On June 11, 2020, the City issued a Request for Proposal (RFP) to solicit competitive proposals from qualified design firms for creating an on-call design services list for the City's pavement rehabilitation and maintenance projects over the next several years. Staff received eight (8) proposals from civil engineering firms for these services. The professional services to be delivered require a full-service design firm with the ability to deliver a wide range of technical engineering services including pavement design, traffic safety analysis, geotechnical analysis, and preparation of engineered improvement plans along with bid documents and technical specifications.
A proposal review committee consisting of the City Engineer, Management Analyst, and Senior Planner conducted a thorough review of the proposals received and scored them in accordance with the scoring criteria in the RFP. A consultant bench list was devised based upon the qualifications presented by each proposer and a contract for the Fiscal Year (FY) 2021-22 Roadway Rehabilitation Design was awarded in September of 2020. The FY 2021-22 project is now complete, and Staff is ready to start design on the FY 2022-23 Pavement Rehabilitation Project. The second ranked consultant on the bench list is Transtech Engineering Inc. (Transtech). Staff recommends that the City Council award a contract to Transtech for preparing the design on the City's FY 2022-23 Roadway Rehabilitation Project. The agreement with Transtech will provide the City with engineered construction plans, technical specifications, and cost estimates (PS&E) in addition to construction support services. Transtech will complete the design package by Spring 2023, at which time the City will be able to solicit competitive bids and construct the project in Summer 2023.

DISCUSSION:
On June 11, 2020, the City issued an RFP to solicit competitive proposals from qualified design firms for engineering design services for street resurfacing projects.
A bench list consisting of the top four (4) design firms was established for the City's annual pavement rehabilitation and maintenance program to be used over several years. The FY 2022-23 Street Resurfacing Project will repave the streets noted in the attached project area map (Attachment 1). Staff has adopted a 360 -degree design philosophy in our annual rehabilitation and maintenance projects with a focus on not only repairing and maintaining roadway pavement, but with a complimentary goal of removing and replacing adjacent damaged concrete sidewalks, curbs, and gutters, implementing modernized pavement legends and installing additional bike lanes where possible, as well as implementing traffic safety improvements recommended within the City's Systemic Safety Analysis Report. In addition, faded traffic control signs will be replaced and existing parkway trees inspected for possible damage to surrounding pavement. Wherein damage has occurred that cannot be mitigated, a tree may be removed; however Staff will follow up with adjacent home owners for new more appropriate urban tree plantings. Transtech will complete their work scope in Spring 2023 and the City will be ready to advertise the project and receive bids for construction in Summer 2023.
FISCAL IMPACT:
The total contract not -to -exceed amount for these services is $214,550 (Attachment 2). A total of $250,000 has been allocated in the FY 2022-23 Capital Improvement Program Budget for this project. As such, sufficient funds exist for the recommended actions.
