RECOMMENDATION:

It is recommended that City Council take the following action:

Authorize the City Administrator to approve Contract Change Order No. 2 with RJ Noble Company, in the amount of $306,422.79.

DISCUSSION:

On July 20, 2021, the City Council awarded a Construction Contract to RJ Noble Company Project in the amount of $3,112,796.95. In addition, the City Council authorized the City Administrator to approve contract change orders for this project up to 10%, or $311,279.70. The scope of the project included pavement reconstruction; reconstruction of damaged sidewalk, curb, and gutter; and new signing, striping, markings, and pavement legends. The location and limits of the work include Madison Avenue, Melrose Street, and Chapman Avenue in addition to several collector and residential Streets. This project is part of the series of pavement rehabilitation programs throughout the City of Placentia and included over 1.5 million square feet of new pavement rehabilitation work.

Change Order No. 1 in the amount of $37,066.96, was issued to cover the cost of several unforeseen conditions discovered during construction and was issued on October 12, 2021. This change order amount was approved by the City Administrator under his 10% administrative approval limit. Change Order No. 2 covers several additional unforeseen conditions encountered during the construction; however, the largest costs related to Change Order No. 2 comes from the addition of three (3) additional streets to the project scope of work. Two (2) of the streets intersect with Crowther Avenue and given the favorable unit bid pricing provided by the contractor and project funding availability, the streets were added to take advantage of economies of scale and advance additional street improvements to the community. One (1) of the streets was originally a slurry seal candidate but after further review and analysis it was determined that the condition of the pavement was too far deteriorated for a slurry seal application. In addition, the change order includes $19,284 in credits back from the contractor. Exhibit A to Attachment 1 summarizes the scope of the changes and pricing for each change. The combined change orders to date amounts to $343,489.75 or 11c/o of the total construction contract amount.

FISCAL IMPACT:

The cost for Contract Change Order No. 2 amounts to $306,422.79. The revised total construction cost for this contract is $3,456,286.70. The total project budget for this construction contract amount budget is $4,348,859.00. As such, sufficient funds exist for the recommended actions. The following table provides a summary of the uses and sources of funds for the construction of these projects.
