TOTAL PROJECT COST
FY 2021-22 CIP BUDGET
On February 15, 2022, the City awarded a construction contract to Hillcrest Contracting, Inc. (Hillcrest) to resurface Alta Vista Avenue and Rose Drive. Shea Homes was required to provide pavement rehabilitation on portions of Alta Vista Avenue and Rose Drive. To take advantage of the low pricing that Shea Homes received from Hillcrest, Staff obtained a cost proposal from Hillcrest for remaining portions of Alta Vista Avenue and Rose Drive. This approach provided the City with an opportunity to advance street resurfacing work by using the same contractor at a favorable cost.

The total contract amount awarded to Hillcrest for $275,250 covered the cost of cold milling and paving, new signing, striping, markings, and pavement legends at a cost of $1.52 per square - foot. This amount was Tess than what the City has recently paid for similar work on other paving projects. The total construction cost for this work amounts to $290,697.30. This amount includes the bid received from Hillcrest and a change order in the amount of $15,447.30 for additional bike way and cross walks striping. Change Order No. 1 was under 10% and as such it was within the City Administrator's approval limit. All work by Hillcrest has successfully been completed and this action concludes the project and authorizes filing a Notice of Completion with the Orange County Clerk -Recorder's Office in the amount of $290,697.30.

RECOMMENDATION:

It is recommended that the City Council take the following actions:

DISCUSSION:

As part of the Shea Homes development project at southeast comer of Alta Vista Avenue and Rose Drive, the developer was conditioned to repave portions of Alta Vista Avenue and Rose Drive as part of their offsite public improvement work. On February 15th, 2022, the City Council awarded a construction contract to Hillcrest for roadway rehabilitation on Alta Vista Avenue and Rose Drive from the Shea Homes' project limit to Del Cerro Street. This provided the City with an opportunity to advance much needed road resurfacing work by capturing economies of scale for resurfacing the remaining portions of Rose Drive and Alta Vista Avenue. Hillcrest provided the City with a cost proposal for rehabilitation at a cost of $1.52 per square foot, which is less than what the City recently paid for on similar work. The street paving rehabilitation work included 2" of cold milling and 2" of new rubberized asphalt concrete paving on both the northbound and southbound lanes on Rose Drive and east/westbound lanes of Alta Vista Avenue.

The total construction cost of this work amounts to $290,697.30. This amount includes the bid received by Hillcrest in the amount of $275,250 and a construction change order in the amount of $15,447.30. The change order was for providing additional bike lanes and cross walk striping, which was not part of the original bid received from Hillcrest. This change order was less than 10% of the total contract amount and it was approved by the City Administrator under his administrative approval limit. This action concludes the Project and authorizes filing a Notice of Completion with the Orange County Clerk -Recorder's Office in the amount of $290,697.30.

FISCAL IMPACT:

The total construction cost for this work amounts to $290,697.30. This cost consists of the bid received from Hillcrest in the amount of $275,250 and a construction change order in the amount of $15,447.30, which was administratively approved by the City Administrator, as the City Council authorized him to approve change orders up to 10% of the construction contract.

Sufficient funds are budgeted and available in the Fiscal Year ("FY") 2021-22 Capital Improvement Program Budget to cover this expense. As such, sufficient funds exist for the recommended actions.
