CONTRACT AMENDMENTS FOR HUMAN RESOURCES SUPPORT SERVICES FISCAL
IMPACT: EXPENSE: $75,000 PROFESSIONAL SERVICES (101512-6099) $35,000 CONTRACT SERVICES (101512-6001)
BUDGET: $75,000 PROFESSIONAL SERVICES (101512-6099)
$35,000 CONTRACT SERVICES (101512-6001)
SUMMARY:
At the end of 2021, Human Resources had several vacant positions. In order to continue operations and provide internal and external customer service, consultants were brought on to provide temporary professional staffing while the City began recruiting to fill the vacancies. In September and October 2021, the City entered into Professional Service Agreements with Lisa Carter and MV Cheng & Associates Inc. (respectively) to provide support to the Human Resources division. As the positions are now being filled, the need for the temporary staff has been reduced and is coming to a close. The recommended actions will approve the contract amendments with each consultant to increase the compensation with Lisa Carter for an additional $35,000 and MV Cheng & Associates Inc. for an additional $75,000 to conclude payment for the services provided during this transition period.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Approve Amendment No. 2 to Professional Services Agreement with Lisa Carter for an additional not -to -exceed amount of $35,000; and
2. Approve Amendment No. 1 to Professional Services Agreement with MV Cheng & Associates Inc. for an additional not -to -exceed amount of $75,000; and
3. Authorize the City Administrator and/or his designee to execute the necessary documents, in a form approved by the City Attorney.

City Council Agenda

DISCUSSION:
In late 2021, the Human Resources division had several vacant positions. In order to continue operations and provide the same level of internal and external customer service, consultants were brought on to provide temporary professional staffing while the City recruited to fill the vacancies.
In September 2021, the City entered into Professional Service Agreements with Lisa Carter for an amount not -to -exceed $24,999 to provide support to the Human Resources division, specifically to handle all recruitments for the City. On May 25, 2022, the City entered into Amendment No. 1 with Lisa Carter for an additional amount of $15,000 which was approved under the purview of the City Administrator's signature authority. The proposed Amendment No. 2 is for an amount not -to -exceed $35,000 which will cover the concluding cost for services with Ms.
Carter. In October 2021, the City entered into Professional Service Agreements with MV Cheng & Associates Inc. for an amount not -to -exceed $24,999 to provide support to the Human Resources division, more specifically in the area of employee benefits. The proposed Amendment No. 1 is for an additional amount not -to -exceed $75,000 which is expected to cover current support services provided which are anticipated to conclude next month.
FISCAL IMPACT:
Amendment No. 2 with Lisa Carter is for an additional not -to -exceed amount of $35,000.
Amendment No. 1 with MV Cheng & Associates Inc. is for an additional not -to -exceed amount of $75,000. Due to the vacancies and salary savings, there are sufficient funds within the Administration Department budget to address the increased cost. As such, sufficient funds exist for the recommended actions.
