SUBJECT: RESOLUTION AUTHORIZING TEMPORARY SUSPENSION OF REGULATORY ORDINANCE SECTION 10.28.010 TO FACILITATE THE COMMISSION AND COMMITTEE RECOGNITION SPECIAL EVENT ON OCTOBER 20, 2022, AT THE EDWIN T. POWELL SENIOR CENTER BUILDING

SUMMARY:
The City of Placentia is planning to host a Commission and Committee special recognition event at the Edwin T. Powell Senior Center Building on Thursday, October 20, 2022, from 6:00 p.m. to 8:00 p.m. This event provides the opportunity for all members of the City's Commissions and Committees to be recognized for their volunteerism and the many contributions they make to the community annually. This action approves a Resolution that temporarily suspends a certain regulatory ordinance section of the Placentia Municipal Code to facilitate the Commission and Committee special event.
RECOMMENDATION:
It is recommended that City Council take the following action:
1. Adopt Resolution No. R-2022-62, a Resolution of the City Council of the City Placentia, California, authorizing the temporary suspension of regulatory ordinance section 10.28.010 of the Placentia Municipal Code to facilitate the Commission and Committee special event scheduled for October 20, 2022, from 6:00 p.m. to 8:00 p.m. at the Edwin T. Powell Senior Center Building.

DISCUSSION:
It is the City's goal to recognize its Commission and Committee members for their service to the community bi-annually. Due to the COVID-19 pandemic, over the last two years, the recognition event has not been possible. With the relaxation of the COVID-19 Stay At Home orders, Staff recommends reestablishing the recognition event this year. It is recommended to host the event at the Edwin T. Powell Senior Center Building on Thursday, October 20, 2022, from 6:00 p.m. to 8:00 p.m. Invitees will include all Commission and Committee members, the Placentia Community Foundation Board and their guests, Staff liaisons and elected officials. Estimated attendance is expected to be approximately 80 people. The City plans to serve dinner, coffee, soft drinks, and alcoholic beverages during the event. Staff will control all alcohol served during the event. In order to serve alcohol at this event, Section 10.28.010 of the Placentia Municipal Code, which prohibits the consumption of alcohol on public property, will need to be temporarily suspended by the City Council for the duration of the event. It is recommended that the City Council adopt Resolution R-2022-62 which temporarily suspends the regulatory ordinance Section 10.28.010 of the Placentia Municipal Code to facilitate the Commission and Committee recognition event.
FISCAL IMPACT:
Based on prior similar events, it is anticipated that the cost of this event shall be approximately $2,000.00 for the dinner, beverages, and event supplies. Staff hours related to the event have already been identified as part of the City's budgetary process.
