BACKGROUND:

TPM 2020-124 is a request to subdivide an approximately 0.19 -acre improved lot with three residential townhome condominium units located at 803 W. La Jolla Street. PMC Section

22.80.010(a) requires a Parcel Map for all subdivisions of four (4) or fewer parcels and PMC Section 22.80.100 requires that within 24 months after approval or conditional approval of the tentative map or maps, the subdivider shall cause the subdivision or any part thereof, to be surveyed and a parcel map to be prepared in accordance with the tentative map as approved or conditionally approved.

Upon application by the subdivider, the time limit may be extended a total of 12 months by the City Council. A written request was submitted by the developer to the Development Services Department on May 19, 2022, requesting an extension of time limit for a total of 12 additional months, in order to properly record a final subdivision map. Pursuant to Section 66463.5(c) of the Government Code and upon application of the subdivider, the time at which the map expires may be extended by the City Council for a period or periods not to exceed a total of three (3) years. This is the first request submitted by the developer for an extension of time limit for a total of 12 additional months.

Applicable Code Section — Placentia Municipal Code
Chapter 22.80.100 of the PMC sets forth time limits to record a final parcel map. Upon application by the subdivider, the time limit may be extended a total of 12 months by the City Council. A written request was submitted by the developer to the Development Services Department on May 19, 2022, requesting an extension of time limit for a total of 12 additional months, in order to properly record a final subdivision map. There have been no changes to the TPM, and this action could result in the construction of a two-story, multi -family building consisting of three (3) attached residential townhome units.

ENVIRONMENTAL:

The proposed application was reviewed by Staff in accordance with the requirements of the California Environmental Quality Act (CEQA), Public Resources Code §§ 21000 et seq., the State CEQA Guidelines, 14 C.C.R. §§ 15000 et seq., and the Environmental Guidelines of the City of Placentia. As part of their actions taken on May 5, 2020, the City Council found that TPM 2020- 124 is exempt from CEQA pursuant to State CEQA Guidelines §15332 (Class 32: In -Fill Development Projects) as the permit would be issued to an infill development project on a qualified site of less than five acres in size.

CONCLUSION:

The proposed project is consistent with the City's General Plan and meets the minimum development standards of the PMC. With the recommended conditions of approval, the proposed subdivision located within the existing R-3 Zoning District will be compatible with adjacent land uses and will not result in any adverse impacts to the surrounding area.
