On June 15, 2026, City Council adopted Resolution No. 26-14787, which approved the Five-Year Capital Improvement Program for Fiscal Year 2026/27 through 2030/31 and allocated $670,000 for Fiscal Year 2026/27 to the Project.

On August 28, 2026, staff advertised the Project for construction bids in accordance with applicable public contracting requirements.

Cratus, Inc. was the lowest responsive, responsible bidder with a base bid amount of $333,625.

SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee meeting.

STAFF ANALYSIS
Approximately 500 linear feet of twin 18-inch storm drain pipelines are in disrepair and in need of replacement. Staff analysis further determined that additional storm drain capacity is necessary to adequately accommodate existing storm flows from the development located south of the project area.

The Project will remove and replace the damaged storm drain pipes in accordance with current standards. Additionally, any landscape and irrigation areas affected by the work will be restored to pre-construction conditions.

Sealed bids for the Project were opened on September 18, 2026. Twenty-three bids were received, ranging from $333,625 to $724,000. The lowest responsive, responsible bid is below the Engineer's Estimate. The lowest bid submitted by Cratus, Inc. has been reviewed for arithmetic errors, completeness and conformance with bid requirements. A Bid Summary Sheet is attached to this report.

STAFF REPORT
MEETING DATE: October 19, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
John Sameulson, Public Works Director/City Engineer
SM Saklaen, Senior Civil Engineer
SUBJECT: Adoption of a City Council Resolution Accepting the Plans and Specifications, and Awarding Project 3040- Buchanan Park Pond Loop Replacement

EXECUTIVE SUMMARY
Project 3040 – Buchanan Park Pond Loop Replacement (Project) will replace damaged portions of the existing pedestrian pathway around the pond, install riprap for erosion control, and remove trees that have contributed to the deterioration of the existing sidewalk at Buchanan Park. The improvements are intended to restore the pond loop, improve pedestrian accessibility, and provide a durable pathway for park users.

Adoption of this resolution will accept the Project plans and specifications and award a construction contract to DHR General Construction Corp. in the amount of $156,000.72, consisting of the base bid plus alternates.

FISCAL IMPACT
The total anticipated expenditure for the Project is $222,288, which includes design, construction, contingency, and construction support services. The Project is funded through two Proposition 68 Per Capita Grant awards administered by the California Department of Parks and Recreation, in the amounts of $177,952 and $44,336, for a combined allocation amount of $222,288.

An updated CIP Project Sheet is attached to this report.

RECOMMENDATION
City Council adopt the attached Resolution accepting the Project plans and specifications and authorizing the City Manager to execute a construction contract with

Page 24 of 37 ends

DHR General Construction Corp. for $156,000.72, consisting of the base bid plus alternates.

Staff also recommends that the City Council allocate a construction contingency in the amount of $23,400 for any unanticipated costs and contract change orders.

Staff further recommends that the City Engineer be authorized to approve contract change orders for the Project in a total amount not to exceed 50% of the construction contingency, and the City Manager be authorized to approve change orders in an amount not to exceed the approved Project budget.

BACKGROUND
The Buchanan Park Pond Loop is an existing pedestrian pathway located within Buchanan Park. Portions of the existing loop have deteriorated over time and require replacement to restore the pathway and improve its condition for park users.

On October 4, 2021, the City Council adopted Resolution No. 21-13999, authorizing the filing of a project application for the Proposition 68 Per Capita Grant.

On September 18, 2023, the City Council adopted Resolution No. 23-14371, accepting the California Department of Parks and Recreation’s Proposition 68 Per Capita Grant for the Project in the amount of $222,288.

The plans and specifications were prepared by City staff and incorporate the improvements necessary to complete the Project in accordance with applicable City standards and grant requirements.

On August 27, 2026, staff advertised the Project for construction bids in accordance with applicable public contracting requirements.

DHR General Construction Corp. was the lowest responsive and responsible bidder in the amount of $156,000.72, consisting of the base bid plus alternates.

SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee meeting.

STAFF ANALYSIS
Repairing the damaged sidewalk and installing slope protection will improve pedestrian access along the pond loop, enhance the park user experience, and help prevent further erosion around the pond.

Sealed bids for the Project were opened on September 24, 2026. Fifteen bids were received, ranging from $156,000.92 to $434,906.00. The lowest responsive responsible

bid is below the Engineer's Estimate. The low bid submitted by DHR General Construction Corp. has been reviewed for arithmetic errors, completeness, and conformance with the bid requirements. A Bid Summary Sheet is attached to this report.

The bid documents included two bid alternates: Alternate No. 1 – Additional Sidewalk and Alternate No. 2 – Additional Riprap. The recommended contract award includes the base bid and both specified alternates.

Based on staff review, DHR General Construction Corp. has been determined to be the lowest responsive responsible bidder. Staff, therefore, recommends awarding the construction contract to DHR General Construction Corp. in the amount of $156,000.72, consisting of the base bid plus alternates.

STAFF REPORT
MEETING DATE: October 19, 2026
TO: Mayor and Council Members
FROM: Darin E. Gale‚ City Manager
John Sameulson, Public Works Director/City Engineer
SM Saklaen, Senior Civil Engineer
SUBJECT: Adoption of a City Council Resolution Authorizing Execution of a Second Amendment to the Agreement with
Hydroscience Engineers, Inc. for the Design of Project 5003- West Santa Fe Avenue Sewer and Water Rehabilitation

EXECUTIVE SUMMARY
The City has an existing Consulting Services Agreement (Agreement) with Hydroscience Engineers, Inc. (Hydroscience) to provide design services for Project 5003 West Santa Fe Avenue Sewer and Water Rehabilitation (Project). Additional design services are required to complete the design for construction. Adoption of this resolution will authorize the City Manager to execute a Second Amendment to the Agreement with Hydroscience, increasing compensation by $107,534, for a revised total not-to-exceed amount of $811,379.

FISCAL IMPACT
Adoption of the Resolution will increase the Agreement by $107,534, for a revised total not-to-exceed amount of $811,379. Funding for this amendment is available within the approved Project budget. No additional funding is being requested.

RECOMMENDATION
Staff recommends that the City Council adopt the attached Resolution authorizing the City Manager to execute a Second Amendment to the Agreement with Hydroscience, increasing compensation by $107,534, for a revised total not-to-exceed amount of $811,379.

Page 30 of 37 ends

BACKGROUND
The Project includes replacement of water and sanitary sewer facilities in several areas within the City where the water and sewer systems have reached the end of their useful life, have become maintenance problems, and/or do not provide adequate flow. The primary project location is West Santa Fe Avenue to West 10th Street between Beacon Street and Black Diamond Street. Other areas include East 12th Street between Harbor Street and Moose Way, and East 4th and 5th Streets near Railroad Avenue.

On October 3, 2022, City Council adopted Resolution No. 22-14184, authorizing execution of a Consulting Services Agreement with Hydroscience for the Project in an amount not to exceed $703,845. The First Amendment, effective October 3, 2024, extended the agreement term through December 31, 2027, without increasing the compensation.

Project design began in 2022 but was paused from early 2024 through late 2025 due to insufficient Sewer Operations funding needed to complete the sewer-related repairs. In late 2025, the City requested that Hydroscience evaluate the feasibility of constructing the Project in multiple phases to better align with available funding. Based on this evaluation, it was determined that completing the Project as a single phase was the most practical and cost-effective approach due to the nature of the utility trenching, required pavement restoration, and the potential for repeated construction impacts to nearby residents if the work were phased.

The extension in the Project design requires additional design effort to reinitiate the work, review and update previously completed plans, account for changed field conditions and current design standards, and coordinate the remaining design work through completion. Hydroscience submitted a contract amendment request in the amount of $107,534 to complete the design for construction of the Project.

SUBCOMMITTEE FINDINGS
This item was not presented to a subcommittee meeting.

STAFF ANALYSIS
Staff has reviewed the proposed Second Amendment and associated cost proposal and finds the scope and compensation to be reasonable. Based on this review, staff recommends approval of the Second Amendment to the Agreement with Hydroscience.

The proposed $107,534 increase includes updated labor rate adjustments and additional services associated with the extended project duration, the stop and restart of design efforts, and completion of the design for a single construction phase.
