACKGROUND
Brownfields are properties at which the expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2017, the City received a $300,000 Community-wide Brownfield

Page 99 of 125 ends

Assessment Grant from the US EPA grant for environmental assessments of existing brownfields. In addition to the assessment funding, this $800,000 Brownfield Multipurpose Grant awarded in 2019 provides funding for addressing a wider range of development hurdles brought on by brownfields, including site assessments, clean up planning, remediation, and reuse planning.

The City's Environmental Services Division is responsible for fostering projects that promote public benefit and redevelopment of underutilized properties. As a historically heavy industrial City, there are numerous brownfields in need of revitalization and hundreds of millions of cleanup funding. One core commercial corridor that stands to benefit from revitalization is in the RASP area, specifically a subset of parcels south of Highway 4, north of Leland Road, and between Railroad Avenue and Piedmont Way (Project Area).

SUBCOMMITTEE FINDINGS
The item was not presented at a subcommittee meeting.

STAFF ANALYSIS
In 2023, the City released a request for proposal (RFP) for development of City-owned parcels in the Project Area and received two responses: one non-responsive and the other misaligned with City Council priorities. Council feedback suggested additional visioning, feasibility assessments, and traffic operations assessment for the Project Area to better calibrate a future RFP effort, all of which are included under this proposed agreement.

The Project Area activities proposed under the agreement are also a response to City Council’s FY 2025-26 and 2026-27 Strategic Plan and will build on previous economic development and investment attraction efforts, as well as EPA-funded activities that the City has successfully completed in this same area. Since 2017, using prior US EPA grant resources, the City conducted Phase I and Phase II Environmental Site Assessments on three City-owned parcels, which provide an important foundation for the next phase of strategic planning proposed under this agreement.

The City’s brownfield inventory, also developed through this grant program, identifies at least seven brownfield sites within the Project Area, at none of which the City caused contamination. The revitalization planning proposed under this request is intended to address the broader redevelopment challenges and opportunities across these properties, which in the City’s newly adopted General Plan, are planned for Employment Center Industrial uses like tech-oriented prototyping labs or maker/innovation spaces, light manufacturing and assembly, utilities or public-works support facilities, and green-industry operations. The proposed planning aims to support and envision cohesive economic development and land-use strategies.

Page 100 of 125 ends

The City is already working with Aaron Welch Planning throughout the RASP area through the City’s Metropolitan Transportation Commission’s (MTC) Transit-oriented Communities Technical Assistance Program grant. The MTC issued an RFP for technical assistance, hosted multiple pre-submittal conferences that brought together dozens of interested consulting, planning, and engineering firms to outline specific performance demands per the grant. Firms were then cross-referenced against MTC's pre-qualified Regional Planning Bench List, ensuring that both prime and subcontractors met strict Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) standard metrics. Qualifying firms like Aaron Welch Planning then submitted tailored proposals for grantees, and an evaluation panel vetted them based on their holistic ability to guide cities through the core pillars of TOC policy.

Staff recommends Aaron Welch Planning for the proposed revitalization planning in the Project Area due to its familiarity with the area and extensive vetting and matching process through the MTC.
