SUMMARY:

The Placentia Open Space and Urban Greening (POSUG) Master Plan was completed in November 2019 and approved by the City Council at the December 3, 2019, meeting to be utilized as a guide for future Capital Improvement Program (CIP) Projects to be incorporated into the City's CIP plan and to allocate potential funding sources as available through the City's annual budgetary process. This Master Plan was the basis for the creation of the Placentia Parks Initiative (PPI); a citywide initiative which is aimed at establishing a significant capital investment into the City's parks and open spaces by improving and renovating aging park infrastructure and amenities over the course of the next two (2) fiscal years.

To create the PPI, the City established a working group of City Council Members, City Administrator, Deputy City Administrator, Community Services Director, Public Works Superintendent and Staff from the Community Services and Police Departments to conduct a comprehensive review of the City's parks and open spaces. This included a tour of all City park along with an evaluation, funding availability and prioritization of necessary park improveme projects. This exercise culminated in Staff developing a comprehensive draft Parks CIP plan.

The PPI was approved by the City Council at the May 18, 2021, meeting and includes the replacement of existing park amenities. The park amenities will be replaced as the parks are renovated. Currently, Goldenrod and Koch Park renovations have been completed and the amenities will now be replaced.

The recommended actions will approve a Public Works Agreement with Great Western Installations Inc., for the replacement of the existing park amenities to include, park benches, park picnic tables, and trash receptacles at Goldenrod and Koch Parks in the amount of $64,202.

DISCUSSION:

The POSUG Master Plan was completed in November 2019 and approved by the City Council at the December 3, 2019, meeting to be utilized as a guide for future Capital Improvement Program (CIP) Projects to be incorporated into the City's CIP plan and to allocate potential funding sources as available through the City's annual budgetary process. This Master Plan was the basis for the creation of the Placentia Parks Initiative (PPI); a citywide initiative which is aimed establishing a multi -million -dollar significant capital investment into the City's parks and open spaces by improving and renovating aging park infrastructure and amenities over the course of the next two (2) fiscal years.

To prepare the PPI, the City established a working group of City Council Members, City Administrator, Deputy City Administrator, Community Services Director, Public Works Superintendent and Staff from the Community Services and Police Departments to conduct a comprehensive review of the City's parks and open spaces. This exercise culminated in Staff developing a comprehensive draft Parks CIP plan along with PPI goals and objectives.

The PPI was approved by the City Council at the May 18, 2021, and as part of the plan, the replacement of park amenities was included. The amenities will be replaced at each park as park renovations are completed. Currently, the renovations are complete at Goldenrod Park and Koch Park. The existing park benches, picnic tables, and trash receptacles have been ordered and will now be replaced. The recommended actions will approve a Public Works Agreement with Great Western Installations Inc. for the replacement of the existing park benches, picnic tables, and trash receptacles at Goldenrod Park and Koch Park in the amount of $64,202.

FISCAL IMPACT:

The City Council budgeted Measure U Funds for the replacement of park amenities as part of the PPI in the City's CIP budget in Fiscal Year 2021-22. The amenities will be strategically replaced as each park undergoes renovations. Currently, the renovations are complete at Goldenrod Park and Koch Park. The current budget for the purchase, replacement, and installation of the park benches, picnic tables, and trash receptacles is $174,200. The current purchases total $72,615.40. Therefore, sufficient funds exist in the CIP budget to install the park benches, picnic tables, and trash receptacles at Goldenrod Park and Koch Park in the amount of $64,202.

Additional park amenities will also be ordered, utilizing currently budgeted CIP project funds for the replacement of the additional various amenities throughout all City parks, consistent with the
