AGENDA REPORT
TO: CITY COUNCIL
VIA: CITY ADMINISTRATOR
FROM: DAVID RADOMSKI, SERGEANT
DATE: OCTOBER 4, 2022
SUBJECT: UPGRADE OF REMAINING CIVIC CENTER SURVEILLANCE CAMERA SYSTEM
FISCAL
IMPACT: EXPENSE: $179,029.94 TOTAL MAXIMUM PURCHASE PRICE BUDGETED: $180,000.00 FY22-23 CIP BUDGET (MEASURE U)
SUMMARY:

On July 23, 2019, the City Council approved the purchase of a new state-of-the-art surveillance security camera and panic alarm system for the Placentia City Jail. The Avigilon cameras were selected for their low cost (lowest of 4 competitive bids), 24/7 technical support, and added operational efficiency and scalability. At that time, budgetary funds were only available to immediately replace the portion of the existing surveillance system that monitored the Placentia City Jail and the main entrance to City Hall.

The remainder of the analog SD legacy surveillance cameras serving the Civic Center campus have also reached their end -of -life and are in need of an upgrade. In order to maintain proper security of the Civic Center campus, our provider of the newly acquired Avigilon system, ASSI Security, was contacted and a site walk was conducted with Staff to obtain the scope of work and cost needed to bring the remaining analog portion of the Civic Center campus system online and up-to-date.

RECOMMENDATION:

It is recommended that the City Council take the following actions:

1. Authorize the City Administrator to purchase the Civic Center campus surveillance system from ASSI Security for a not -to -exceed amount of $179,029.94; and

2. Authorize the City Administrator to execute all necessary documents, in a form approved by the City Attorney.

DISCUSSION:

Staff developed a working committee with department members from the Police Department, City Administration, Public Works Department, and Public Safety Communications Center to review upgrades to the Civic Center surveillance camera system. As a result of those discussions and research, Avigilon was again selected as an industry leader in video surveillance. Additional areas of coverage in and around the Civic Center campus were also identified to enhance our viewing capabilities, while allowing the cameras to be monitored by both Communications and the Watch Commander 24/7. Adding additional cameras and storage to the existing system was identified as the best option. Staff has used the Avigilon system for the last 24 months and is pleased with its ease of use, video quality, and reliability. Its scalability will also speed up the replacement process, ensuring a smooth transition and operation moving forward.

California Multiple Award Schedules (CMAS) offers a wide variety of commodity, non -IT Services, and information technology products and services at prices which have been assessed to be fair, reasonable and competitive. The CMAS Program creates a pool of suppliers that agencies can solicit offers from. When utilized correctly, CMAS streamlines the procurement process. This form of procurement differs from the competitive bid process. Per City Policy 3.08.070(4), it allows for dispensing of bidding when purchasing from a supplier who has been awarded a contract resulting from a formal competitive bid process by another governmental agency within the state or by the federal government. CMAS provides an efficient and improved procurement process.
